Job Purpose
The Senior Finance & Compliance Officer (SFCO) will support the Head of Admin & Finance in ensuring quality assurance and full compliance of the organization's Accounting & Financial Management with policies, donors’ requirements, and the Cambodian Government’s requirements, etc.
- Accounting & Bookkeeping
- Check the income and make sure it is recorded with proper supporting documentation in the month and classified correctly as a source of funding.
- Check the expenditure and make sure it is properly supported by documents, accurate, and fully compliant with API’s policy and donors’ requirements.
- Prepare monthly staff payroll in accordance with the approval of time allocation and on time transferring to the individual’s bank account.
- Prepare the monthly monitoring of staff benefits and reporting at the end of the month.
- Prepare the monthly & yearly Tax declaration for GDT and NSSF payments and upload it into the system.
- Make payment and/ or transfer funds on time to service providers/ consultants and staff, etc.
- Holding cash on hand/ petty cash fund and cash replenishment.
- Manage API’s Cheque books, passbooks, bank account cards, safe box, and prepare E-banking transactions.
- Daily bookkeeping of incomes & expenses into the Accounting System.
- Financial Reporting
- Prepare the monthly reconciliation of all API’s bank accounts and cash on hand in the first week of the following month with proper supporting documentation as mentioned in the accounting policy.
- Prepare the monthly financial monitoring by project funding and by the strategic plan every first week of the following month.
- Prepare the financial report in accordance with donors’ requirements.
- On-time submission of the project financial reports to donors and liaisons for providing any clarifications, if any.
- Prepare the organizational financial report for submission to MoI, MoEF by mid of Feb every year.
- Prepare the organizational financial report for submission to ACAR in accordance with ACAR’s requirements, including uploading to ACAR’s system, 2 weeks in advance of the deadline.
- Internal & External Audit & donor visit:
- Conduct regular internal audits to improve the internal control of the organization and produce quarterly reporting.
- Prepare the financial report for the organizational audit and project audit in accordance with the requirements of the Cambodian Accounting Standard, Donors, ACAR, etc.
- Response for clarification and support to the external auditor team and provide documents on time manner.
- Check the audit report and draft the response on management letter and presentation to the Head of Admin & Finance.
- Ensure on-time completion of the auditing report.
- Arrange Accounting documents & policies for donor visit, including financial monitoring, assessment, and response to clarifications.
- Financial Field Monitoring
- Conduct regular field financial monitoring in target areas at least 4-6 times per year.
- Prepare the field monitoring report with a clear action plan after a week of the mission.
- Update the progress of the action from field monitoring.
- Budgeting & Fund Request
- Consolidated the fund request and made sure on time for requesting.
- Collaboration with the team for the budget revision and making sure it is completed and reasonable for justification in compliance.
- Collaboration with the team for budget development for bidding.
- Organizational Strengthening
- Prepare the lesson plan for providing refresher training/ learning to staff on compliance.
- Be a facilitator/ trainer in capacity building, both internal and external.
- Strengthening the organizational policy
- Strengthening the partnership working with other partners, CBOs, youths, beneficiaries, stakeholders, etc.
- Other: any tasks assigned by the Head of Admin & Finance and Executive Director
- English is required
- Bachelor's Degree in or Master's degree in professional accounting, finance, and/or auditing
- Experience with NGOs in accounting & finance working, especially in complex financial procedures, and understanding of Cambodian financial legislation and the necessity for transparency, plus EU funding for 5 years as a minimum
- Experience in liaison with donors in reporting and response for clarifications, etc.
- Experience in preparing the reporting to ACAR, MoI, MoEF, NSSF, and the Tax Department.
- Experience of working with partners, CBOs, beneficiaries, and other stakeholders, etc.
- Knowledge of Microsoft Office and the English Language is required.
- Strong capacity in using QuickBooks Accounting Software.
- Strong organizational and interpersonal skills in a multi-disciplinary working environment
- Strong team player with deep commitment to learn and helping others, and
- All applicants must have good interpersonal skills and a proven ability to work well in a team; proficiency in the use of standard software packages, i.e. Google Workspace and Microsoft Office.
