Announcement Description

The International Labour Organization (ILO) is a U.N. agency, which since 1919 has brought together governments, employers and workers of 187 member States, to set labour standards, develop policies and devise programmes promoting decent work for all women and men.

The ILO will organize a high-level Asia Pacific Global Accelerator Policy Forum in Phnom Penh, Cambodia (Hyatt Regency Hotel Phnom Penh) from 8-9 April 2025.

The Global Accelerator on Jobs and Social Protection for Just Transitions (GA) was launched by the UN Secretary-General to address structural policy and financing gaps and drive inclusive transformations for decent job creation, universal social protection, and just transitions. The GA emphasizes linking social protection with skills development to help workers adapt to labor market changes.

In the Asia-Pacific region, six pathfinder countries—Cambodia, Indonesia, Nepal, Pakistan, the Philippines, and Viet Nam—are strengthening the integration of strategic skills and lifelong learning with social protection systems to foster a just transition toward an inclusive, digitally-enabled, and sustainable economy.

The event will be attended by participants from government, employers and workers’ organizations as well as civil society and the donor community. It serves as a key platform to exchange high-level policy insights, showcase integrated approaches through case studies and beneficiary voices, and build capacity to support the region’s progress on GA initiatives and the broader 2030 Agenda for Sustainable Development.

ILO wishes to engage a suitable vendor to provide video, photography and event management services to for this event.

Request for Vendor of Video, Photography and Branding Services

The assignment will comprise the following: 

 Pre-event video for social media

Develop a 45-60 second video that will be screened as a pre-event curtain raiser to the event. The video will create awareness that the event is taking place and highlight what it expects to achieve. See further details in the ToR. 

Introductory video

 Develop a 90-120 second video that will be played at the start of the event. The video will help introduce the event to the audience by putting in context the issues that the GA wishes to address in this region, the role of the Pathfinder countries and what is expected to be achieved from this event. See further details in the ToR. 

‘Voices of Beneficiaries’ video

Develop a 180-240 second video that will present the human-centred face of the work that the GA is carrying out and the changes it wishes to implement. The video will feature 4-6 individuals who will explain how their lives have changed from initiatives linked to the GA priority areas. This video will be played at the start of the ‘Voices of Beneficiaries Session’ to set the scene and give a human face to the ensuing discussions. See further details in the ToR. 

Vox pops with event participants

Film and edit at least six short stand-up interviews with participants at the event and edit them into 45-60 second vox pops that can be used on social media. See further details in the ToR. 

 Event video 

Develop a 90-120 second video that captures the essence of the forum, its key messages, and its impact. The video will be used for post-event communication, reporting, and promotional purposes. The video should include footage taken during the sessions on both days, segments from keynote speakers as well as the vox pop interviews. See further details in the ToR.

Event photography

The vendor will provide a photographer for both days of the event. The photographer will capture photographs of the various sessions including the opening speeches, discussions and presentations as well as support the organisation of a group photograph at the venue. 

Bidder Eligibility

  • Profile of the vendor
  • The vendor should have at least the following qualifications:
  • At least two years’ demonstrable experience carrying out similar photography, video and work art design work;
  • Excellent written, oral and interpersonal skills (English and Khmer languages);
  • Capable of working with a minimum of supervision;
  • Access to all necessary equipment (laptop or computer, photographic equipment, editing software etc.);
