ADB and Clickable Impact Consulting Group are supporting Cambodia’s Techo Startup Center (TSC) to implement a three-year (2026–2028) Digital Adoption Initiative (DAI). Year 1 focuses on improving digital adoption among MSMEs in tourism. Year 2 expands to food processing. Year 3 will cover a third sector to be confirmed. Geographic focus includes Phnom Penh, Battambang, Siem Reap, and Kampot province.

This assignment aims to conduct a mixed-methods study combining desk research, qualitative fieldwork, and quantitative surveys. The present Terms of Reference relate exclusively to the quantitative survey component, which will be outsourced to a qualified local research firm.

The quantitative survey will generate structured, comparable data to complement qualitative insights and inform the design of practical, demand-driven digitalization services targeting women-led MSMEs.

Summary

Objectives

The primary objective of this assignment is to collect and analyze quantitative data on the digital adoption, usage, constraints, and needs of women-led and women-owned MSMEs operating in selected sectors in Cambodia. The survey results will be used to inform the development of digitalization support services, training programs, and outreach strategies implemented by TSC with support from Clickable Impact.

Specifically, the assignment seeks to produce cleaned datasets and basic analytical outputs that identify patterns in digital tool usage, barriers to adoption, and priority support needs across sectors and locations. In addition, the research firm will prepare a concise analytical summary highlighting key findings and their implications for program design.

Scope of Work

The research firm will implement a structured quantitative survey covering a total of 300 MSMEs, including 150 enterprises in the tourism sector and 150 enterprises in the food processing sector. The sample will be drawn from Phnom Penh, Siem Reap, Battambang, and Kampot, ensuring an approximately equal representation of women- and men-led enterprises (around 50/50).

Across both sectors, the sample composition will align with Cambodia’s MSME structure, comprising approximately 30% micro enterprises, 40% small enterprises, and 30% medium enterprises, to support robust size-based analysis of business performance and digitalization. The sample will prioritize MSMEs that have been duly registered or are in the process to be formalized, and will be distributed proportionally across the identified provinces, with a difference of no more than 50% between Phnom Penh and any of the other three provinces.

The tourism sector includes MSMEs from subsectors such as accommodation, tour operators, travel agents, food and beverage, and tourism support services, while the food processing sector would focus on MSMEs around semi-processing (cold chain), processing, and market/retail subsectors.

Eligibility

  • The selected research firm must demonstrate proven experience in conducting quantitative surveys among MSMEs in Cambodia.
  • Registered and operating in Cambodia for a minimum of 3 years.
  • Familiarity with women-led enterprises, digital adoption issues, and/or the tourism or food processing sectors will be considered a strong asset.
  • The firm must have the operational capacity to deploy enumerators across multiple provinces within a short timeframe and demonstrate competence in digital data collection tools.
