Vitamin Angels (VA) is a public health non-profit working to improve nutrition and health outcomes in low-resource settings worldwide. We strengthen, extend, and amplify the impact of our partner organizations to reach the most nutritionally vulnerable groups – pregnant women, infants, and children – who are underserved by existing systems. VA uses an implementation science (IS) approach to improve access to proven interventions, optimize implementation outcomes, and promote health equity.

In Cambodia, preventative Vitamin A Supplementation (VAS) began in mid-1990s as part of the health system’s National Immunization Days for children 6-59 months. This has now been integrated with routine immunization campaigns. However, while coverage of VAS has increased over time, there are districts with wide variations in 2-dose coverage through the national supplementation programme. In 2002, a national deworming initiative was also initiated with the Cambodian Ministry of Health (MoH), implemented at health centers and schools targeting school-aged children. While there are coverage data available, more information on programme delivery, barriers to uptake, and quality of VAS+D programmes in locations with low coverage is needed.

VA seeks to strengthen the Vitamin A and Deworming (VAS+D) programs among children under-five in Cambodia. VA is seeking an agency or consultant to support an in-depth assessment (i.e., landscape analysis) to identify barriers, constraints, and opportunities for improving VAS+D coverage, and strengthening overall implementation of the programs in the country.

Objective

Gain an in-depth understanding of the Vitamin A and Deworming policies and programs in Cambodia, including their coverage and quality, and make recommendations for improvement.

Scope of Work

The agency will work closely with the Vitamin Angels team to support the following activities:

  1. Desk review of the nutrition situation for children under 5, existing policies and guidelines related to child nutrition including supplementation, and implementation of existing VAS+D programs (including delivery platforms).
  2. Synthesis of the latest evidence on Vitamin A deficiency (VAD) and intestinal worm infections among children under 5 in Cambodia.
  3. Prevalence of vitamin A deficiency / STH infections nationally and by region (if data available).
  4. Coverage of programs including the VAS+D distribution campaigns.
  5. Conduct a stakeholder assessment to identify key stakeholders, conduct key informant interviews to understand perspectives of government and civil society on gaps and opportunities to strengthen VAS+D programs, and provide insights for communication/engagement moving forward.
  6. Consensus-building workshop to share and discuss findings, and collectively identify priority actions to strengthen VAS+D coverage and quality.

Deliverables

The selected agency will provide to Vitamin Angels the following deliverables:

  1. Outline of final report
  2. Draft of report
  3. Final version of report incorporating VA feedback
  4. PPT presentation summary of high-level findings and recommendations
