Announcement Description

The Royal Government of Cambodia (RGC) has been allocated grant funds from the Green Climate Fund Grant No. 0579 which are administered by the Asian Development Bank and executed by the Climate-Friendly Agribusiness Value Chains Sector Project (CFAVC) of the Ministry of Agriculture, Forestry and Fisheries. Accordingly the Ministry of Agriculture, Forestry and Fisheries intends to apply a portion of these above mentioned funds for eligible payments under the contract for which this request for EOI is issued for the part of activities identified to be implemented under the planned pilot programme to support climate risk management through information and communication technologies (ICT) in Kampong Cham province.

Summary

The Project Management Unit (PMU) of CFAVC invites Expression of Interest (EOI) on non-committal basis from established software development companies in Cambodia for providing Consultancy Services for provision of System Integration services for the Information and Communication Technology (ICT) Platform in Kampong Cham province. Through this Call for EOI, PMU of the CFAVC project will shortlist System Software Development companies established in Cambodia for a potential limited tender (Request for Proposal), based on the shortlisting criteria , as follows:

  1. Eligible bidders for this Consultancy must be a registered software development company in Cambodia with independent legal existence in Cambodia for a minimum of five (05) years. In the case of joint venture the lead firm should be a registered entity in Cambodia ;( Provide details of Business registration in Cambodia.)
  2. JV or partnership will be acceptable, however it is preferred that a single entity has the lead consultant role.
  3. The Companies interested should not be under a declaration or record of ineligibility for corrupt and/or fraudulent practices issued by ADB; and has not been sanctioned nor be ineligible to enter into transactions with ADB or any other multilateral development bank or institution and along with its sub-contractors, if any, have no pending litigations that represent more than fifty percent (50%) of its net worth. ;(Provide acceptable declarations.)
  4. Have previous contracts with proven track record in implementing and managing such projects in Cambodia, demonstrated through contract awarded and succeeded in minimum three significant Mobile Application and/or Web Portal Platform projects exceeding $3 million USD preferably funded by major development partners (Provide evidence of annual revenue for the past three years.)
  5. A minimum of five (5) years’ experience in successful implementation of such projects with ICT solution development and commissioning. (Provide the relevant project references.)

The EOI template is available online at the link. EOI submission is required to be made using this EOI template. EOI submissions that are not in this template will not be accepted for evaluation.

Submission of EOI to be made as a hardcopy to the following address mentioned below with clear references and advice written in the outside of the sealed envelope in local language as (“not to be opened before the closing time & date mentioned in this ROI”). EOI submission through email will not be accepted. The closing date for the submission of Expression of Interest (EOI) is by 16.00 hrs at Cambodian time on 18th November 2024.
