Announcement Description

The German Cooperative & Raiffeisen Confederation (DGRV) in Cambodia supports the establishment of a market-oriented cooperative system using a multi-level approach. In addition to supporting agricultural cooperatives (ACs) at the micro level, the development of cooperative unions and alliance structures is becoming increasingly important. At the national level, DGRV supports state institutions with the creation and further development of necessary legal and regulatory framework conditions.

To support its project activities, DGRV Cambodia is looking for a translator/ interpreter for Khmer - English - Khmer that can support the project on an ongoing, needs-based basis in 2022.

PURPOSE

DGRV seeks to procure a professional translation/interpretation service provider for 80 days in 2021. The selected contractor needs to deliver consecutive interpretation and written translation on a needs-basis from 15/2/2022 until 31/12/2022

DELIVERABLES

  1. Translation services including but not limited to translating documents, manuals and presentations from Khmer to English and/or vice versa.
  2. Consecutive Interpretation services from Khmer to English and/or vice versa during workshops, trainings and internal/external meetings.
  3. The location would usually be Phnom Penh, but service might be required in one of the provinces as well from time to time.

SCOPE OF WORK / RESPONSIBILITIES

Translation Services

  • Provide translation services including but not limited to translating documents, manuals and presentations from Khmer to English and/or vice versa.
  • Produce 100% accurate translation of English text to Khmer and/or vice versa.
  • Quality check and proofread translations ensuring that the documents are free of any errors in relation to grammar, typography, structure, overall clarity and style.
  • Ensure timely delivery of translated and edited materials.
  • Make necessary corrections or changes required by the organization and re-submit corrected text within an agreed timeframe. Interpretation Services
  • Provide consecutive Interpretation services from Khmer to English and/or vice versa during workshops, trainings and internal / external meetings (in Phnom Penh and, in exceptional cases in the provinces), including note-taking and minute writing.

WORK SCHEDULE

The service of the contractor will be requested on a needs - based, ongoing basis, with no less than 1 weeks' notice in advance. The expected delivery date will be negotiated on a case-by-case basis.

Bidder Eligibility

  • Qualification of the Company
  • A registered company with valid company registration certificate
  • Company located (or with authorized office) in Phnom Penh, Cambodia
  • Minimum 5 years of experience in providing translation and interpretation services
  • Proven capacities in Khmer and English;
  • Proven experience in technical translations / interpretations of topics related to auditing, finance, accounting as well as business management and ideally agriculture
  • Prior working experiences with international organizations and development partners
  • Qualifications of the individual:
  • The translator/ interpreter who will be involved in translation/ interpretation for DGRV should have:
  • University degree in foreign languages, social sciences, business administration or any relevant fields;
  • Fluency in Khmer and English language is essential
  • Minimum 5 years of professional working experience in translation/ interpretation
  • Professional accreditation as translator in the designated languages Khmer and English
  • Familiarity with topics such as auditing, finance, accounting and business management
  • Familiarity with interpreting training workshops

Submission Requirements

GENERAL:

  • The rate should be excluding VAT and any duties or charges. DGRV will be responsible for the transfer of withholding tax to the tax department, which is deducted from the overall amount.
  • Transfer of any other taxes or duties in connection with payments and cost reimbursements under a potential contract is sole responsibility of the contractor. Such costs cannot be claimed from DGRV.
  • Travel costs are reimbursed according to the local travel regulations of the DGRV representative office.
  • Per diems are being paid according to the local travel regulations of the DGRV representative office
  • DGRV is free of any obligation to request the services of the contractor. It will not confine itself to a specific volume of services requested from the contractor. The contractor is free to decline any service delivery to DGRV accordingly.

SELECTION

  • Only candidates that match the requested profile will be considered and contacted.
  • DGRV will determine fluency during an interview with qualified bidders.
  • The interview will consist of simultaneous and consecutive interpretation on technical topics relevant to DGRVs’ work, including auditing, finance, accounting, business management.
  • A contract may be awarded to the supplier representing the best value for money, i.e. lowest-priced technically-compliant offer and most convincing presentation during interview
  • DGRV reserves the right to accept or reject any quotation, and to cancel the process and reject all quotations at any time prior to the award of contract without thereby incurring any liability to the suppliers or any obligation to inform the suppliers of the grounds for such action.
