Job summary
The mandate of the Trade Commissioner Service is to promote Canada's economic interests in global markets by engaging in a range of activities including: promoting Canadian exports; conducting advocacy and foreign market access activities; understanding and analyzing trade policy issues; developing a network of international business contacts; identifying and communicating of business leads; fostering of strategic alliances; and facilitating of Canadian direct investment abroad.
The mandate of Global Affairs Canada is to preserve and support Canadian prosperity and security, and to contribute to a more just, inclusive, and sustainable world. We engage with regional, bilateral and multilateral partners in driving positive action on global issues such as strengthening global peace and security operations, promoting the rule of law, reducing poverty, advancing gender equality, combatting climate change, and mitigating cyber threats.
The position is a senior working level position of the Trade Program and reports to the Head of Office. The primary role of the Senior Trade Officer is to plan and deliver the Trade program at the mission, including direct service to Canadian business clients. The secondary role is to promote Canadian-Cambodian bilateral diplomatic relations, including analysing recent political and civil society trends and providing advice to senior managers. This includes developing annual business plans, goals, objectives and policies for the Trade and Political programs.
- Essential Qualifications
- Candidates will initially be screened against the Essential Qualifications relating to education, experience and language. Candidates must clearly demonstrate in their cover letter and CV how they meet each of these essential qualifications.
- Education:
- Bachelor’s or equivalent degree from a recognized university.
- Language:
- Fluency in Khmer (written and spoken).
- Fluency in English (written and spoken).
- Experience:
- A minimum of five years of recent* and direct experience in business development or managing international bilateral relations.
- Experience in managing client and stakeholder relationships and in providing client service support to customers/clients;
- Experience in project or event or visit management;
- Experience in conducting research, strategic analysis, briefings, presentations and written reports on international business or policy and public affairs issues.
- Experience in preparing strategic communications materials (speeches, briefs, key messages) for outreach and events;
- Rated Requirements
- The Rated Requirements relating to knowledge, abilities and competencies will also be assessed. Methods of assessment may include, but are not limited to, a written examination, an oral interview, role-play, practical tests, presentations and/or psychometric assessment.
- Knowledge of:
- International business development practices, including excellence in client service delivery, competitive intelligence gathering, and general project management principles.
- Cambodian business capabilities and global industry trends and developments.
- Cambodian government policies and programs, including trade, investment and innovation policies, programs and institutions, including local political and economic environment, business climate, government structure.
- Cambodian society and politics, including key stakeholders and of relevant issues (social, political, economic, academic, security, gender equality, human rights);
- local and regional political and economic dynamics; and managing the financial aspects of programming (e.g. working with budgets, tracking expenditures, and analyzing financial reports and budgets).
- Abilities/Competencies:

- Asset Qualifications
- Preference may be given to candidates who meet the Asset Qualifications. Where applicable, candidates must clearly demonstrate how they meet any asset qualifications in their cover letter and CV.
- The ability to communicate effectively in French, both orally and in writing.
- Graduate degree from a recognized university (Master’s degree or Ph.D.) in a field related to the position, including but not limited to: commerce, finance, and economics.
- Experience working in an international context.
- Establishing, organizing/planning, and conducting meetings with local Cambodian businesses, or key policy and public affairs experts and leaders;
- Working in a professional, cross-cultural environment (international organizations; NGOs, multinational companies, Embassies, think tanks or equivalent environment).
- Operational Requirements
- Must be willing and able to travel domestic and/or international.
- Must be able to work planned overtime and overtime on short notice on occasion.
- Must be available for occasional duties outside normal working hours (i.e., evenings and weekends).
- Hours of work: 37.5 hours a week from 9am to 5 pm, Monday to Friday.
- Annual leave may be restricted during busy periods due to operational requirements.
