Announcement Description

Physikalisch-Technische Bundesanstalt (PTB), the National Metrology Institute of Germany, is an implementing organisation of development cooperation contracted by the Federal Ministry for Economic Cooperation and Development (BMZ). It supports developing and emerging countries in the establishment and use of an internationally recognised quality infrastructure and, thus, contributes to the achievement of the UN Sustainable Development Goals. the link

In Cambodia, PTB has been supporting key institutions of the national quality infrastructure such as the National Metrology Centre (NMC) and the Science, Technology & Innovation National Laboratory (STINL) to provide recognised measurement and testing services. In addition, the cooperation aims at encouraging Cambodian companies to make increasing use of these service by promoting networking, exchange and awareness-raising. Being an integral part of bilateral German Development Cooperation, a close collaboration is foreseen particularly with Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ). The political lead agency of the project is the Ministry of Industry, Science, Technology and Innovation (MISTI). the link

To support the Germany-based project team in the implementation of the cooperation, PTB seeks a national project consultant who will be based in Phnom Penh.

Description of Tasks

Within the scope of the project Strengthening quality infrastructure in Cambodia II the following task(s) shall be fulfilled in the period from 01.09.2025 to 31.08.2026:

  1. Project Facilitation and Communication
  2. Assessment of existing laboratories
  3. Technical advice to strengthen quality infrastructure in Cambodia’s agricultural sector
  4. Relationship Management
  5. Information Exchange
  6. Representation and Administration
  7. Logistics and Organization
  8. Accounting-related tasks
  9. Monitoring and Reporting
  10. Technical Support
  11. Flexible Task Managemen

The Contractor must meet the following minimum qualifications (mandatory requirements):

  • Master’s degree in Natural Sciences, Chemistry, Food Technology or in a related field
  • minimum of 5 years of relevant experience in official development assistance in Cambodia, preferably with international or European donors
  • profound knowledge on Quality Infrastructure (QI)
  • Excellent command of English and Khmer with experience in cross-cultural environment and international settings, documented strong organizational and communication skills, proficiency in MS Office
  • Willingness to travel domestically as well as internationally

The following requirement criteria are desirable:

  • Working experience in a laboratory or in the field of standardization or certification would be an asset
  • Soft skills: Problem-solving skills, team spirit, intercultural sensitivity, proactive mindset, proven ability to work accurately under pressure and to fulfil deadlines

Tasks including the respective expert days (ED)

  • All tasks mentioned above include up to 220 ED

Maximum total: 220 expert days (ED)

Reporting

  • Ongoing reporting: end of each month
  • Final report by 15/07/2026

Remuneration/Reimbursement of Expenses / Modes of Payment

  • The Contractor receives a remuneration.
  • The number of payments depends on the amount of written reports to be submitted.
