Objective of the project

CAPFISH Capture - Post Harvest Fisheries Development project is part of the “Cambodia Programme for Sustainable and Inclusive Growth in the Fisheries Sector” (ACA/2019/408-424) and is co-funded by the European Union. The overall objective is to contribute to the achievement of the Royal Government of Cambodia's long-term vision of social and economic development, food security and poverty reduction. It is in this framework that the “CAPFISH Capture - Post Harvest Fisheries Development” project is designed with the specific objective to contribute to the development of post-harvest fisheries through upgrading of the regulatory and institutional system, as well as the adoption of better practices and innovation by the private sector. This project will aim at inclusive post-harvest fisheries value chain development focusing on strengthening the institutional capacity of Competent Authority for establishing official control systems and subsequently supporting the development of post-harvest fisheries, through capacity building in terms of skills development, food safety, system implementation, matching investment support, and building business support mechanisms.

UNIDO is delegated by the EU and the Fisheries Administration to implement CAPFISH Capture - Post Harvest Fisheries Development project with respect to the following outputs:

  • Output 1: Enhanced technical competence and sustainability of the Competent Authority and official control services supporting the post-harvest fisheries.
  • Output 2: Enhanced private sector capacity to comply with international standards and market requirements relevant to the post-harvest fisheries.
  • Output 3: Enhanced business competitiveness of post-harvest fisheries through innovation and R&D.

SCOPE OF GOODS/SERVICES

In response to this RFQ, UNIDO invites quotations for the provision of the goods/services described in the Technical Specifications/Terms of Reference.

ACKNOWLEDGING PARTICIPATION BY THE BIDDER

Prospective bidders are kindly requested to inform UNIDO whether their company/organization intends to submit a quotation before the designated submission deadline specified in the cover letter of this RFQ. Please follow the steps described in the UNIDO eProcurement system guide.

RFQ DOCUMENTS

  1. Bidders are expected to examine all terms and conditions in the RFQ documents. Failure to comply with these documents will be at the bidders' risk and may affect the evaluation of their quotations.
  2. A prospective bidder requiring any clarification of the RFQ documents may notify UNIDO by uploading his request for clarification to UNIDO's eProcurement portal. The response will be made available in the portal to any request for clarification of the RFQ documents that UNIDO receives earlier than three work days prior to the deadline for the submission of quotations. Written copies of the response (including an explanation of the query but without identifying the source of inquiry) will be made available in the portal to all prospective bidders that acknowledged their intention to participate in the RFQ.
  3. No later than three work days prior to the deadline for submission of quotations, UNIDO may for any reason, whether at its own initiative or in response to a clarification requested by a prospective bidder, amend the RFQ documents. All prospective bidders that have received the RFQ documents will be notified in writing of any amendments. In order to afford prospective bidders reasonable time in which to take the amendments into account in preparing their quotations, UNIDO may, at its discretion, extend the deadline for the submission of quotations.

To ensure consideration, your complete detailed proposal must be submitted via the UNIDO e-Procurement portal: the link by 26 March 2024, 17:00:00 (CEST). In order to be able to download the relevant bidding documents and submit a proposal, you will need to be granted access to the system (kindly ignore this if you already have access). To be granted access, simply go to the link above and go to “Current Opportunities” and find the relevant RFQ number in the table and click on “Click here for more information” (attached is a screenshot highlighting this page and where to click). You will be redirected to the landing page of our e-Procurement Portal where you can follow the attached guide on how to request for access as a first-time user.

If you cannot submit your offer on the UNIDO procurement portal, kindly send your offer via e-mail before the tender deadline with a justification of your inability to upload the offer on the UNIDO procurement portal.
