Purpose
CAPRED seeks to engage a consulting firm or consortium to address the constraint mentioned above at (1). That is to design a capacity development plan for efficient technical operation, mainly on online monitoring/automation system/SCADA for the six selected PWOs.
The six selected water systems are located in: Kandal (1), Prey Veng (1), Kampong Cham (2), Battambang (1), and Banteay Meanchey (1).
Scope of Works
The design of the capacity development plan for efficient technical operation covers the following tasks:
- Assess the current technical operation system of each PWO from water intake to end-users and then design the optimal upgrade of the system for online monitoring/automation system/SCADA, which is practical and cost-efficient in the Cambodian context. The design excludes the upgrading of basic infrastructure such as treatment plant and pipe network.
- Estimate the cost of the optimal upgrade of the system with the detailed specification of the equipment and software needed. The cost and design should comprehensively inform PWOs to enable them to decide if they should invest in the upgrading of the system.
- Identify the suppliers who could provide the equipment, software, and/or services needed for the optimal system upgrade.
CAPRED will use the capacity development plan designed by the consulting firm or consortium to discuss with the six selected PWOs to identify who is willing to co-invest with CAPRED in the upgrading of the system.
Eligibility
- Qualifications or Specialized knowledge/experience required
- These tasks require multidisciplinary skillsets, expertise, and experience. The consulting firm or consortium shall have personnel within the team with the following qualifications and experience.
- Education:
- At least a bachelor’s degree or above in water engineering or a related field.
- Accreditation:
- To reputable relevant associations/institutions.
- Have a base in Cambodia.
- Technical competencies and Experience:
- Possess extensive experience in designing and implementing the upgrade of water system for online monitoring/automation/SCADA.
- Demonstrated technical capacity to perform the tasks mentioned above on time and within budget.
- Demonstrated ability to conduct costing from the market to estimate the investment cost.
- Previous experience working with an international development program is a plus.
