The Cambodia Climate Change Alliance (CCCA) is soliciting proposals from qualified firms or consultant to create 2 videos showcasing and 1 booklet for project overall impact video, social media dissemination and booklet on the CCCA3 programme, as described in the attached Terms of Reference (ToR).

Cost Proposal:

Using the provided, budget template, Offerors shall prepare a price quote in a workable Microsoft Excel document (unlocked with intact formulas) specifying the unit price in USD for each service, the description, the quantity, and the total price of the services been offered in response to this RFP. A budget narrative should also accompany the cost proposal and must support item for item the cost estimates proposed in the budget.

Evaluation Criteria

CCCA3 will award the resulting subcontract to that Offeror whose proposal is deemed acceptable, and which offers the best value based upon the evaluation criteria below. In order for a bid to be deemed acceptable, it must comply with all the terms and conditions of the RFP. In addition, the successful bidder must be determined to be responsible. A responsible bidder is one who has the technical expertise, management capability, workload capacity, and financial resources to perform the work. CCCA3 may, at its discretion, reject all proposals.

Evaluation of the proposals will be based on the following parameters, in order of priority:

  1. Technical Approach – demonstrated evidence of a well-developed technical approach conducted by highly experienced staff.
  2. Technical and Management Capabilities – demonstrated evidence that the Offeror has sufficient capabilities, equipment and experience to responsibly implement the requested tasks and manage activities to meet the needs and specifications detailed by CCCA.
  3. Relevant Experience and Past Performance – record of creating video and successful delivery of similar services.
  4. Price of the Services
  • Offerors must complete the attached budget template and submit with their technical proposal, along with a budget narrative.

Submission of Proposals:

Proposal due date: 5:00 pm Phnom Penh time, September 08, 2024.

The date above may be modified at the sole discretion of CCCA3. Any changes will be published in an amendment to this RFP. Offerors’ proposals must remain valid for 60 days after the proposal due date.

Offerors must submit their proposals electronically by email provided in the contact details.

Offerors’ proposal submission emails must have the subject line: “Submission to CCCA3-RFP-001 – [agency/name] – Email [#] out of [#].”

Bidders shall not be reimbursed for any costs incurred in connection with the preparation and submissions of their proposals.

Submission Requirements:

Technical Proposal:

  1. Offeror’s approach in video production of (including editing, working with footages, trimming, transitioning, subtitling/captioning, framing, sound/music, etc) are described in ToR, including the schedule and implementation plan for the activities described in ToR.
  2. Technical and Management Capabilities – description of the Offeror’s management capabilities to implement the proposed tasks and activities. The Offeror must have sufficient capabilities, equipment, and experience to responsibly implement the requested tasks and manage activities to meet the needs and specifications detailed by CCCA3. Offerors should provide Position Title, Proposed Staff and a Brief Biography of the Proposed Staff/Team Member in the table below. Offerors may also submit resumes of proposed staff/specialists.
