Department purpose: The Oxfam in Asia regional platform contributes to and implements Oxfam’s Global Objectives and Strategy and leads the implementation of Oxfam in Asia’s Strategic Framework, by providing vision and strategic direction to all of Oxfam’s work in Asia. This includes Oxfam’s humanitarian responses and the localization of humanitarian leadership, long-term development programming, and influencing work. Responsible and accountable for the strategic direction and effective management of the programming in Asia, effective management of financial and human resources in line with Oxfam policy, and providing high-level support and representation for advocacy, fundraising, and any other representational purposes in support of Oxfam’s work and interest while ensuring gender justice and feminist principles are adopted.

Team purpose: The Mekong Regional Water Governance Program (MRWGP) focuses on inclusive and equitable water governance, addressing climate change, water security, and social accountability. MRWGP oversees regional projects funded by DFAT and SDC, ensuring sustainable water governance across Cambodia, Thailand, Lao PDR, Vietnam and Myanmar. The Inclusion Program 3 (IP3) (2025-2029) integrates governance and climate resilience for regional policy impact. The program aims for - More sustainable and resilient livelihoods of riparian communities in the Mekong Sub-region and prioritises three interconnected pillars Pillar 1: Gender Equality, Disability and Social Inclusion (GEDSI) and Feminist Influencing; Pillar 2: Inclusive Water Resource Governance; Pillar 3. Climate Resilient Communities.

Senior Finance Officer

Position Summary

Location: Cambodia

Job purpose:In line with Oxfam’s finance systems, the Senior Finance Officer (SFO) will maintain financial oversight and provide financial services to the Inclusion Program 3 (IP3) by providing consolidated finance, budget monitoring and reports to the respective Project Managers. S(he) will be line managed by the Finance and Operations Manager and will deputise for them as requested.

Expectations - Duties, Responsibilities
  • Technical
  • Financial Reporting
  • Responsible for budget coordination, financial monitoring, and consolidation of project expenditure against budget, ensuring the integrity of the financial accounting systems.
  • Review financial reports from partners and country offices and respond and report on financial compliance and performance.
  • Produce consolidated financial reports at the Program Management Unit (PMU) level both internally and externally to donors.
  • Advise the Finance and Operations Manager and Project Manager on cash flow and internal controls and risk.
  • Support the Finance and Operations Manager to ensure compliance with the Oxfam Business Services Management systems and practices and alignment with financial reporting and acquittals required by the donor.
  • Budget Development and Coordination
  • Support budget development for existing and prospective donors in line with required templates, in coordination with the Finance and Operations and Program Manager.
  • Support the Finance and Operations Manager with donor-requested budget revisions.
  • Assist partners and country office teams in developing compliant and timely budgets.
  • Ensure budget coordination, preparation, and forecasting and attend or provide reports to Project Meetings as requested.
  • Payment and System Compliance
  • Review requisitions and payment requests and advance settlements initiated by the team, ensuring correct and available budget complying with Oxfam’s administration and financial policies
  • Monitor all OPAs and FAs (grant agreements) associated with the projects and ensure that finance expenditures are aligned with agreements.
  • Meet regularly and coordinate between Oxfam Country teams and Managers to ensure consistency of approach and potential for shared activities to be considered and incorporated by the Program team.
  • Maintain an overview of the partner granting system at the country level and instigate regional grants and expenditures to partners or events.
  • Partner Financial Monitoring and Capacity Building
  • Conduct partner financial monitoring visits, and provide support/coaching on financial reporting, requirements, and compliance. Review Financial reports from partners and share feedback on financial compliance and performance.
  • Ensure the project team understands Oxfam’s financial policies and procedures particularly relating to Fraud Prevention and relevant codes of good practice and alert the Finance and Operations Manager to any areas of concern where refresher training might be needed.
  • Audit and Risk Assessments
  • Coordinate with the Finance and Operations Manager and Project Managers to ensure audits are planned and delivered according to project requirements.
  • Support partners and country offices to meet compliance standards and audit readiness.
  • Assist the Finance and Operations Manager with partnership assessments and system updates.
  • In coordination with the Finance and Operations Manager, manage foreign exchange risks.
  • Business Services
  • In consultation with the Finance and Operations Manager, maintain regular and effective communication with Oxfam CLV Cluster Business Services to ensure updated compliance and to contribute to the further development of effective services.
  • Maintain oversight of staff, consultant cost allocation on timesheets to ensure contractual compliance.
  • Contribute to the project Monitoring, Evaluation, Accountability, and Learning framework with analysis of how /to which activities funds are being allocated, spent and reported.
  • Provide Administrative and logistic support to the project as required.
  • Representation and Relationships
  • Maintain relationships and good collaboration with Finance counterparts in other Oxfam countries and with Regional and national partners included in the project through instigating regular updates and monitoring meetings.
  • As requested, and in collaboration with country colleagues, brief partners (including government departments) on the project compliance requirements, including providing additional capacity for training and orientation.
Requirements - Skills, Qualifications, Experience
  • Accounting qualification (minimum Bachelor level) and formal accounting qualification or studying for (Management/CPA/CA/CMA or equivalent)
  • Proven experience of membership in a finance and operations team and a minimum of 5 years with an (I)NGO in a Finance Officer or Deputy level
  • Experience of working directly with external auditors
  • Experience in implementing organization finance systems and operating SAP systems or equivalent
  • Advanced Ms Excel Skills
  • Coordination and communication skills to work cross-culturally and engage colleagues in implementing and improving practice
  • Experience in budget development and management
  • Demonstrated experience in financial monitoring of multiple partners across diverse countries and programs, including delivering inductions and financial training to partners
  • Good written and spoken English communication skills and good communication skills to explain financial principles to staff with limited financial understanding
  • A commitment to promoting gender awareness, disability, and social inclusion.
  • Ability to work remotely and experience using virtual meeting technology across cultures and language groups
  • Relevant IT skills, MS Office, Ms Teams
