Research Consultant

Position Summary

Project: Batteries and Biomass in Cambodia

Duty Station: Phnom Penh, Cambodia

Contract Duration: 01 March 2022- 30 November 2022

OBJECTIVES OF THE ASSIGNMENT

The assignment aims to conduct market research on:

  1. Management of battery waste, to understand how used batteries are being processed in Cambodia and present solutions for better end of life management.
  2. Feasibility of an industrial scale torrefied pellet production facility in Cambodia.
Expectations - Duties, Responsibilities
  • Assignment 1: End of Life (EOL) battery management
  • This assignment aims to conduct a landscape analysis on battery usage and end of life management in Cambodia, mainly based on primary data. Scope of work includes but not limited to the followings:
  • Desk research to support the design of primary data collection and project planning;
  • Collecting primary data from different stakeholders, conducting structured interview questions, visiting energy storage project sites, recycling/dumping facilities, and primary target users of facilities
  • Preparing a report on research findings. The report should communicate annual volume, origin, future trends, current value chain, sector players, business model, available financing schemes, recycling methods, environmental and social impacts and reduction potential, labor profile, health risk, financing schemes and related policy and regulatory aspects. This may include but not limited to the following activities:
  • Review and analysis of current type and volume of battery waste in Cambodia.
  • Analysis of the existing export/import practices.
  • Stakeholder mapping (including importer, waste collector, recycler, extended producer responsibility (EPR) entities).
  • Review and analysis of existing regulations & policy framework, business models, financing schemes related to batteries and its end-of-life management.
  • Literature review of best practices from similar countries/situations, reviewing existing/past projects and studies and critically assessing suitability for Cambodia.
  • Support GGGI in the design and undertaking of stakeholder consultations/validations and workshops where required (GGGI will support logistics and cover workshop costs, if any).
  • Present in stakeholder’s validation workshop
  • Upon completion of the report, GGGI will utilize the data to investigate further and answer following key questions:
  • What is the status of the energy storage market in Cambodia?
  • Is there any regulatory gap related to energy storage market? What are the regulations/technical standard GGGI may propose and develop in future in collaboration with MoE?
  • Is there any institutional gap and need for capacity building? What are the key areas for capacity development?
  • Is domestic battery manufacturing and recycling facility financially and technically feasible in Cambodia?
  • Is there a need for awareness raising for e-waste management? Is there already any such awareness program?
  • Assignment 2: Pre-feasibility of Torrefied Pellet Industry Cambodia
  • Through desk search the consultant will undertake:
  • A critical review of existing body of research conducted by GGGI on torrefied pellet production, providing suggestions and expanding upon content.
  • A competitor market analysis of both global and domestic value chains for the production and sale of torrefied pellets
  • A top-level analysis of set up costs, taking information from secondary sources where conditions are justifiability similar.
  • Support the consolidation of findings into a simple financial model, inclusive of tentative CAPEX, OPEX and ROI of potential business model
  • Produce a high-quality report in English consolidating findings and clearly detailing conclusions drawn from critical review and analysis of data in English – 10-12 pages not including appendices.
Requirements - Skills, Qualifications, Experience
  • At least Bachelor, Master’s degree (preferred) in engineering, environment, or other relevant area with demonstration of initial work experience;
  • Understanding of sustainable energy landscape and waste management of Cambodia;
  • Good understanding of energy storage and biomass is an advantage;
  • Publication in any reputed platform is a strong advantage;
  • Excellent data collection and analysis skill, communication, presentation, reading and writing skills in English; ability to summarize clearly;
  • Very good autonomy, organization, coordination skills; and
  • Fluency in English and Khmer mandatory, Mandarin is an asset. Proficiency in Microsoft office (Word, Excel, PPT) and internet browser is a must.
