The EU Twinning project is funded by the European Union with Istat – the Italian National Institute of Statistics as the contracting partner. INSEE, State Data Agency-Statistics Lithuania and Statistics Poland are official junior partners. Italian Geographical Society (SGI) is the ad hoc mandate body.

The purpose of the project is to support the development of the quality and international comparability of the Cambodian official statistics. The beneficiary institution is the National Institute of Statistics (NIS) of the Kingdom of Cambodia.

The Resident Twinning Adviser (RTA), an officer of ISTAT seconded to Cambodia on a full-time basis, will carry out the daily coordination of the project, together with her Cambodian counterparts and in cooperation with the Project Leader in Italy.

The RTA will be assisted by two local assistants, one RTA assistant and one RTA language assistant. The RTA assistant will focus on the project administration, logistics, drafting minutes, etc. while the RTA language assistant will focus on translation and interpretation. However, both assistants need to be able to replace and assist each other when necessary.

Position Summary

Salary: Between USD 900 and USD 1200 according to qualifications and previous experience.

Contractual nature of the job:

Full-time: from Monday to Friday - 8 working hours per day

The contract will run from the date of the signature throughout the period of implementation of the Twinning Contract unless otherwise specified.

According to the rules governing the project the applicant must not have been in any contractual relation with the public sector in Cambodia at least 6 months prior to the starting date.

Duration: Up to 26 months, with a 3-months’ probation.

Expectations - Duties, Responsibilities
  • Under the direct supervision of the Resident Twinning Adviser (RTA) the incumbent is required to perform full secretariat work for the project and to assist RTA, Project Leader (PL) and Short-Term Experts (STEs) in all project activities and-related tasks. Among others:
  • Serve as focal point on all local administrative policies and procedures
  • Support the RTA in implementing and applying project administrative policies and procedures
  • Assist the RTA in communications, liaison and general working relations with the Beneficiary Country, public offices and institutions relevant to Project activities as well as with members of the project management team and Experts of the project
  • Support the RTA in the organization of meetings, experts’ missions, trainings, seminars, workshops, steering committee meetings, and other project events
  • Draft the minutes and any other relevant document of the Steering Committee Meetings and other meetings
  • Assist the RTA in drafting and editing monthly, quarterly and final project reports and any other relevant document and in the dispatching to the Member State partners
  • Make travel arrangements (ticket booking, reservations, airport pickup, etc.) for Project Experts, if required
  • Provide translation and interpretation services from/to English, if required
  • Set up and maintain a comprehensive filing system for management, storage and sharing all project documentation, compile mailing lists for distribution of documents, publications and newsletters
  • Maintenance and reconcilement of project’s basic budget accounting records (mission certificates, mission reports), archiving of financial documentation (invoices, etc.)
  • Draft, Review and edit text relevant to the project (newsletters, press releases, PPT presentations and documents) in English and in Khmer
  • Support the project’s visibility and media activities, handling public relations including organizing Press Conferences and media related activities
  • Manage Social channels
  • Office management, monitoring telephone and general correspondence & maintain confidentiality in all matters relating to the work of the Project
Requirements - Skills, Qualifications, Experience
  • Required qualifications:
  • Cambodian national
  • Bachelor’s degree in international relations, management, administration or related fields
  • Fluent in spoken and written English and Khmer. The candidate must be driven, proactive, and open to new experiences.
  • Experience in project implementation and management, preferably in an international environment
  • Ability to draft documents and prepare reports both in Khmer and in English
  • Excellent organizational and analytical skills, ability to prioritize and work under pressure
  • Ability to establish and maintain effective working relations with both staff and high-level managers
  • Very good computer skills and ability to write emails and to operate Windows applications (e.g. Word, Excel and Power Point)
  • Ability to translate and interpret from/to English Proven communication skills and teamwork oriented, ability to prioritise and multitask
  • Other skills:
  • University degree international relations, management, administration or related fields
  • Knowledge and/or experience in the field of official statistics
  • Experience in managing social media platforms, including Facebook, Twitter, LinkedIn, and Instagram
  • Autonomous and independent in task accomplishment under the guidance of the RTA
  • Ability to design visibility materials such as posters, videos, and graphics, using graphic design tools such as Adobe Photoshop, Illustrator, and Premiere Pro.

Resident Twinning Adviser Language Assistant

Position Summary

  • Support the RTA an RTA assistant in the organization of meetings, experts’ missions, trainings, seminars, workshops, steering committee meetings, and other project events
  • Drafting minutes of the meeting and any other relevant document
  • Close cooperation with RTA Assistant in all the administrative tasks

  • Cambodian national
  • University degree in Foreign Languages, International Relations, Translation and Interpreting or related fields
  • Khmer mother tongue and fluent in spoken and written English and Khmer.
  • Ability to draft documents and prepare reports both in Khmer and in English
  • Ability to translate and interpret from/to English with proven experience
  • Familiar with English terminology in field of statistics/economics
  • Familiar with international projects and/or environment
  • Ability to establish and maintain effective working relations with both staff and high-level managers
  • Very good computer skills and ability to write emails and to operate Windows applications (e.g. Word, Excel and Power Point)
  • Strong communication and organizational skills and ability to work both autonomously and in a team.
