Senior Monitoring and Evaluation (M&E) Officer (1 Position)
The WVI-Cambodia national strategy 2023-2027 includes three strategic objectives that are focused on 1) child Nutrition, 2) Education, and 3) Child Protection and Participation. WVI is working in a wide range of sectors to address the needs of children so that they live their lives in its fullness. As partner and regional lead organization (RLO), WVI will focus more on education activities, providing in-kind study, school construction, and address the advocacy issues related to OOSC. Based on an understanding that education is intertwined with other related sectors such as health, livelihoods, and community development, other implementing partners working in the same region as WVI will be able to integrate their activities with those related sectors. As such, this cross-sectoral footprint will enable Consortium partners to overcome education barriers to access while at the same time meeting other important needs of CCOSC.
The Senior M&E Officer (Monitoring) will be responsible the M&E processes and deliverables for the CCOSC projects. WVI-C local teams and senior leadership are committed to deepen the responsiveness of the organisation. To achieve this, improved and consistent monitoring tools and measures will be critical. In addition to monitoring process excellence, the Senior M&E Officer will be responsible for leading and ensuring the quality of monitoring data of CCOSC from field level is align with standard requirement and meet donor expectations, strengthening the implementation of monitoring guidance, and consolidating of key findings and learning from M&E products (project management reports and project evaluation reports) to the attention of project management team and national leadership as appropriate.
- To collaborate with TPOs to provide support to AP team on the data collection, monitoring and analysis based on the standards of WV and CCOSC.
- To Lead and guide on the implementation of CCOSC guidance for all WVI-C stakeholders.
- To provide capacity building to WVI-C technical and operations stakeholders.
- To perform a meta-analysis function on CCOSC portfolio to produce concise and evidence-based reports.
- To coordinate the quality assurance/M&E team review of programme quarterly, semi-annual and annual programme management reports based on the CCOSC requirement.
- The position is accountable for the following:
- Collaborate with TPOs to provide supports to AP staff to generate reliable and functionally useful performance data and produce quality products that are aligned to WV standards, WVI-C strategy, and CCOSC requirements.
- Lead and advise on the implementation of CCOSC guidance for all WVI-C stakeholders.
- Provide capacity building and lead the development of associated training resources / curricular for WVI-C technical and operations stakeholders.
- Perform a meta-analysis function producing regular, concise and evidence-based summary reports for the attention of local and WVI-C senior leadership as appropriate.
- Coordinate the quality assurance / M&E team review of programme semi-annual and annual programme management reports based on the requirements of CCOSC.
- Bachelors degree of development management or related fields
- Master of Rural development/ development management (Preferred)
- Degree or significant training in monitoring & evaluation, or programme/project planning. (Preferred)At least 3 years’ experience in programme/project planning and/or design, monitoring, and evaluation
- At least 1-year experience in managing a team
- At lea1 year total experience in delivering training
- Demonstrated competency in implementing baseline/monitoring/evaluation, including:- designing monitoring/evaluation methodology data collection and analysis tools

Senior Project Manager (1 Position)

The Senior Project Manager (SPM) is a key person to provide leadership to the project team, including partners, to ensure the project goal and objectives achieved as per the timeframe set. The SPM will take full responsibilities for getting all the important stakeholders, to work effectively together to deliver the project
activities on time, within budget, and with good qualities of outputs. The SPM will spend times to work on M&E for ensuring quality implementation, including conduct periodically project field monitoring, and coordinate, submit the annual reports (both financial and narrative). In addition, the SPM is responsible
for the capacity building of Technical Programme staff including technical unit staff, Technical Programme Officers (TPO) and Area Programme staff who are the teams that implement programming locally.
- To lead four technical programme officers, one Senior M&E Officer, and one Finance Assistant, and key implementing partners from different experiences and locations to ensure the successfully implemented activities in target provinces, toward goal.
- To support staff to conduct reflection and monitor progress to ensure project implementation is fully support to goal and compliance with donor requirements.
- To establish and maintain good relationships with different government departments and agencies for seeking collaborations and technical assistances.
- To coordinate closely with internal and external partners, including donor for successfully project implementation.
- To ensure the project monitoring and reporting quarterly/semi/annually, is delivered with high quality and agreed timeframe
- Bachelor's degree in pedagogy, education management, English, general management, social work or any in relevant fields.
- Understanding of the Cambodia public education structure and major bi-and multi-lateral organization influences in education sub-sectors.
- Knowledge of key education project models and good practice in programming
- Understanding of latest developments, research, and trends in the field of education in low-income countries (and especially early grade reading).
- Thorough knowledge and ability of MS 360 Office
- Knowledge and skills in the management of education programming.
- Knowledge and skills in assessment of learning outcomes.
- Strong negotiation, problem-solving, liaison, and networking skills and brokering partnerships
- Ability to pro-actively influence, network and collaborate with national level government, NGO, bilateral donor, and UN Agency peers.
- Excellent communication skills in Khmer and English (written and verbal).
- Ability to demonstrate servant leadership and foster a collaborative, team-oriented atmosphere integrity, honesty, and accountability to both the team and the community
- ·At least 5 years experience in any relevant roles regarding project/grants management, pedagogy & curriculum development, general education management, people management and leadership etc.
Finance Assistant (1 Position)

WVI-Cambodia is looking for a Finance Assistant who will handle the financial functions at the “National Office” with ethical leadership and business integrity. The position will provide stewardship and partnership to fulfil compliance risk and internal control requirements including other regulatory, legal, and organisational requirements.
The position will provide support and guidance to all the project staff based in the National Office on cash need for project, produces financial reports, technical support on financial systems and will also help the capacity building and budget management to the project staff related.
- Financial coordination and support for Project staff including primary oversight for all project budgets and AP matching.
- All key compliances with donors have complied
- Provide support on financial management and help with the alignment and enhancement of WVI-C financial requirements. and to actively engage and handle procurement requirements.
- Ensure implementation of and compliance with WVI policies (finance, procurement,) at the project level
- Quality and timely services to the project
- Guide and help the project team with timely and qualitative budget management.
- Responsible for reviewing and approving in GEM and ProVision system
- Support the project in implementing the procurement plan.
- Ensure projects are maintaining audit compliance.
- At least one year experience similar role in accounting, finance and other related fields from NGOs or any private sectors
- At least holds Associate Degree in accounting, finance or business administration, or Bachelor Degree in any relevant field is preferable
