Senior Project Officer

Job Purpose
API is looking for a two-year full-time "Senior Project Officer" who is responsible for EU funded project through Bread for the World “Build One ASEAN of Sustainability and Solidarity with a Partnership between Youth, CSOs and the Members States, (A-SASSY) Project in Cambodia. API will implement components: Digital Environmental Education Learning for Youth, Youth-Led Initiatives and Actions and Youth Mobilization and Advocacy in Cambodia. Its overall objective is to equip youth with knowledge of environment and climate change and the capacity to better manage climate risks and to enhance youth-led initiatives on climate actions and advocacy.
Through implementing activities below together with partners in Cambodia with Save the Children in Cambodia (SC), Mlup Baitong Organisation (MB), University of Management and Economics (UME) and the Ministry of Education Youth and Sports (MoEYS).
- Lead project implementation with partners, will contribute to the following expected results:
- Output (OP)1.1 At the end of the project, 1 million young people in age brackets 15-19, 20-24, 25-35 in Cambodia have access to the e-learning platforms and receive digital EEP learning.
- OP1.2 At the end of the project, 20,000 young people (at least 50% girls/women, 5% LGBTQI+) trained in 200 webinars and 30 in-person courses report increased knowledge and skills in the use of participatory tools, climate issues, and confidence to effectively participate and collaborate with CSOs and government in promoting the green transition and disaster risk reduction.
- OP1.3 At the end of the project, digital environmental education for young people of different age groups is included in extra and/or main curricula in 100 schools and universities in Cambodia.
- OP2.I1 At the end of the project, 25 Y4SDG groups with 1,000 members from 100 schools and universities (at least 50% girls/women, 5% LGBTQI+) were established and are actively running in the schools and universities of Cambodia.
- OP2.I2 At the end of the project, 18 youth-led initiatives and actions contribute actively to reducing the impact of climate change and environmental degradation, with 72,000 community members benefiting from the youth-led initiatives.
- OP2.I3 At the end of the second period, 1 million young people in Cambodia (at least 50% girls/women, 5% LGBTQI+) reached through online social media campaigns and equipped with knowledge on the impact of the climate-environmental crisis and how to engage as active citizens.
- OP3.I1 At the end of the project, 15% (22) of 100 youth focal persons/Y4SDG members (one youth will be selected from each targeted school and university). They will be encouraged and facilitated to fully participate in the ASEAN Green Generation network (AGGN) activities and campaigns and contribute their time/efforts /knowledge/skills (at least 50% girls/women, 5% LGBTQI+).
- OP3.I2 At the end of the project, 1.5 million youth in age brackets 15-19, 20-24, and 25-35 were reached through social media and other visibility campaigns with content in their own languages; and from them, 90 of the youth taking the campaign’s actions to combat climate change impacts, environmental protection, and disaster risk reduction (DRR) in Cambodia.
- OP3.I3 At the end of the project, 25 young policymakers, CSO representatives, and youth environmental champions in Cambodia learned/shared experiences following the exposure visits with ASEAN EU Member States.
- Bachelor's degree (or higher) in Environment Education, Climate Change, Natural Resource Management.
- At least three years of experience in similar projects in Environment Education, Climate Change, Natural Resource Management..etc.
- Good understanding of both, technical project management and financial management, and public & CSO procurement principles and procedures.
- Demonstrated project management experience at least three years.
- Strong verbal and written communication skills with internal and external stakeholders, both in Khmer and English.
- Very good interpersonal skills and a proven ability to work well in a team; proficiency in the use of software packages, i.e. Microsoft Office, and use of online tools.
- Ability to work independently, with initiative, as part of a team.
- Demonstrated ability to implement multiple tasks effectively, with a strong results orientation.
- Demonstrated strong passion for the API’s vision, mission and goal.
- All applicants must have good interpersonal skills and a proven ability to work well in a team; proficiency in the use of standard software packages, i.e. Google Workspace and Microsoft Office.
Monitoring and Evaluation Officer
Contract type: One-year contract (renewal depending on the performance and availability of funding)
Location: Based in Phnom Penh, with frequent travel to the provinces
Basic Salary: USD 700 to USD 900 per month depending on qualification and competency
Report to: Senior Project Officer
Job Purpose
The M&E Officer is responsible for project monitoring, evaluation, accountability, and learning (MEAL) of API’s CCOSC project. She/he will also take part in supporting project coordination to ensure effective project implementation toward project objectives, and work closely with project teams, Action Education Cambodia (formerly AeA), National Education Partnership (NEP), consortium members, district and provincial education departments (DoEYS, PoEYS), and government partners to ensure project quality, technical soundness, and alignment with API’s strategies, approaches, policies, and procedures.
- Monitoring and Reporting
- Work with CCOSC project staff and Senior Project Officer (SPO) to ensure the collection, entry, and analysis of collected data/information.
- Review CCOSC project reports making sure that data/information is correct.
- Jointly with program staff, develop MEAL plans for the CCOSC project, and monitor their utilization.
- Work with the CCOSC project team to review and improve existing data collection tools for the project to meet requirements formulated in MEAL plan.
- Maintain and update the CCOSC project monitoring database based on data provided by API’s CCOSC project.
- Regularly carry out quality assessments/audits of CCOSC project MEAL data.
- Conduct field visits as needed to the project operation site to investigate or collect information to address project M&E data problems to improve project data quality or project activity operation.
- Ensure quality data disaggregation as required per API organizational and project requirements, e.g., for gender, age groups, disabilities, or indigenous people.
- Support MEAL Specialist in operating MEAL database by checking for errors, and project data/information completion of other projects.
- Support MEAL Specialist with data entry of other projects as needed.
- Evaluations, Surveys, and Assessments
- In coordination with API’s CCOSC project staff, develop and implement baseline survey for the CCOSC project and support project end evaluation as per API and donor requirements and standards.
- Provide support to ensure that API learns from the project and organizational evaluations to inform decisions and improvements in future project/program planning and implementation.
- Coordinate assessments, evaluations, and surveys linked to MEAL.
- Assist in the development of relevant Terms of Reference (ToR) for external consultant recruitment.
- Review survey reports ensuring quality and accurate reporting.
- Collate relevant evidence for learning from the projects.
- Share learning and provide constructive comments to colleagues in order to ensure program quality.
- Capacity Development
- Enable API’s CCOSC project staff to monitor and evaluate their own work, gather relevant data, and produce required progress reports.
- Technically guide CCOSC staff on MEAL works of the CCOSC project.
- Support capacity building of CCOSC project staff on Monitoring, Evaluation, Accountability, and Learning (MEAL) through providing training/coaching in working on the MEAL system, and use of agreed monitoring tools to meet API’s MEAL quality standards.
- Keep abreast of new approaches and tools on M&E and provide capacity building support to CCOSC project staff as needed.
- Bachelor’s degree (or higher) in Business Administration, Economics, Social Science, or a related field.
- Demonstrated experience in project management, statistics, M&E, data processing, and management of project evaluation and surveys.
- Demonstrated experience with statistical packages and/ or data analysis software and advanced computer skills (word processing, spreadsheet, and databases) is a must.
- At least 3 years of direct experience in a position of monitoring and evaluation of at least medium-sized projects.
- Experience in participating in research/survey, including the entire evaluation cycle, from design to implementation, analysis, writing reports, and presentation of results and recommendations.
- Good verbal and written communication skills in Khmer and English.
- Result-focused and able to work under pressure and against tight deadlines.
- Excellent interpersonal skills and ability to work well as a team.
- Good conceptual, analytical, and critical thinking skills.
- Technical knowledge and experience in the implementation of gender and inclusion-oriented standards and practices, as knowledge and understanding of the HRB approach, is a plus.
- Knowledge and experience of programs and/or MEAL in social accountability, advocacy, good governance, democracy, and human rights or social protection programs is an asset.
Project Officers (2 Positions)
Contract type: One-year contract (renewal depending on the performance and availability of funding).
Location: 1 PO based in Phnom Penh and traveling to work in Kandal and Kampong Speu provinces and other provinces, 1 PO based in Kampong Thom and traveling to work in Kratie province and other provinces.
Basic Salary: USD 700 to USD 900 per month depending on qualification and competency.
Report to: Senior Project Officer
Job Purpose
The 2 Project Officers (POs) will work with the Senior Project Officer and project team, a consortium of rights-holder groups, and implementing partners in project implementation, reporting, technical monitoring, and budgeting of the project, and build the capacity of Government Officials, Community Accountability Facilitators (CAFs) and Community Based Organizations (CBOs) in order achieve the expected outcome and results of API’s CCOSC project in the target areas.
- Directly implement the project activities, reporting, technical monitoring, building capacity and oversight of local partners, work plans, and budgeting of the project.
- Work in a team with the Senior Project Officer in project implementation.
- Prepare and facilitate project kick-off workshops, committee orientation meetings, training, and annual workshops for learning and reflection on progress toward project objectives.
- Organize and facilitate regular quarterly meetings with the team, financial monitoring, compliance, coaching, and learning with beneficiaries and stakeholders.
- Conduct regular project activities and reporting, and also work with Senior Project Officer to report to the donor.
- Support beneficiaries to meet and discuss their issues/needs and demand for better performance of local authorities and service providers.
- Conduct advocacy activities to achieve project objectives.
- Promote out-of-school children with all different kinds of disabilities, marginalized of all genders and age groups, in line with the project and project objectives, in all project activities.
- Collaborate with concerning local authorities and concerning stakeholders to reform and establish the committee groups, collect the concerning information/data by using the participation approach and keep all concerning project data related.
- Mobilize and engage families, community, teachers, including children, and representatives of marginalized groups to involve in the whole cycle of project management.
- Provides technical capacity building to and supports Joint Accountability Action Plan Committee (JAAP-C), commune councils & school management to update their school management plans for the annual school improvement plan based on the annual ISAF cycle.
- Training and mentoring/coaching, exchange visits, and communities of practice on social accountability concepts and self-assessment tools & practices and interface meetings between education actors and service users (parents of OOSC and JAAP-C).
- Provide technical, logistic & financial support to education actors led by the commune councils to stage enrolment campaigns through information for citizen meetings (I4Cs) of ISAF activities and other cultural performances and gathering and door-to-door home visits to identify and enroll OOSC and families to increase awareness among community members about OOSC issues.
- Provide technical & logistic and capacity-building support to the target area to organize annual public commune & district council public forums and Commune Council (CC) & District Council (DC) monthly meetings to engage parent representatives and children/youth representatives/leaders in advocating for OOSC issues related to barriers to access, quality of education, or push/pull factors for student dropout.
- Provide technical and logistic support to commune council and school communities to conduct accountability audits through social accountability tools (ISAF) conduct
- Conduct learning forums and policy dialouges to share learning and best practices and mobilize OOSC action at the provincial level with the participation of the national or subnational multi-stakeholders and to advocate for OOSC issues.
- Bachelor's degree (or higher) in education, management, public administration, law, or development.
- At least 3 years of experience in positions of similar projects in areas related to education.
- Strong experiences in working in government, and partnership with LNGOs & CBOs.
- Strong understanding of human rights, rights-based approach, and understanding of how discrimination based on gender, disability, and belonging to other minority groups reinforce one another.
- Great understanding of financial management and procurement principles and procedures; as well as project management responsibilities.
- Possession of strong verbal and written communication with internal and external stakeholders both in Khmer and English.
- Must have very good interpersonal skills and a proven ability to work well in a team; proficiency in the use of software packages, computerized systems, and Microsoft Office including Internet, E-mail, and others.
