About Project

Safe Migration Cambodia (SaMiCa II) Project: This project aims to combat human trafficking and other exploitative forms of migration by providing prevention, protection, and reintegration services, as well as through enhanced stakeholder coordination. Co-funded by the UZH Foundation, the project operates in two border regions: Poipet (Banteay Meanchey province) and Kamrieng, Phnom Prek, and Sampov Loun districts (Battambang province). In this current phase, the project integrates the Graduation Approach to support vulnerable households, especially youth in migratory contexts - by offering alternative livelihood opportunities that enhance economic self-reliance and resilience. By doing so, it aims to reduce dependency on precarious labour migration, addressing root causes of exploitation and human trafficking. The Graduation Approach focuses on poverty reduction interventions, including consumption support, life skills and technical training, continuous coaching, access to savings, and job support.

Project Officers (Coaches) (1 Position)

Position Summary

About the Position

Purpose of this position: The key functions of this position is to play an important role to ensure the support of 25 vulnerable youth and families through coaching and training and counselling support, ensure monitoring and reporting of this support process and support the day-to-day operation of a job center

Location:

Kamrieng Sub-Office, Battambang province and may include some missions to other two districts of Sampov Loun and Phnom Prek.

Work Quota: 100% [full time]

Line management and team:

This post holder is under the direct supervision of the Programme Officer and works closely with other team members at the sub-office level. She/he will also provide support (upon request) to the Project Manager of the SaMiCa II Project.

Expectations - Duties, Responsibilities
  • One-On-One Coaching (70%)
  • Conduct regular home-to-home visits to provide youth with one-on-one mentorship/coaching and establish a strong relationship based on trust.
  • Tracking and monitoring their individual progress based on livelihood development plans
  • Follow up on youth’s wellbeing, attendance and specific needs
  • Encourage project participants to set goals for themselves and help them to navigate obstacles along the way
  • Jointly with the respective youth, develop an individual livelihood development plan with realistic steps for the future
  • Life Skills Training & Practical Sessions (15%)
  • Taking the role of a classroom assistant to support experts including health professionals, financial advisors and WASH professionals in conducting life skills training sessions for vulnerable youth
  • Assist in practical sessions that provide networking support to help youth get access to support services such as bank accounts, legal documents and the public employment center 
  • Support and monitor households in the establishment of saving groups to enhance their financial inclusion and resilience
  • Schedule for the expert between client/ beneficiary for the individual counseling.
  • Job Center (5%)
  • Assisting in daily operations in the public job center in Kamrieng sub-office, which links job seekers to job opportunities and facilitates the enrolment of low-skilled youth in vocational training programs
  • Supporting creative promotional activities to increase awareness of the services at the employment center
  • IGA (5%)
  • Follow up with Income Generating-Activities (IGA) of beneficiary
  • Conduct regular monitoring and evaluation their business progressing
  • Other Duties (5%)
  • Know, understand and apply internal regulation and compliance
  • Maintain good relationship with partners and stakeholders, ensuring effective information flow and communication with other stakeholders
Requirements - Skills, Qualifications, Experience
  • Education and Training:
  • Bachelor’s degree in social sciences, Social Work, Psychology, Development Studies or any other field related to the position 
  • Key Skills:
  • Excellent presentation, facilitation and organizational skills  
  • Ability to build relationships of trust and relate to and adapt communication style to suit a wide range of youth
  • Exceptional interpersonal skills, empathy and sensitivity when working with youth
  • Ability to apply recognized counselling methods and techniques
  • Passion to build the confidence and resilience of vulnerable youth and empower them to seize new opportunities
  • Working knowledge of both written and spoken English and Khmer
  • Teamwork, initiative and learning new things are important to you 
  • Strong command of Word, Excel, Microsoft, Microsoft Teams 
  • Occupational / professional experience and other necessary knowledge:
  • Minimum 2 years of experience in community development, counselling or coaching and work experience with young people, and migrants or marginalized population.
  • At least 1 year of experience working for an NGO
  • Work experience in monitoring and evaluation is an asset 
  • Knowledge about the Graduation Approach is an asset

  • Experience working with youths is desired/prioritized
