Announcement Description

The Ministry of Public Works and Transport (MPWT) has received financing from the World Bank toward the cost of Water Supply and Sanitation Improvement Project (WaSSIP), and intends to apply part of the proceeds toward payments under the contract for Construction of Secondary and Tertiary Sewer Networks, Pumping Stations, and Household Connection in North-East and North-West Zone in Siem Reap City.

The Project Executing Agency, MPWT (CMU-2), now invites sealed Bids from eligible Bidders for Construction of Secondary and Tertiary Sewer Networks, Pumping Stations, and Household Connection in North-East and North-West Zone in Siem Reap City, located in Siem Reap City, Siem Reap Province. The construction period is 12 months.

Bidding will be conducted through the international competitive procurement procedure using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers”, dated July 2016, revised November 2017 and August 2018 (“Procurement Regulations”), and is open to all eligible bidders as defined in the Procurement Regulations

Submission Requirements

Interested eligible Bidders may request further information, if any, from the Project Executing Agency – MPWT, Mr. Saly Chetra, Procurement Officer, email during office hours from 8:00 a.m. to 12:00 p.m. and 13:30 p.m. to 17:30 p.m. at the address given below (specified in paragraph 9).

The Bidding Document in English can be obtained for free of charge by interested eligible Bidders via the Google Form link: the link. Any difficulty accessing the bidding document, do make a written request to Mr. Saly Chetra, through the email address given above (specified in paragraph 4).

Bids must be delivered to the address below on or before 09 May 2024 at 15:30 (Cambodian Local Time). Electronic bidding will NOT be permitted. Late Bids will be rejected. The outer Bid envelopes marked “ORIGINAL BID”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below (specified in paragraph 9), 09 May 2024 at 15:30 (Cambodian local time). All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in the safe custody of the Employer until the second public Bid opening.

All bids must be accompanied by a Bid Security of 200,000 USD.

Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
