ABOUT THE OPPORTUNITY
Internews is seeking a project officer candidate for a project that aims to strengthen the diversity of trustworthy news and information sources in Cambodia. The Project Officer will report to the Deputy Chief of Party and provide strategic support and oversight on a variety of tasks, including project management, donor reporting, donor relations, proposal development, and communications. Regular trips within the country for project implementation and supervision may be required.
LOGISTICS
This position will be based in Phnom Penh, Cambodia.
This is a limited-duration position, with an anticipated term of 4-5 years.
- Provide overall program management support to ensure a smooth implementation of program activities;
- Support the development and implementation of annual workplans for USAID-funded and/or other projects;
- Develop and track program activities, workplans, deliverables and timelines;
- Liaise with program partners to oversee and support the safe implementation of activities;
- Monitor project progress, identify and address any potential problems;
- Provide reporting on all aspects of grant management to donors as needed;
- Carry out research in support of ongoing projects and new initiatives as requested;
- Cultivate and strengthen relationships with local partner organizations and ensure that implementation is responsive to the needs of partners and beneficiaries;
- Write quarterly, final and/or other donor-required reports and ensure they are submitted on a timely basis;
- Represent Internews at conferences and events when needed;
- Build and sustain relationships with donors;
- Other duties as assigned.

- Minimum four years of experience in project management – experience in a non-profit media development organization a plus
- Advanced university degree required
- Khmer language fluency required
- English language fluency (in speaking, reading, and writing) required
- Demonstrated interpersonal skills including diplomacy, tact, and the ability to negotiate
- Excellent communication skills: speaking, writing, and listening
- Proven ability to set priorities and manage time effectively
- Proven analytical and problem-solving ability

- Knowledge of Cambodian media landscape and working experience in media is desirable

Monitoring, Evaluation, Research and Learning Officer

ABOUT THE OPPORTUNITY
Internews is seeking a Monitoring, Evaluation, Research and Learning officer candidate for a project that aims to strengthen the diversity of trustworthy news and information sources in Cambodia. Reporting to the Deputy Chief of Party and working closely with the Regional MERL manager, the MERL Officer will design, manage, and implement monitoring and evaluation systems for the project. The MERL Officer will work with project staff, project partners and Internews’ regional MERL team to collect data from activities and prepare regular reporting on MERL.
LOGISTICS

- Design a Monitoring, Evaluation, Research and Learning Plan that measures and tracks progress towards outputs and expected outcomes outlined in the results framework of the projects;
- Develop MERL tools required to collect necessary MERL data for the project;
- Develop internal tracking systems to maintain MERL data in an organized, secure, and easy-to-understand way;
- Provide MERL capacity building and technical support to partners and grantees;
- Support the collection, verification and reporting of MERL data from key partners, grantees, mentors, and technical specialists required in the MERL plans in compliance with donors and Internews' data quality standards;
- Input all required MERL data into donors’ online systems as required by the project agreement;
- Hold Monitoring, Evaluation, and Learning check-ins with relevant staff members and use feedback to adapt the MERL plans and data collection system accordingly;
- Coordinate with partners and grantees to ensure their timely submission of the MERL data and examples of project impact that meet Internews' and donor standards for quality, detail and clarity;
- Support the design and implementation of baseline/end-line assessments and other surveys according to the approved workplan;
- Assist the project directors and other project staff in producing regular, timely and accurate narrative reports (including MERL data) per donor guidelines;
- Work closely with project, regional and HQ staff to revise the reports as necessary;
- Respond to requests from donors and HQ staff about MERL data, methodologies, and examples of project impact from various target partners promptly and accurately;
- Support the production of project communications materials and success stories as per donor requirements and Internews' internal standards in conjunction with other project staff as required;
- Other relevant MEL duties may be assigned

- Bachelor's degree in evaluation, social science, development, or related field OR equivalent professional experience. Master's degree in relevant fields with professional training in MERL preferred.
- Proven professional experience in the field of performance management for social development activities and/or media. Experience working with USAID-funded projects is highly desirable.
- Experience in conducting both qualitative and quantitative data collection and using MERL database systems.
- Experience in managing research and evaluation conducted by consultants and contractors
- Experience working with and providing MERL technical and/or capacity building support to media outlets in Cambodia.
- Experience in using relevant MERL and communications software, such as Excel, Dedoose, Kobo, etc.
- Experience in conducting relevant evaluation and research methodologies and approaches such as content analysis, organizational capacity assessment, and outcome harvesting is an advantage, but not required.
- Knowledge of data management processes and tools.
- Fluency in Khmer language required.
- Fluency in English is required, including excellent English writing skills at a publishable standard.
- Sensitivity to cross-cultural dynamics in the workplace and experience providing technical support to a cross-section of staff and local partners.
- Detail-oriented with strong analytical and information management skills.
- Must be self-reliant, resourceful, good problem-solver, good humored, and flexible.

Media Specialist

ABOUT THE OPPORTUNITY
Internews is seeking a Media Specialist for a project that aims to promote the diversity of trustworthy news and information sources available to Cambodians. The Media Specialist will report to the Deputy Chief of Party and provide substantial services and support to Internews Network Cambodia to implement the program.
LOGISTICS
This position will be based in Phnom Penh, Cambodia.
This is a limited-duration position, with an anticipated term of 4-5 years.
- Provide technical assistance to local partners on media sustainability, journalistic skills, and other capacity development required to support a strong and resilient independent media ecosystem in Cambodia;
- Design, implement and deliver training activities to enhance journalism skills, journalism ethics, and other capacity development for citizen journalists and professional journalists;
- Build and maintain relationships with journalists, media outlets, and CSOs in Cambodia;
- Build and maintain relationships with relevant Cambodian government bodies, including the Ministry of Information, Ministry of Interior, National Committee for Sub-National Democratic Development (NCDD), and other institutions;
- Provide input to regular progress reporting, including quarterly, annual, and final reports as required by donors; This may include collecting data, inputs and information from partners
- Required to produce reports, coordinating with other Internews Network Cambodia team members to produce reports as well as writing and editing reports;
- Continuously update DCOP and COP on upcoming activities and trainings;
- Represent Internews at internal and external project-related networking events when needed;
- Understanding of and demonstrated commitment to upholding Internews’ Core Values.
- Have a bachelor’s degree from an accredited university in relevant fields, including media and communications or other social sciences;
- Have at least 5 years’ work experience with media or media development organizations, including strong technical skills and knowledge in journalism and media training;
- Have excellent communication skills, teamwork abilities, and ability to work in high-pressure situations;
- Have strong social media, video and web design experience;
- Be familiar with digital security protocol, online media landscape and have a strong network within the media ecosystem in Cambodia;
- Be detail-oriented with strong analytical and data management skills;
- Have experience managing community programming;
- Be able to work collaboratively with a diverse staff;
- Experience with USAID procedures a plus;
