Background

CAPRED

CAPRED is an Australia’s flagship development program in Cambodia and is informed by extensive consultations with key stakeholders in the Royal Government of Cambodia (RGC) and the private sector. Building on a 70-year legacy of Australia’s investment in Cambodia’s economic and human development. CAPRED focuses on three pillars: Agriculture and Agro-processing; Trade, Investment and Enterprise Development; and Infrastructure Development. Gender Equality, Disability and Social Inclusion (GEDSI), policy development, and climate resilience are integrated into all of our activities.

The CAPRED program is funded by the Australian Department of Foreign Affairs and Trade (DFAT) and implemented by Cowater International.

Mergers and Acquisitions

Piped water supply in Cambodia is a growing sector; however, it is fragmented. More than 400 Private Water Operators (PWOs) are providing water services, but the majority of them operate small water systems and face constraints such as operational inefficiency, low financial and technical capacity. Water service aggregation could be one of the solutions to improve the efficiency of sector governance and PWOs’ performance.

CAPRED is conducting a pilot intervention on mergers and acquisitions (M&A) as a tool to promote water service consolidation in Cambodia. At this initial stage, the intervention aims to strengthen the capacities of PWOs to build their readiness to implement M&A in piped water supply in Cambodia. CAPRED has selected 6 PWOs to strengthen their capacities in terms of:

  1. Efficient technical operation mainly online monitoring/automation system/ supervisory control and data acquisition (SCADA).
  2. Strong managerial capacity including accounting system, organisational structure, human resources, inventory management and business plan.

Purpose

CAPRED seeks to engage a consulting firm or consortium to address the constraint mentioned above at (1). That is to design a capacity development plan for efficient technical operation, mainly on online monitoring/automation system/SCADA for the six selected PWOs.

The six selected water systems are located in: Kandal (1), Prey Veng (1), Kampong Cham (2), Battambang (1), and Banteay Meanchey (1).

Scope of Works

The design of the capacity development plan for efficient technical operation covers the following tasks:

  1. Assess the current technical operation system of each PWO from water intake to end-users and then design the optimal upgrade of the system for online monitoring/automation system/SCADA, which is practical and cost-efficient in the Cambodian context. The design excludes the upgrading of basic infrastructure such as treatment plant and pipe network.
  2. Estimate the cost of the optimal upgrade of the system with the detailed specification of the equipment and software needed. The cost and design should comprehensively inform PWOs to enable them to decide if they should invest in the upgrading of the system.
  3. Identify the suppliers who could provide the equipment, software, and/or services needed for the optimal system upgrade.

CAPRED will use the capacity development plan designed by the consulting firm or consortium to discuss with the six selected PWOs to identify who is willing to co-invest with CAPRED in the upgrading of the system.

Eligibility

  • Qualifications or Specialized knowledge/experience required
  • These tasks require multidisciplinary skillsets, expertise, and experience. The consulting firm or consortium shall have personnel within the team with the following qualifications and experience.
  • Education:
  • At least a bachelor’s degree or above in water engineering or a related field.
  • Accreditation:
  • To reputable relevant associations/institutions.
  • Have a base in Cambodia.
  • Technical competencies and Experience:
  • Possess extensive experience in designing and implementing the upgrade of water system for online monitoring/automation/SCADA.
  • Demonstrated technical capacity to perform the tasks mentioned above on time and within budget.
  • Demonstrated ability to conduct costing from the market to estimate the investment cost.
  • Previous experience working with an international development program is a plus.
  • Other Competencies:
  • Demonstrated high ethical standards.
  • Display cultural, gender, religion, race, nationality and age sensitivity and adaptability.
  • Treat all people fairly without favouritism.
  • Fulfil obligations to GEDSI sensitivity and zero tolerance for sexual harassment.

Submission Requirements

The proposals including the Response Form must be submitted no later than 5 pm (Phnom Penh time), 31 December 2023 by email provided in the contact details with “PWOs’ Technical Capacity Improvement for M&A – RFP” in the subject line. Any proposals submitted after this time and date will not be considered.

The applicant is required to submit the Response Form in English language (form provided separately), and with an indication of a daily rate for each task/service as per section C of the Response Form. The rate should include any and all costs to carry out the work in the specified location. In addition to the proposal fee, the applicant should also detail any other relevant assumptions or required terms.
