Context of the Study

Approximately 60% of Cambodia’s 15.5 million people live in rural areas and most of them rely on climate-sensitive sectors, mainly rain-fed agriculture, and natural resources to support their livelihood. Cambodia faces high disaster risks from flood and drought and ranks among the top ten vulnerable countries to climate change, resulting in an increased risk of yield loss or complete crop failure and thus reduced income and food insecurity. Rising temperatures and heatwaves negatively impact irrigation, leading to increased evaporation, greater incidence of pests and diseases and higher production costs. Women and other vulnerable people are affected disproportionally from the impact of climate change. This is primarily due to (i) lack of knowledge, (ii) limited access to climate resilient technologies and protection measures, (iii) imbalance of access to economic assets and decision-making power structures in the communities.  Irrigation plays a vital part in increasing agricultural production and recently has received much attention in terms of funding, infrastructure development and policy making. Lack of social cohesion and effective governance of irrigation systems often leads to their break down. Competition for water due to lack of coordination among farmers and unwillingness to pay for irrigation management/water as well as lack of knowledge about responsibilities compound the challenge.

Purpose of this assignment

This study is to look at the underlying governance aspects which need to be strengthened by the project—considering its objectives, to address challenges and bottlenecks. Specifically, the study will look at the following:

  • assess all relevant stakeholders at sub-national and national level, including civil society, government and private sector, focussing on their roles and responsibilities, capacities, interests, influence and power-dynamics (with special focus on the roles of women and vulnerable groups)
  • explore governance practice, processes, institutional & regulatory framework and
  • Propose strategies to involve stakeholders to better address bottlenecks and challenges identified and present a framework with indicators and feasible targets for the project Nurturing Climate Resilience (Nurture)

Location

Banteay Meanchey, Battambang, Odar Meanchey, Preah Vihea, Phnom Penh and home/office based.

Deliverables

  1. Questionnaires in English and Khmer on irrigation system management in the context of agricultural production
  2. Final report on the findings and results of the survey in English and Khmer, including recommendations for the selection of the four target provinces and specific target districts and all data and information collected
  3. Stakeholder map/power analysis on all actors in irrigation system governance and agricultural extension and market systems
  4. Suggestions for follow up studies to deeper analyse the power dynamics and governance processes within the intervention area and
  5. A list of potential governance indicators derived from a suitable monitoring system proposed by the study.

Bidder Eligibility

  • Required qualifications
  • Individuals, teams or firms are eligible to apply
  • Advanced university degree in political science, public administration and development studies, and other related fields
  • Experience in similar fields of assignment (i.e. baseline study, political economy analysis, water governance, solid waste management, etc.)
  • Knowledge and experience in public sector reforms (i.e. decentralisation and de-concentration reform, public administration reform, public finance reform) in South East Asia and in particular in Cambodia
  • Knowledge and experience in gender mainstreaming and gender transformative approaches
  • Knowledge and experience in CCA/DRR mainstreaming approaches
  • Knowledge and experience in multi-stakeholder engagement
  • Excellent English proficiency, and Khmer language
  • Capacity to deliver outputs in a timely manner.
  • Excellent written and verbal communication skills in Khmer and English

Submission Requirements

Interested applicants are requested to submit the following documents:

  • Technical proposal: The consultant’s understanding of the Terms of Reference. Clear and elaborate work plan.
  • Financial proposal in USD with applicable tax clearly identified: The daily rate of trainers/staff and the anticipated level of effort (number of days). Note: Expenses such as accommodation, per diems, incidentals and transportation are the responsibility of the consultant and should be part of the budget / quotation.
  • Work samples: 2 recent work samples, ideally similar staff capacity building.
  • CV of consultant (including full name, telephone numbers, e-mail address, physical address). Description of capacity of any complementary staff.
