We are currently seeking a Senior Project Coordinator, based in Phnom Penh.

Country Program Overview:

The project, which will be funded by the German Development Agency Deutsche Gesellschafts für International Zusammenarbeit (GIZ) Multisectoral Food and Nutrition Security focuses on building the capacity of Commune Agriculture Officers (CAOs) to strengthen the resilience and sustainability of Cambodian food production systems within the context of climate change. The project’s primary objective is to empower these officers to support farmer-producers by providing them with improved agricultural technologies and inputs, thereby enabling the production of diverse, nutritious, and safe foods that can be sold to consumers.

Senior Project Coordinator

Position Summary

Functional Relationships

The Senior Project Coordinator will report to the Senior Program Manager (SPM) and will collaborate closely with the Nutrition-Sensitive Agriculture Lead, the Program Manager, Project Managers, the Nutrition Coordinator, and other project staff members and partners.

Scope of the position

The successful candidate will lead and coordinate activities for the Commune Agricultural Extension Project, which seeks to build the capacity of CAOs with regard to increasing the climate and nutrition sensitivity of food production systems so that healthy diets can be sustainably mainstreamed in three provinces (Kampot, Takeo, and Kampong Thom). The initial employment contract is for six months and includes the possibility of an extension.

Expectations - Duties, Responsibilities
  • Day-to-day implementation and quality monitoring of the Commune Agricultural Extension Project, including project cycle management, budget forecasting, and project logistical management.
  • Coordination with government counterparts to select target communes in Takeo, Kampot, and Kampong Thom provinces.
  • Support government counterparts in orienting CAOs to their roles and responsibilities, including conducting orientation sessions focused on the integration of climate-smart and nutrition-sensitive agriculture, food security, and nutrition into commune development plans and investment programs.
  • Collaboration with government counterparts to prepare and conduct training for CAOs regarding market linkages and the use of climate-smart and nutrition-sensitive agricultural technologies.
  • Support CAOs in the effective use of educational tools and materials related to climate-smart and nutrition-sensitive agriculture practices.
  • Coordination with CAOs and other counterparts to provide agricultural inputs when needed.
  • Support government counterparts in preparing and conducting reflection meetings with CAOs.
  • Support CAOs as they integrate climate-smart and nutrition-sensitive agriculture, food security, and nutrition activities into commune development plans and investment programs.
  • Perform other tasks assigned by the SPM.
  • Ensure the long-term sustainability and uptake by the government counterparts of the project activities.
Requirements - Skills, Qualifications, Experience
  • Master’s degree or equivalent in agriculture, public health, nutrition, governance, or a related field.
  • At least five years of experience in agriculture, public health, and/or nutrition at the community level.
  • Experience working with local communities in rural areas.
  • Positive experience working with national and sub-national governments (MAFF, provincial/district offices of agriculture, and commune councils preferred).
  • Strong facilitation and coordination skills and the ability to lead participatory discussions and training on sensitive topics.
  • Experience in program management.
  • Fluency in Khmer and a reasonable command of written and spoken English.
  • Strong interpersonal and communication skills.
  • Willingness to travel by motorbike in rural areas.
 
 

Project Officer (3 Positions)

Position Summary

We are currently seeking a Project Officer to support our Transforming Lives Through Nutrition. This position is intended for Cambodian nationals based in Takeo Province. She/he requires regular travel to conduct remote field work.

PROJECT OVERVIEW:

Micronutrient deficiency in pregnant women is a major public health problem due to the increased nutrient requirements that occur during pregnancy and lactation. Based on available Cambodian Demographic and Health Survey (CDHS) data from 2014, 78% of women have insufficient urinary iodine concentrations, while 62% have zinc deficiencies and 18% suffer from folate deficiencies. Vitamin D deficiency is also a moderate public health issue in the country, affecting 31% of Cambodian women, while an additional 46% of Cambodian women are anemic. Our project aims to support the practical introduction of MMS while filling the gaps in the existing iron folic acid platform.   

FUNCTIONAL RELATIONSHIPS

A successful applicant will report to the MMS Project Manager and work very closely with other Helen Keller Intl - Cambodia program and operations teams.

Expectations - Duties, Responsibilities
  • Responsible for the day-to-day implementation, progress, and quality of the MMS research and rollout activities, including technical support, follow-up, and MMS logistics.
  • Coordinate with local authorities (provincial, district, commune, and village level administration), provincial health department, operational district, and health centers within the study’s catchment areas.
  • Coordinate field work with 86 health centers, 6 Referral Hospitals, the operational district, and the provincial health staff of Takeo Province.
  • Support the MMS Manager to supervise sub-award activities by completing the field visit report and submitting it in a timely manner.
  • Work closely with data collectors to collect consents from each pregnant woman and collect the list of a number of pregnant women who receive MMS tablets from all health facilities.
  • Work with data collectors to manage MMS stockouts at referral hospitals and HCs.
  • Coordinate with data collectors to conduct focus group discussions and key informant interviews with respondents.
  • Participate in training during the pilot phase, including data collection as required.
Requirements - Skills, Qualifications, Experience
  • Bachelor’s degree or equivalent in health, nutrition, nursing, midwifery (or a related field)
  • At least three years of experience in maternal health and nutrition at the community level.
  • At least 1 year of experience in conducting research (household surveys, focus group discussion, key informant interview) in rural Cambodia.
  • Excellent facilitation and coordination skills with the ability to lead participatory discussions and training on maternal nutrition topics.
  • Fluency in Khmer and with a reasonable command of written and spoken English.
  • Experience working in rural Cambodian communities.
  • Experience working and coordinating with NGOs and government agencies.
  • Excellent interpersonal and communication skills.
  • Willingness to travel by motorbike in rural areas.
