The One Health 4 Cambodia (OH4CAM) project aims to establish a comprehensive and sustainable One Health (OH) framework in Cambodia to address antimicrobial resistance (AMR), zoonotic diseases (ZDs), and emerging infectious diseases (EIDs) in Cambodia. The OH4CAM project approach involves coordination and collaboration across public health, veterinary medicine, and environmental management for health system strengthening and disease surveillance and prevention. Cambodia is uniquely positioned to serve as a demonstration of OH success, with strong commitment from the Royal Cambodian Government. The One Health Inter-Ministerial Coordinating Committee (IMCC-OH) represents a significant step forward in Cambodia's approach to foster collaboration between various ministries and stakeholders to tackle the above-mentioned human, animal and environmental challenges, which are currently emerging in the country and globally. The OH4CAM project, funded by KfW in the form of a EUR 34 million investment package over a 5-year period, will assist the three Ministry of Health (MOH), Ministry of Agriculture, Forestry and Fisheries (MAFF), and Ministry of Environment (MOE) to identify prioritized interventions in Cambodia. This architecture aims to establish and implement a comprehensive, sustainable, operational, and effective OH framework in Cambodia, demonstrating readiness to respond to AMR, ZDs, and EIDs.

Senior One Health Coordination Officer

Position Summary

The Royal Government of Cambodia (RGC), with support from development partners, is implementing the One Health for Cambodia Project (OH4CAM), financed by the German Development Bank (KfW).

The project aims to strengthen multisectoral coordination, surveillance, prevention, and response to antimicrobial resistance (AMR), zoonotic diseases, and other health threats at the human-animal environment interface. The project is overseen by the Inter-Ministerial Coordinating Committee on One Health (IMCC-OH), supported by an IMCC-OH Secretariat.

To strengthen the operational capacity of the IMCC-OH Secretariat, the Secretariat will recruit a Senior One Health Coordination Officer embedded within the Secretariat. A Project Implementation Consultant (PIC), led by PATH/HSD, provides technical support to the Government. The Officer works in close collaboration with the PIC while remaining institutionally accountable to the IMCC-OH Secretariat.

This National Senior One Health Coordination Officer for Cambodia Project Implementing Consultant (OH4CAM PIC) is a full-time position that will report to IMCC-OH Secretariat/PIC and will provide technical support for procurement activities planned over the five-year duration of the project with local travels as required by IMCC-OH Secretariat/PIC. and covered, as required for procurement activities and discussions with key stakeholders.

Objective

To strengthen the operational capacity of the IMCC-OH Secretariat by providing senior-level coordination, technical oversight, and quality assurance support for the effective implementation of the OH4CAM project.

Duties & Responsibilities:
  • Scope of Work and Key Responsibilities
  • IMCC-OH Secretariat Strengthening and Coordination
  • Support IMCC-OH Secretariat in coordinating OH4CAM implementation across MOН, MAFF, MOE, and other relevant stakeholders.
  • Support preparation, organization, documentation, and follow-up of PRC, CEC, and IMCC-S meetings.
  • Track decisions, action points, and inter-ministerial commitments and support follow-up actions.
  • Serve as a technical one health support within IMCC-OH Secretariat for engagement with PIC, development partners, and stakeholders.
  • Technical Oversight and Implementation Coordination
  • Provide senior technical input on One Health approaches covering human, animal, and environmental health sectors.
  • Coordinate OH4CAM technical activities under the leadership of IMCC-OH Secretariat.
  • Ensure alignment of project activities with national strategies, policies, and action plans related to One Health including AMR, zoonotic diseases, environmental health, and health security.
  • Coordinate with the PIC on implementation planning, sequencing, and monitoring of activities.
  • Gathering OH activities of pertinent other stakeholders/organizations to IMCC-OH-S, and initiating relevant stakeholders in Cambodia to engage/report their OH activities with IMCCOH-S. Assist IMCC-OH-S to do report to IMСС-ОН
  • Support development, review, and monitoring of annual work plans, technical guidelines, SOPs, and tools.
  • Support design and coordination of capacity-building activities for national and sub-national stakeholders.
  • Support monitoring of project progress and technical indicators.
  • Work closely with PIC on the preparation of technical reports, briefs, and presentations.
  • Document lessons learned, best practices, and innovations under OH4CAM.
  • Deliverables
  • Monthly, quarterly, semi-annual, and annual coordination and technical progress reports;
  • Inputs to workplan and including 6-Month workplan, and Annual workplans;
  • Draft technical guidelines, SOPs, and training materials;
  • Reports from project related missions, meeting, workshops and trainings;
  • Contributions to joint risk assessments, preparedness plans, and donor and government reports.
  • Reporting and Coordination Arrangements
  • The Senior One Health Coordination Officer reports directly to the IMCC-OH Secretariat. The Officer works under the leadership and direction of the IMCC-OH Secretariat in carrying out all assigned duties.
  • The Officer works in close coordination with the Project Implementation Consultant (PIC), led by PATH/HSD, for technical guidance and operational support. HSD does not exercise supervisory authority over this position, however, since HSD is the contracting agency, the Officer will follow basic HSD administrative procedures.
  • All official deliverables, reports, and communications shall be cleared through the IMCC-OH Secretariat.
Expected Profile of Candidates
Languages:
  • Khmer - Fluent
  • English - Fluent
Qualifications:
  • Master's Degree in public health, one health, microbiology (medical, veterinary and environmental microbiology), epidemiology, or a related field.
  • Phd in a relevant field is an advantage.
Work History:
  • Proven experience working with government institutions (i.e MoH, MAFF, MoE) and/or donor-funded projects, preferably in Cambodia for 5 years
Skills & Knowledge:
General & Technical Skills
  • Khmer national with native-level proficiency in Khmer and fluency in English (spoken and written).
  • At least 10 years of relevant professional experience in one of key component of One Health related, i.e. zoonotic or food safety, anti-microbial resistance public health, one health, microbiology (medical, veterinary and environmental microbiology), epidemiology, or a related field.
  • Demonstrated experience in multisectoral coordination, inter-ministerial collaboration, and technical leadership.
  • Experience in surveillance systems, antimicrobial resistance (AMR), zoonotic diseases, food safety or health security is a strong asset.
  • Strong understanding of One Health concepts and implementation frameworks.
  • Excellent analytical, interpretation, and presentation skills.
  • Strong facilitation, coordination, and communication skills.
Soft Skills

Procurement and Finance Coordinator

Position Summary

The Royal Government of Cambodia (RGC), with support from development partners, is implementing the One Health for Cambodia Project (OH4CAM), financed by the German Development Bank (KfW). The project is implemented through the Inter-Ministerial Coordinating Committee on One Health (IMCC- OH), representing the Ministry of Health (MOH), the Ministry of Agriculture, Forestry and Fisheries (MAFF), and the Ministry of Environment (MOE). The IMCC-OH is supported by an IMCC-OH Secretariat responsible for overall coordination, oversight, and reporting of the project.

To support effective financial management and procurement coordination under OH4CAM, the IMCC- OH Secretariat will recruit a Procurement and Finance Coordinator. The position is embedded within the IMCC-OH Secretariat and supports the Secretariat and constituent ministries in coordinating procurement and financial management activities in compliance with national regulations and KfW procurement and financial management requirements.

A Project Implementation Consultant (PIC), led by PATH/HSD, has been engaged to provide technical and operational support to the Government, including specialized procurement expertise. The Procurement and Finance Coordinator will work in close coordination with the PIC procurement and finance team, while maintaining institutional accountability to the IMCC-OH Secretariat.

Objective

The objective of this assignment is to strengthen procurement and financial management coordination capacity of the IMCC-OH Secretariat to ensure timely, compliant, and well-documented execution of OH4CAM project activities in line with Royal Government of Cambodia regulations and KfW requirements.

Duties & Responsibilities:
  • Scope of Work and Key Responsibilities
  • Support IMCC-OH Secretariat in coordinating OH4CAM procurement and financial activities across MOH, MAFF, and MOE.
  • Coordinate preparation, review, and updating of th OH4CAM Procurement Plan under the leadership of IMCC-OH Secretariat.
  • Assist IMCC-OH and PIAs if require in reviewing procurement documents (TOR, RFP, Contract, inception report...)
  • Coordinate procurement processes for goods, works, and services in accordance with approved Procurement Plans, national procedures, and KfW guidelines.
  • Provide coordination and documentation support to procurement committees (BEC, CEC, PRC of IMCC-OH) in accordance with applicable SOPs follow the Cambodia royal government and KfW guidelines.
  • Support organization of bid openings, evaluation meetings, and related procurement processes, including preparation of draft minutes and correspondence.
  • Track procurement progress and follow up with relevant stakeholders to avoid implementation delays.
  • Maintain complete and well-organized procurement documentation and filing systems compliant with donor and government requirements.
  • Assist in preparation of financial report as required.
  • Coordinate follow-up with relevant government institutions, including the Ministry of Economy and Finance, on financial approvals as authorized by IMCC-OH Secretariat.

  • All official reports, submissions, and communications with development partners shall be cleared through the IMCC-OH Secretariat.

Qualifications:
  • Bachelor's Degree in Finance, Accounting, Business Administration, Public Administration, or a related field.
  • Master's Degree in a relevant field is preferred
Work History:
  • At least of relevant, hands-on experience in finance and procurement with government or donors funded projects or programmes for 3 to 5 years
Skills & Knowledge:
General & Technical Skills
  • Khmer national with native-level proficiency in Khmer and fluency in English (spoken and written).
  • Strong coordination, follow-up, and relationship management skills in a multi-stakeholder environment involving government and private sector counterparts.
  • Knowledge of Cambodian financial regulations and Public Financial Management (PFM) Standard Operating Procedures (SOPs) is an advantage
  • Knowledge and practical experience in procurement processes, including tendering and contract.
  • Management Proficiency in accounting and procurement software, as well as Microsoft Office applications.
  • Strong written and verbal communication skills in both Khmer and English.
  • Basic skills in drafting official documents such as meeting minutes, invitation letters, and internal memos
