PURPOSE OF THIS CONTRACT

Oxfam, in its capacity as the Secretariat, is launching a request for proposals for a website design and development for Social Protection for All (SP4ALL), a coalition of 19 strong NGOs and unions that work on social protection in the Kingdom.

The SP4ALL website is built to become a centre of knowledge hub, advocacy platform, research, and public outreach where information about our work, those of the government organisations, and policies surrounding Cambodia’s social protections are shared, made available, and accessible to the public.

The target audiences of this website include, but not limited to, the Royal Government of Cambodia, development partners, private sector, members of CSOs, intergovernmental organisations, students and academic community, and members of the press.

BACKGROUND AND CONTEXT

DECENT WORK AND INCLUSIVE SOCIAL PROTECTION SYSTEMs are critical to achieving gender equality and poverty reduction effort in Cambodia. Social protection has taken policy momentum in Cambodia. The Royal Government of Cambodia has recently initiated several social protection schemes, National Social Security Fund (NSSF) in particular, which greatly benefit apparel industry employees. Through this scheme, NSSF reported that in 2020 alone a total of 80,000 female garment workers received maternity allowances from the government which accounted for USD$7.9 million1.

The National Social Protection Council (NSPC) also reported that approximately 300,000 female workers both in formal and informal sectors, who have given birth in the past four years, between January 2018 to March 2022 benefited from cash support which accounts for US$30.1 million.

SCOPE OF WORK

This assignment covers the following specific tasks:

  1. The design and development of the website: This involves writing code using programming languages such as Python, HTML, CSS, JavaScript, and PHP to create the website's layout, functionality, and interactivity. More importantly, it should be a multilingual website where it should have been in EN/KH and other packages (e.g., design and development, a presentation and demonstration, etc., training plan)
  2. The detail maintenance plan and technical assistance until 31 December 2025,
  3. The hosting domain until 31 December 2025,

Please consider the following requirements for this assignment:

  • The website is responsive, clear, straightforward, but informative and easy to navigate. It should also be creative, innovative, results-driven and representative of SP4ALL’s work, its audiences and purpose,
  • The website must incorporate marketing materials (e.g., video, images, graphics) and reports without significantly adding to the loading time,
  • The website should be embedded with Google Analytic Tool to track visitors who arrived at the page (Or propose other tools that offers similar goal compared to Google Analytic),
  • The design of the structure and other pages should be engaging, easy-to-navigate and clear at communicating SP4ALL’s strategic works, expertise, and results to our visitors,
  • It’s recommended that the menu pages follow this structure: a) Home, b) About us, c) What we do, d) Resources, e) News, f) Partners, g) Contact,
  • There must also be a comprehensive search function and a subscription feature,
  • The website must be responsive to different devices and is optimised for search engines,
  • The security protocol (SSL certificate) must be deployed to protect the site and all media content; ,

Bidder Eligibility

  • The individual(s) and independent consultant team should have the following essential competencies:
  • The team leader should has proven academic credentials or tertiary education (e.g., Master or Bachelor’s degree in ICT, software engineering, etc., and web design) and work experience relevant to the assignment,
  • Technical knowledge and experience in applying design user friendly tool and informative website for various audiences, including person with vision impairment,
  • The individuals or firm should have a proven knowledge, success or track record in website design and development,
  • A demonstrated commitment to strengthen decent work, labour rights and inclusive social protection system in Cambodia through public outreach and information sharing.
