Senior Program Assistant

Context:
Under the overall supervision of the Chief of Mission (CoM) in Cambodia and direct supervision of the Program Officer, the senior Program Assistant will be responsible for the implementation of migrant protection activities. The candidate will work in close coordination with the Royal Government of Cambodia, United Nations agencies, and non-governmental organizations on various thematic areas such as counter trafficking, gender based violence, return and reintegration, prevention and disability inclusion.
The incumbent is expected to carry out his/her duties in accordance with strictest moral and ethical standards and with due respect for gender and socio-cultural differences of migrants and victims of trafficking, and in accordance with recognized professional standards. The following are the duties of the candidate for this position.
- Coordinate case management for vulnerable migrants and victims of trafficking (VoTs), including intake, needs assessment, service provision, return, reintegration planning.
- Supervise junior staff and ensure adherence to IOM’s protection principles and data protection protocols.
- Coordinate referrals and service delivery with relevant goventment entities, civil society actors, and service providers
- Support project planning, implementation, and monitoring using IOM’s internal systems
- Track progress against indicators and ensure data is captured for reporting and forecasting.
- Draft donor reports, internal updates, and contribute to proposal development.
- Monitor the quality of service delivery and adherence to IOM standards and recommend improvements.
- Coordinate closely with the Ministry of Social and Veteran Affairs and other line ministries and relevant government entities to promote and protect migrants rights

- Follow migration related news and remain abreast of latest national, regional, and international developments that can affect migration trends and migrant protection
- Map service providers and actors to identify potential partners and service providers
- Coordinate implementing partner agreements, conduct regular quality and activitiy monitoring, and provide on the job capacity building
- Organize and facilitate training sessions for staff and partners on migrant protection topics such as trauma-informed care, referral pathways for victims of trafficking or survivors of gender-based violence, and rights-based approaches.
- Represent IOM in technical working groups and inter-agency coordination platforms.
- Follow IOM confidentiality/privacy guidelines in all case records and personal information of beneficiaries

- Education
- University degree in Social Work, Psychology, International Relations, or related field with four years of relevant experience
- Experience
- Experience in case management, protection programming, and project coordination
- Familiarity with Cambodian laws, protection systems and service providers.
- Experience in the usage of office software packages (MS Word, Excel, etc.) and knowledge of spreadsheet and data analysis.
- Skills
- Excellent writing skills
- Excellent communication and negotiation skills, personal commitment, efficiency and flexibility.
- Ability to work with minimal supervision.
- Good level of computer literacy and fluent English.
- Awareness of victims of trafficking/ migration/ protection issues.
- Ability to work effectively and harmoniously in a team with colleagues from varied cultures and professional backgrounds.
- Willingness to travel and to work under difficult conditions.
- Excellent Computer and data base skills
- Previous experience working in province and with NGOs and Government officials on the provincial level will be advantageous.
