Senior Technical Officer, Monitoring, Evaluation, and Learning

Position Summary

We are currently seeking qualified candidates for the position of: Senior Technical Officer, Monitoring, Evaluation, and Learning (MEL) for the USAID-funded Innovations for Social Accountability in Cambodia (ISAC). The five year (October 2019-September 2024) project focuses on expanding citizen participation and collective action to enhance local government accountability for public services, through increased access to information, analysis, dialogue, and the use of social accountability tools. The position will be based in Phnom Penh Capital, Cambodia with traveling to provinces when required.

Roles and Responsibilities

The Senior Technical Officer, Monitoring, Evaluation, and Learning (MEL) will work under the supervision of the Monitoring, Evaluation, and Learning (MEL) Specialist in updating and implementation of a comprehensive monitoring and evaluation plan by refining MEL indicators, implementing systems to safeguard the collection and management of program data, and recommending changes to annual work plans or data collection techniques as needed. The Senior Technical Officer, MEL will train project staff/partners and liaise with USAID/Cambodia on M&E reporting requirements and program learning strategies. S/he will support the implementation of the Complexity-Aware Monitoring (C-AM) and other Project surveys. S/he also documents and compiles the Project outcome/impact, lessons learned, and success stories collected from partners, grantees, and ISAC team. The Senior Technical Officer, MEL will work closely with all project staff, partners, and grantees to ensure the MEL requirements are fulfilled in a timely and quality manner with required quality checks, following the Project MEL plan, guidelines, and procedures.

Expectations - Duties, Responsibilities
  • Document and compile the Project outcome/impact, lessons learned, and success stories collected from partners, grantees, and ISAC team;
  • Conduct the field monitoring assessments and internal Data Quality Assessments (DQAs);
  • Work closely with partners, grantees and project team in consultation with MEL Specialist to ensure accurate information flow including guidance/support on grantee data collection, measurement, reporting;
  • Contribute to produce research and guidance materials on documenting success stories;
  • Support in the Complexity-Aware Monitoring (C-AM), including data collection, data analysis, and finding;
  • Assist in overseeing the application of Collaborating, Learning, and Adapting (CLA) principles to inform program implementation and management.
  • Assist in refining the design of the program M&E system, clearly identifying the users and the utility of the data/information;
  • Assist in refining M&E indicators and adapt M&E tools to meet program needs, which may include pre- and post- tests, focus group interview protocols, community survey tools, and baseline, mid-term, and end-line survey instruments;
  • Assist in managing and safeguarding data collection, train program staff, supervise M&E activities of staff and sub-contractors, and produce data management manual;
  • Assist in liaising with the USAID Mission on the design of M&E tools and on modifications to M&E system;
  • Assist in analyzing all data collected and supporting program management on needed program revisions;
  • Contribute to written performance reports for funder and other program deliverables; and
  • Other duties as assigned.
Requirements - Skills, Qualifications, Experience
  • Bachelor's degree or its international equivalent in social science, management, international development, monitoring and evaluation, or a related field;
  • Minimum of five (5) years of related work experience;
  • Experience maintaining and executing monitoring and evaluation activities for donor-funded programs, including experience monitoring and evaluating policy reform and/or capacity development activities;
  • Demonstrated abilities in qualitative and quantitative M&E methodologies appropriate to complex change processes and capacity development, and in knowledge management and organizational learning;
  • Experience coordinating with governments, ministries and/or local NGOs, as well as local communities, for design and implementation of surveys and other data collection techniques, including those that address capacity weaknesses, preferred;
  • Proven interpersonal and communication skills and the ability to work as part of multicultural teams;
  • Experience writing and compiling the Project impact, lessons learned, and success stories; and
  • Must be a self-starter, with high degree of responsibility to project outcomes with minimal direct supervision.
