Senior Human Resource Officer (1 Position)

Contract length: Apply Fixed Contract then 1 year, renewable to UD Contract
Salary Range: USD 900-958/Month Gross, plus other benefits
Position Summary:
The Senior Human Resource Officer reports directly to the Head of Operations. The core responsibility of the Senior HR Officer is to maintain effective and efficient human capital and systems within CCC, ensuring compliance with CCC HR practices, policies, procedures, and Cambodian labor law. The Senior HR Officer will contribute to the quality of human operations and support the achievement of CCC's vision and mission.

- The Senior Human Resource Officer is expected to achieve the following key outcomes:
- Oversee the HR system and maintain organized filing.
- Facilitate effective HR performance management processes.
- Manage staff salaries, benefits packages, and timesheets.
- Provide continuous capacity development for staff, including reflective practices.
- Co-facilitate the updating of HR policies and procedures.
- Monitor and compliance with all Ministry of Labor and Vocational Training (MoLVT) regulations.
- Facilitate conflict resolution and effective problem-solving.
- Key Function and Major Responsibilities:
- Human Resources
- Contribute to CCC HR strategies, including the development and implementation of training and development plans.
- Ensure effective execution of all human resource activities, such as employee communications, recruitment and hiring, performance planning and appraisals, staff development plans, and exit interviews.
- Provide guidance and coaching to staff on HR policies and practices.
- Initiate reviews of organizational HR policies and practices to ensure they meet the organization's evolving needs, with support from direct supervisors and external technical assistance.
- Foster strong relationships with HR and administrative experts and practitioners from CCC membership, the NGO community, and the corporate sector.
- Monitor updated labor laws and regulations from the Ministry of Labor and Vocational Training (MoLVT) including FWCMF & FACMF system and inform the Senior Management Team (SMT) to ensure compliance.
- Offer technical support to the program team in organizing a learning forum on human resource management.
- Facilitate and conduct assessments or research related to HR issues, including salary surveys and turnover rates.
- Counsel employees on their rights, benefits, and opportunities for career advancement.
- Develop and maintain e-systems for effective HR management.
- Design and implement a 360-degree performance management system annually within CCC.
- Establish and maintain relevant data systems to ensure efficient HR management within CCC.
- Lead the consolidation, verification, and review of all staff monthly timesheets.
- Prepare monthly payroll for all staff members.
- Administer compensation and benefits programs, ensuring fairness and competitiveness.
- Promote a positive organizational culture that fosters employee engagement, motivation, and retention.
- Perform additional tasks as required by senior management within the scope of authority and responsibility.
- Staff Management:
- Provide overall leadership and management to staff, including coaching and performance appraisals.
- Identify the capacity development needs of the team and ensure that development plans are established and actively pursued.
- Promote teamwork to enhance ownership and accountability within the team.
- Perform additional tasks as required by senior management within the scope of authority and responsibility.
- Assume the role of Officer-in-Charge (OIC) when the Head of Operations is on mission.

- Qualification Requirements:
- Education:
- Bachelor's degree in Human Resource Management (Master of Human Resource Management is a plus) or late field
- Experiences:
- Minimum of 5 years of experience in the human resources field.
- Strong understanding of Cambodian labor law.
- Experience in developing policies or guidelines.
- Experience facilitating forums, training sessions, or workshops on HR issues.
- Experience in collecting and analyzing HR statistics.
- Language Requirements:
- Fluency in English and Khmer
