Rabies Community and Surveillance Awareness Coordinator

This role is an expansion of the existing rabies control programme, covering both the community awareness and surveillance components. It works in close alignment with the school education programme to strengthen its outcomes, while extending community engagement into the informal and private-sector networks most directly connected to dog bite risk and rabies exposure. The role combines two linked functions: supporting government-led community awareness programme delivered through public health authorities and supporting Integrated Bite Case Management (IBCM) by helping connect community-level reporting of bite incidents and suspect rabid animals with the surveillance team.
Duties & Responsibilities:
- Government-led Community Awareness Programme Oversight
- Coordinate with CDC-MoH and the Provincial Health Department (PHD), Health Operational District (OD), Village Health Support Group (VHSG) and other project stakeholders.
- Support adjustment and development of IEC (information, education, communication) materials tailored to community and school audiences.
- Coordinate with PHD to deliver training for OD into conducting the training for Commune Committee for Women and Children (CCWC) and Village Health Support Group (VHSG)
- Work closely with OD to support and monitor VHSG conducting the rabies awareness raising in the communities
- Support PHD in collecting, compiling, and analyzing project data and track agreed project indicators and targets.
- Support organization of coordination meetings and field monitoring visits.
- Support documentation of project activities, success stories, lessons learned, and best practices.
- Work closely with Mission Rabies Communications officer to increase rabies awareness raising in social media platform and harvest the achievement from the communities.
- Support project visibility activities and communication products by encouraging stakeholders in sharing project updates through official channels.
- Direct Community Engagement
- Work with Communications Officer to disseminate information within local community
- Build relationships with private-sector actors: NGOs, private veterinary clinics, private medical clinics, and animal welfare groups.
- Engage with public health workers and veterinary workers to increase the report of dog death/kills/bite by communities
- Engage informal dog-owner networks, including community caretakers, breeders
- Engage occupational groups with elevated bite-exposure risk (e.g., delivery riders, waste collectors, market vendors).
- Engage directly with police, village chiefs, and other local authorities.
- Identify and help formalize partnerships with animal welfare NGOs and community-based organizations to extend outreach.

Work History:
- Education or community outreach for 3 years
Skills & Knowledge:
General & Technical Skills
- Competent technology skills, including Microsoft Office and Google Workspace.
- An understanding of the Cambodian education system or community work
- Clean criminal record and ability to obtain a police background check within the first month of employment.
- Previous work experience with schools in Cambodia or the Ministry of Education, Youth and Sport (MoEYS), Provincial Health Department (PHD) or community work or coordination with local authorities is considered an asset.
Soft Skills
