SCOPE OF THE EVALUATION
Purpose of evaluation
This is an end of project evaluation focusing on the project’s performance and impact in Cambodia but may consider its regional effects. The evaluation will evaluate progress and achievements of the project towards its expected outcomes and outputs against OECD criteria (relevance, effectiveness, efficiency, and sustainability) as well as reviewing the project’s overall approach, its specific implementation methodologies, organisational set up, and functionality of the partnership between the implementing parties (WWF Cambodia, CamboDHRRA, and WHH). Moreover, the evaluation should identify gaps and shortcomings in the project’s design and approach to its implementation, which should be summarised in the final evaluation report under findings. Subsequently a set of actionable recommendations to address these findings should be issued to inform potential future MAP projects.
The final evaluation will take place when the project’s field implementation has been concluded. It shall therefore serve two purposes:
- accounting for the project’s outcomes vis a vis the project’s stakeholders, particularly its beneficiaries, as well as the donor.
- Provide learnings and recommendations for the design of a follow up project which is envisaged to build on this project’s achievements.
Time period to be evaluated
The assignment will evaluate the entire project duration from 1st September 2023 to 30th June 2025, while considering the project predecessor’s (KHM 1061) achievements, evaluations, and studies (market system analysis, MTR, smallholder profile study, etc.)

Bidder Eligibility
- Qualification(s), skills, and competencies
- At least a master’s degree in development studies, economics, partnership and networking, Agriculture, Climate Change
- Extensive expertise, knowledge, and experience in the field of evaluation of development initiatives related to sustainable agriculture and livelihoods
- A minimum of five years of experience working with NGOs, international organisations and donor institutions
- Proven track record in Monitoring and Evaluation, data collection, processing, and analysis
- Fluency in spoken and written English language
- Knowledge of Khmer language, culture, social norms and stands
- Advantageous Areas of Expertise/Experience:
- Thorough understanding of the political context in Cambodia
- Familiarity with the dynamics of the domestic and regional rubber sector
