- Develop and implement a comprehensive and sustainable fundraising strategy aligned with the organization’s priorities and WASH program objectives.
- Identify, cultivate, and secure funding from potential donors—both locally and internationally—including individuals, major donors, corporate partners, private sector entities, NGOs, and grant-making institutions.
- Build and maintain strong partnerships with donors and funding organizations, including preparing and presenting funding proposals and representing the organization in donor meetings and events.
- Lead and support the development of large-scale and multi-country funding proposals in collaboration with consultants, the Management Committee, and relevant stakeholders.
- Develop high-quality funding proposals and detailed program budgets in close coordination with the Finance Department and Program Department.
- Establish and maintain an up-to-date fundraising database, including donor profiles, funding history, pipeline tracking, and contact information.
- Conduct prospect research to identify new funding opportunities and inform strategic fundraising initiatives.
- Monitor donor relationships to ensure consistent communication, compliance, and long-term partnership development.
- Ensure all grant-funded activities comply with donor regulations, reporting requirements, and the organization’s financial and administrative policies.
- Oversee and monitor funds received from external donors, ensuring proper documentation, financial tracking, and timely reporting in collaboration with the Finance Department.
- Provide regular reports, analysis, and strategic recommendations on fundraising performance and grant management to the Management Committee.
- Facilitate training and capacity-building initiatives for national finance, communication staff and program staff on grant management, compliance, and donor requirements
- Communication, marketing and public relations
- Serve as the primary marketing lead for the organization, ensuring consistent messaging, branding, and visibility across all platforms.
- Utilize standardized fundraising and promotional materials—such as the Annual Report and other communication tools—for awareness-raising and resource mobilization purposes.
- Oversee and manage the organization’s website and social media platforms, ensuring content is current, accurate, and aligned with organizational goals and WASH priorities.
- Proactively identify and cultivate new contacts, partnerships, and collaboration opportunities with individuals, institutions, and relevant organizations.
- Facilitate the establishment and strengthening of formal relationships with national-level authorities to enhance the organization’s reach, credibility, and influence.
- Collaborate closely with the Management Committee and key program staff to identify potential grant opportunities and ensure timely, high-quality proposal submissions.
- Represent the organization at meetings with government bodies, donors, and partner organizations to promote the mission and expand professional networks.
- Contribute strategically to the organization’s future funding direction by actively participating in Management Committee meetings and the strategic planning process.
- Provide regular updates to the Management Committee on progress toward fundraising targets and overall fundraising performance.
- Oversee WASH Technical Activities in Support of Fundraising
- Oversee all WASH technical activities to ensure programs are implemented effectively and meet organizational standards.
- Provide technical guidance and input for fundraising proposals, donor submissions, and resource mobilization efforts.
- Collaborate with donors, partners, and stakeholders to support funding opportunities and program development.
- Ensure WASH program activities comply with donor requirements, reporting standards, and organizational policies.
- Coordinate with program and Management Committee to identify new funding opportunities and contribute to strategic planning.
- Support capacity-building of staff to strengthen technical expertise and fundraising-related program delivery.
- Staff Management and Leadership
- Oversee and manage the performance of the Water Services, Program Quality, and Communication Departments, ensuring alignment with their respective roles, responsibilities, and organizational objectives.
- Lead the technical team, including sand media production for filter installation, ensuring compliance with quality standards throughout the production process.
- Ensure the organization has a robust M&E system to monitor program quality and outcomes effectively.
- Support the professional and personal development of staff through on-the-job coaching, mentoring, and identifying relevant learning and training opportunities.
- Assess and evaluate Resource Mobilization Department activities to enhance efficiency and effectiveness in fundraising and program support.
- Foster a supportive work environment that encourages the spiritual formation of staff and promotes internalization of the organization’s Vision, Mission, and Core Values.
- Perform other duties as required by manager.
- Master's Degree in Public Relations, Communications, Marketing, Business Administration, or a related field is required
- Master's Degree in or Bachelor’s degree in Water Engineering, Environmental Studies, or a related field is required
- Relevant experience in the WASH sector for 3 to 5 years
- Fluency in both written and spoken English and Khmer.
- Strong presentation and public speaking skills, with the ability to represent WASH programs to donors, partners, and stakeholders.
- High level of computer literacy, including proficiency in Microsoft Office and relevant fundraising or donor management systems.
- Strong numeracy skills with the ability to develop, manage, and monitor WASH project budgets.
- Solid understanding of Water, Sanitation, and Hygiene (WASH) programs, donor requirements, and proposal development processes.
- 5–8 years of proven experience in fundraising.
- Experience in sales, marketing, and proposal development is preferred.
- Proven ability to build, manage, and sustain strong relationships with donors and development partners.
- Demonstrated experience in planning, organizing, and overseeing fundraising events and campaigns.
- Demonstrated leadership and sound decision-making abilities.
- Established networks and strong relationships with potential major donors, development partners, and supporters.
- Strong planning, organizational, and interpersonal skills, including influencing, negotiation, and cross-cultural communication abilities.
