PURPOSE OF THIS CONTRACT

Oxfam in Asia Regional Platform implements Oxfam’s Global Objectives and Asia Strategic Framework and provides vision, strategic direction, and oversight for localised leadership, long-term development, humanitarian response and advocacy in Asia. The Regional Platform ensures effective program, financial, and human resource management while upholding gender justice and feminist principles for Oxfam’s work in Asia.

PROJECT BACKGROUND AND CONTEXT

Oxfam’s Mekong Regional Water Governance Program (MRWGP) focuses on inclusive and equitable water governance, addressing climate change, water security, and social accountability. MRWGP oversees regional projects funded by DFAT and SDC, ensuring sustainable water governance across Cambodia, Thailand, Lao PDR, Vietnam and Myanmar. The Mekong Inclusive Water Resources and Climate Resilience Project (IP3) (2025-2029) integrates water governance and climate resilience for regional policy impact. The program aims for - More sustainable and resilient livelihoods of riparian communities in the Mekong Sub-region and prioritises three interconnected pillars.

JOB PURPOSE

Mekong IP3 identifies the need for a Communication Consultant to support communication services needed in the Program Management Unit (PMU) in the delivery of the current communication priorities that support program delivery. The assignment is a periodic engagement spread over an initial fourteen months between November 2025 to December 2026.

This arrangement is to cover the following key delivery:

IP3 Project information design in form of leaflet, project stand-posters - Provide the technical communication design layout support to IP3 project comms products. Ensure that the comms products are in compliance to Oxfam image and visibility policy and that of the back donors.

  • As the IP3 project moves into the implementation phase from October 2025, it is essential to make available ether project key communication piece in form of Left lets and Stand posters that could be used to visualize the IP3.
  • Support team in producing communication outputs in line with the revised Communication Strategy (going to develop during IP-3 inception phase)
  • Produce and/or coordinate production of creative multimedia content (photographs, short films, info graphics).

Ongoing Program Social Media Channels content development and management

  • Provide routine updates of social media content post onto the Oxfam Mekong Regional Water Governance Program Facebook, YouTube, and X account.
  • Coordinate with thematic leads and partners to ensure content creation captures the IP3 project priorities
  • Monitor coverage of key Oxfam issues in regional media and track Oxfam media hits.

Photography and imagery collection – where Oxfam IP3 is orgnaising event, provide the photography imagery and/or short video clips as agreed in advance with the event organiser.

Deliver capacity building for IP3 country and implementing partners staff in communication. The Topic could include Story writing, Storytelling, Photography, how to make social media content meaningful and interactive.

Bidder Eligibility

  • CONSULTANCY PROFILE REQUIREMENTS
  • At least 10 years experience in communications, media and design work preferably in natural resources, climate, Gender and youth engagement in the Mekong region or similar
  • Demonstrated skills and expertise in multi-stakeholders’ engagement and policy dialogues in the Mekong context are preferred.
  • Proven photography, videography, creative design skills from an inclusive, GEDSI and Feminist lens
  • An understanding of gender equality, disability, and social inclusion issues, and experiencing applying them in communications, imagery, and social media content development
  • Able to work against deadline and deliver result to meet the programmatic needs.

  • Ability to demonstrate sensitivity to cultural differences and gender and diversity issues, as well as the commitment to equal opportunities.
  • Ability to demonstrate an openness and willingness to learn about the application of gender/gender mainstreaming, women’s rights, and diversity for all aspects of development work.

  1. A proposal outlining an indicative methodology and timeline to complete the consultancy (2 pages)
  2. A high-level budget indicating fixed and variable costs, including local enumerators and interpretation costs during field data collection (1 page)
  3. A brief response against the selection criteria as set out in the ‘Requirements’ (2 pages)
  4. Brief CV of all team members relevant to the ToR to be involved in the consultancy.
  5. Examples of similar or relevant work undertaken to illustrate analytical and writing skills.
