Senior Finance Coordinator (1 Position)

Staff Reporting to : Senior Finance Officer, Finance Assistant BTB, and RTK
The Senior Finance Coordinator is responsible for providing oversight on financial accounting matters across the MAG Cambodia programme, focusing on financial accounting, compliance, cashflow and month end processes. This position will also support the Head of Finance with Financial Management, budgeting, forecasting and reporting.
She/he will have the following specific duties and responsibilities:
- Main Duties and Responsibility:
- Financial Accounting and Compliance:
- Oversee all financial accounting matters, including maintenance of the general ledger, balance sheet, receipts, payments and payroll requirements.
- Review and consolidate the base cashbooks within the programme on a monthly basis, ensuring that each cashbook is posted in the PSF finance system and reconciled on a monthly basis.
- Oversee the month end closure of accounts process, including the production of supporting schedules and reconciliations, posting of monthly journal entries (accruals, prepayments, depreciation etc) and other financial information.
- Manage the monthly balance sheet reconciliation, and ensure that any issues are flagged and followed up in a timely manner, and liaise with HQ finance team to ensure any postings required from HQ are processed as necessary
- Manage the short term cash flow requirements of the programme, liaising with HoFC to facilitate cash transfers.
- Take the lead for internal, donor and statutory audits and ensure that the programme is compliant with donor regulations
- Ensure that the programme delivers and accounts for all activities in accordance with National, Regional and Local taxation requirements (e.g. Income Tax, Social Security, VAT, Corporation Tax, etc.)
- In line with the programme delegation of authority, review requests for payments for completeness, accuracy, and adherence to policy before processing
- Ensure a high level of financial control is in place across all activities (in all locations), including the development and maintenance of financial policies and procedures (tailored to the local context) to ensure compliance with statutory, client and MAG HQ requirements.
- Financial Management & Planning
- Assist and support the HoFC, and other programme staff in ensuring that field expenditures remain within approved plans and budgets.
- Support project staff and the HoFC with grant management where appropriate and help to ensure correct allocation of expenditures according to donor contractual obligations and MAG policies and procedures.
- Support the HoFC with the production of the project budget v actual reports, including analyzing reasons for variances to budget and reporting this effectively to the HoFC and programme management team
- Monitor and report on the effects of exchange rate fluctuations between local and contract currencies.
- Oversee the financial management of partner contracts, ensuring the partner complies with MAG financial requirements.
- Under the direction of the Country Finance Manager and the in-country Senior Management Team (SMT), assist with the preparation of the annual business plans, annual budget and individual donor proposal budgets.
- Team & Staff Manangement
- Line Manager of Senior Finance Officer, Finance Assistant BTB and RTK.
- Manage and motivate the staff to perform to a high standard, conducting appraisal meetings in line with organizational policy and review progress towards individual targets on a regular basis.
- Attend external meetings when requested by the HoFC.
- Spot errors and suggest ways to improve efficiency and spending
- Provide technical support and advice to Base Finance Support
- Plan, assign and review work from other team members
- Liaise with Head of Finance Cambodia to improve financial procedures
- Provide finance training to staff as required
- Travel to other base locations as required to provide support, training or leave cover
- Deputize for the HoFC as required
- Perform other related duties as required.

- Bachelor Degree in Business Administration and Finance or other related field.
- 7 or more years of relevant financial experience, ideally with an NGO, with at least two years in a management position
- Proven work experience as a Financial Coordinator, Financial Analyst or similar role
- Experience with financial software and databases
- Ability to manage multiple tasks and meet deadlines
- Strong planning and analysis skills
- Excellent communication and team building skills
- Excellent written, and spoken English
Finance Assistant (1 Position)

Staff Reporting to : N/A
The Finance Assistant will assist the Senior Finance Coordinator in the day-to-day running and management of the finance department, completing delegated administrative tasks and ensuring the accuracy and maintenance of supporting documentation. Additionally, the Finance Assistant will work in close cooperation with the Logistic team to ensure that procurement at Ratankiri level is efficient and donor compliant.
She/he will have the following specific duties and responsibilities:
- Specific areas of responsibility:
- Maintain the petty cash fund of the base location Ensure the accuracy and completeness of all finance records and transactions.
- Maintain financial documents systematically including vouchers, cashbooks, reports, and other related documents in a secure place.
- Assist in preparing monthly financial reports and support documents
- Maintain the cash balance in the regional office safe and reconcile cash accounts
- Prepare the statement of the weekly/monthly cash count of the cash book
- Review cash requests for payments for completeness, accuracy, and adherence to policy before submission to Senior Finance Coordinator.
- Liaise with the logistics department to advise on coding and accuracy.
- Filling monthly VAT Journal.
- Any other administrative duties as requested by Senior Finance Coordiantor.
