Location of Assignment:Phnom Penh with frequent travel to the designated project sites in Provinces.
Purpose
CAPRED seeks to engage a consulting company or consortium to conduct IGAs for 10 agro-processors in some specific sub-sectors including rice milling, food processing, and animal farming. Local or international companies are eligible for this assignment. Partnership approaches are encouraged where there is demonstrated value for money.
Evaluation
CAPRED will use an objective and reliable process to evaluate each proposal. The proposals and responses will be evaluated based on (in no particular order):
- Compliance with this Request for Proposals (RFP).
- Understanding of and ability to meet the requirements and deadlines as specified.
- Supplier expertise and experience with delivery of similar projects.
- Expertise of individuals and overall team nominated to deliver the services and equipment. CAPRED reserves the right to reject any individual being proposed and to ask the supplier to provide an alternative.
- Past performance relevant to this RFP (as determined by referee checks).
- Relevant examples of previous work.
- Proposed fee charged for the services.
Note: While price is a factor, it is more important that the applicant can demonstrate value for money. CAPRED reserves the right to contract more than one supplier for these services and may actively seek to contract more than one supplier to ensure supply of technical services.

The selected consulting company will provide technical assistance to CAPRED to perform specific tasks as follows:
- Pre-IGA phase
- IGA phase
- Post-IGA phase

Eligibility
- Qualifications or Specialized knowledge/experience required
- This task requires multidisciplinary skillsets, expertise, and experience. The consulting firm or consortium shall have personnel as a team with the following qualifications.
- Education
- At least a bachelor’s degree in engineering, with a demonstrated interest in energy efficiency and conservation required.
- Accreditation
- An accredited energy auditor
- A proven project portfolio in energy audits.
- Experience
- Essential
- At least two years of experience conducting IGA is required; three to five years preferred.
- Experienced in conducting IGA and/or energy audits in the agro-processing sector or other relevant sectors.
- Experienced in consulting energy efficiency projects and/or ESCO market development projects in Cambodia and/or Southeast Asia region.
- Experienced in working in Cambodia's clean energy, energy efficiency, and/or agro-processing portfolios.
- Desirable
- Experienced in identifying energy efficiency opportunities and solutions in the agro-processing sector such as rice milling, food processing and/or animal farming.
- Possess a good understanding of value chains and technology applications in some sub-sectors including but not limited to rice milling, food & beverage, animal farming, etc.
- Experienced in working and coordinating with development partners (e.g. World Bank, ADB, GGGI, etc.)
- Experienced in coordinating with Cambodian project owners.
- Experienced in GEDSI assessment in the energy sector.
- Strong demonstrated commitment to GEDSI processes and outcomes and preferably able to demonstrate experience in GEDSI integration in development projects related to energy.
- Technical competencies
- Possess an excellent understanding of the applications of the Energy Management System standards including ISO 50001 (2018), ISO 50002 (2014), and/or ISO 50003 (2021).
- Possess a full set of auditing equipment and other safety tools.
- Possess excellent technical knowledge in energy flow and mechanical systems operating in the agro-processing sector.
- Possess technical knowledge of energy conservation principles and techniques.
- Possess an excellent understanding of heat recovery systems, energy recovery from waste, etc.
- Possess skills in engineering design.
- Possess skills in using energy modeling software and methods used for technical and cost savings analysis and reporting.
- Possess excellent written and oral communication skills and be able to explain complicated matters to individuals with limited engineering expertise.
- Possess strong organizational and project management skills and high attention to detail and accuracy.
- Ability to correctly conduct in-field energy assessments.
- Ability to integrate GEDSI aspects into the assignments.
