- Objectives of the Position
- The objective of the Senior Finance Officer position is to provide critical support to WHH Cambodia in its
- program closure, with a particular focus on:
- Supporting the tax audit process to ensure compliance with Cambodian tax laws.
- Coordinating closely with the WHH office in Bonn, Germany, to align financial reporting and compliance requirements.
- Reviewing financial reports from partners to ensure accuracy and completeness.
- Managing and reconciling financial data and ensuring proper booking into WHH’s accounting system.
- Duties and Areas of Responsibility
- Duties with Own Area of Responsibility
- The Senior Finance Officer will be responsible for:
- Assisting the Finance Manager in preparing for and supporting the tax audit, including organizing and reviewing necessary financial records.
- Reviewing partner financial reports to verify accuracy and compliance with WHH standards.
- Managing and accurately booking financial data into WHH’s accounting systems (e.g., FundsPro, ProMis).
- Ensuring timely and accurate financial reconciliation and reporting for program closure purposes.
- Assisting with the resolution of any identified financial or tax discrepancies during the audit process.
- Duties without Own Area of Responsibility
- Coordinating with WHH’s office in Bonn, Germany, to align financial processes and reporting for deregistration and tax compliance.
- Supporting the Finance Manager in preparing donor fund requests and finalizing financial statements.
- Participating in discussions with auditors, legal advisors, and other external stakeholders to ensure the successful completion of the tax audit and deregistration process.
- Performs other tasks which arise during the contract
- Essential:
- Cambodian national.
- Bachelor’s degree in Finance, Accounting, or a related field.
- At least 3 years of experience in financial administration or compliance roles, preferably with NGOs or INGOs.
- Knowledge of accounting software and systems, including FundsPro and ProMis.
- Proficiency in written and spoken English.
- Strong organizational and communication skills.
- Desirable:
- Previous experience supporting tax audits or organizational closure processes.
- Familiarity with donor reporting standards and partner financial management.
- Experience liaising with international offices and coordinating cross-border financial processes.
