World Vision International in Cambodia is a non-profit, non-denominational humanitarian aid and development organization dedicated to helping children and their communities worldwide reach their full potential by tackling the causes of poverty. Since, your company has invited to participate in and submit a Request for Proposal (RFP) response to ANNUAL FINANCIAL AUDIT. World Vision International in Cambodia (WVI-C) is inviting potential suppliers, which are all strong and highly regarded.

Summary

Objectives and Scope of Audit

The goal is to acquire reasonable assurance the current policies in accordance with the Cambodian International Standards on Auditing (CISAs). The auditors in their duties shall comply with the duties imposed upon them by the ACAR in Cambodia.

The auditors shall express an independent professional opinion as to whether the financial statements present fairly, in all material respects, and in accordance with the International Standard best practice in Cambodia.

  • The auditor must submit two reports, Financial Statement the Management Letter, Khmer English. The auditor's reporting must comprise Independent Auditor's Report compliance Cambodian International Standards Auditing (CISA) the financial statement shall prepare according the International Financial Reporting Standard (CIFRS) be attached the audit report.
  • Management letter: containing audit findings weakness discovered throughout audit process. Regardless materiality, auditor must estimate amount expenditures that lack of appropriate supporting evidence. The auditor must provide recommendations to remedy weakness identified, which must be given priority order. If auditor determines that no findings weaknesses were identified during audit assignment that would result in a Management letter, an explanation of this assessment must be disclosed in the audit reporting.
  • Financial Statement: Prepare financial statements KHR and USD currency the fiscal 2022, which runs from October 1, 2021 to September 30, 2022.
  • These two reports must be prepared into Khmer and English language.

Deliverable

Annual audit reports per along with management letters and management responses from WVI should be provided to WVI. The audit firm shall make recommendations to address any weaknesses identified in the internal control areas mentioned above. The recommendations shall be presented in order of priority.

Eligibility

  • Qualification of Auditors
  • The selected audit firm is expected to meet the following minimum criteria:
  • Must be the certified and registered audit firm under the law of Cambodia
  • Have a wide knowledge and experiences of policies and procedures covering, tax, accounting and financial management
  • Must be a certified and registered Audit firm and recognized by ACAR.

Submission Requirements

Terms and conditions for ‘supply and delivery:

  1. Proposal should be submitted by 18 February 2023. Proposal received after the specified deadline will not be considered.
  2. Quoted rate should include Tax and other applicable taxes & charges if applicable in remarks
  3. Payment will be made within 30 days after receiving goods and undisputable invoice.
  4. If you have any objection or expectation in payment terms, please clarify.
  5. The contract will be awarded as per WVC’s bid evaluation criteria
  6. WVIN reserves the right to reject any or all Proposal. The successful bidder or bidders will be notified at the earliest date possible.
  7. Payment will be made via online bank transfer and TDS will be deducted at source as per Cambodia Government rules and regulation.
  8. Supplier declare the consent and provide these documents along with RFP
  9. a certified copy of a certificate of business registration,
  10. certificate of incorporation, business license or similar document
  11. a certified copy of tax registration, tax clearance certificates or similar documents
  12. information on ownership structure (Name of directors of the company / Owner)
  13. last two years of audited financial statements or tax filing, or similar documents
  14. Sign Conflict of Interest disclosure showing any relationship with WV staff.
  15. Sign Supplier Code of Conduct
  16. Sign Behavior protocol for partner
  17. Sign Anti Corruption Policy
  18. Fill in and sign Supplier Registration Form
  19. Any contract resulting from this Request for Proposal shall be governed by and interpreted in accordance with the laws of Cambodia.
  20. WVC reserves the right to alter the terms of offer specified in the RFP Document, including the last date for submission of Bids.
  21. Sealed envelopes containing the quotes signed by the authorized persons, envelope should be clearly marked “Proposal for ANNUAL FINANCIAL AUDIT” addressed to the SCM Department, at National Office should be delivered at the aforesaid address or submit to email provided in the contact details on or before 05.00 Pm of 18 February 2023.
