Bandos Komar’s programs are supporting to children’s education in preschool, primary school and lower secondary school and promote sources of income of community in rural areas. Project Officer

Position Summary
Duties & Responsibilities:
  • Project Planning, Implementation, and M&E
  • Develop and implement detailed work plans (weekly, monthly, quarterly) and budgets.
  • Coordinate cashew production, processing, and marketing activities in targeted areas.
  • Conduct baseline and ongoing assessments of cashew farming and livelihoods.
  • Monitor project activities and track progress using participatory M&E tools.
  • Facilitate the collection and documentation of success stories, lessons learned, and case studies.
  • Produce accurate and timely narrative and data-based reports (monthly, quarterly, annual).
  • Technical Support and Capacity Building
  • Provide technical training and coaching to farmer groups on cashew cultivation, pest management, organic practices, post-harvest handling, and value addition.
  • Strengthen producer groups and cooperatives to enhance collective production and market accessibility
  • Support business planning and linkages to local and regional cashew markets.
  • Coordinate field demonstrations and exposure visits for farmers.
  • Stakeholder Engagement and Coordination
  • Establish and maintain good relationships with local authorities, agriculture offices (PDAFF), commune councils, village chiefs, and private sector actors.
  • Collaborate with relevant NGOs, traders, processors, and cashew buyers.
  • Mobilize communities and farmer groups to participate in project activities
  • Community Empowerment and Sustainability
  • Facilitate the establishment of sustainable cashew-based livelihoods in the community.
  • Promote gender inclusion, indigenous rights, and youth participation in project activities.
  • Support the development of farmer-led solutions and indigenous knowledge sharing
  • Help communities plan for project sustainability beyond the implementation phase
  • Child Protection and Safeguarding
  • Ensure awareness of child protection and safeguarding policies in project sites.
  • Promote safe environments for children in all project-related activities.
  • Other Duties
  • Participate in staff meetings, project reviews, and coordination forums.
  • Perform other duties assigned by the PM or PPM.
Expected Profile of Candidates
Qualifications:
  • Bachelor's Degree in Agriculture, Agronomy, Rural Development, or relevant field.
Work History:
  • Agricultural or livelihood projects for 2 years as a minimum
Skills & Knowledge:
General & Technical Skills
  • Experience with cash crop production, especially cashew, is a strong advantage.
  • Experience working with ethnic minority groups and remote communities.
  • Strong technical skills in cashew cultivation and post-harvest processing.
  • M&E and report writing skills.
  • Budget tracking and financial planning.
  • Ability to use Microsoft Office and data tools.
Soft Skills
  • Good facilitation, training, and coaching skills.
  • Good communication, problem-solving, and teamwork skills.

Field Facilitator

Position Summary

Location: Pursat Province (Field Based, Bakan & Kandieng district)

Duties & Responsibilities:
  • Project planning, implementation and monitoring and evaluation:
  • Assist PPM to provide the project orientation to DoEYS/DTMT, CCs, communities / schools / SMCs / Children Council and other relevant actors.
  • Participation in strategic and programs/project development, especially provide inputs / data and information relevancies.
  • Manage the IBE &ECCD program within her/his target area assigned to make sure the project well function and achieved the target results.
  • Work closely with SD/DoEYS/schools/community to share work plan and ask them to support at the ground.
  • Regularly collected and recoded keeping/data entry into system all concerning project data related, Timely conduct M&E data collection tools in target schools, community and other stake holders Data entry into M&E system prepared by technical teams
  • Develop annual, quarterly, monthly work plans and narrative report based on BK/donor format and update together with other staff.
  • Facilitate community and concerning stakeholders to collection the concerning information/data by using the participation approach and make a document of those data are collected and submit to line manager on timely manner,
  • Facilitate community and concerning stakeholders to priorities their needs/issues and to submit to line manager on timely manner,
  • Facilitate and empower SD, SMC, Children Council, Children Club, community and concerning stakeholders to implement the project activities, monitoring and engage them to get involved in the project evaluation,
  • Mobilize and engage families, community, teachers, including children and representatives of marginalized groups are involved in the whole cycle of project management.
  • Establish the collaboration/relationship with local authority and concerning stakeholders:
  • Build close relationships and actively learnt within partner communities, through home visits, school visits, staying overnight in community, attending community social events, etc.
  • Establish or actively network with other stakeholders, and facilitate to establish the communities network, for advocacy, resource mobilization and contribute to project implementation,
  • Close communicate and encourage village chief, DoEYS, SD, SMC, CPSC, CPG, Commune Councils and community to seek support from them for supporting to the project and encourage them to get more accountable on the project,
  • Establish the good collaboration/relationship with other BK's field staff for project activities integrating if any,
  • Capacity building to community:
  • Coordinate/facilitate community, commune council, SD, SMCs, children council, teachers and other concerned stakeholders/CBOs to identify their training need and prioritize,
  • Facilitate and make a series on capacity building to above concerning people/groups, through collaboration with technical staff and other concerning actors,
  • Actively participate with the team in its region and other areas and including providing feedback, reflection and learning from each other.
  • Learning within community/school:
  • Facilitate community/teachers/SDs/SMCs/CCs/CPSC to define the process/mode of monitors and indicators for learning from each other and encourage them to monitor the project activities at the ground,
  • Facilitate community, village chief, SMCs, SDs, CCs, teachers, etc., to collecting and analyzing the information and priority the needs/issues and then try to make the solution with them and seek support from the project if any related,
  • Facilitate and motivate community to share their knowledge and experiences that have been done in the previously.
  • Child Protection Deliverable Outputs:
  • Inform children, parents and communities on a regular basis about child protection (CP).
  • Inform children, parents and communities on a regular basis about CP risks related to project activities.
  • Ensure all information about children is kept and disposed of safely in accordance with Bandos Komar CP procedures.

Expected Profile of Candidates
Qualifications:

Work History:
  • Education "IBE&ECCD" field and related fields for 2 years as a minimum

  • Good knowledge about the education sector "IBE &ECCD" and integration project.
  • Good knowledge of communication.
  • Good knowledge of organizing, leading, and managing project
  • Knowledge of computer operation on Micro-Soft Office
  • Good knowledge about RRA/PRA/PLA tools
  • Good knowledge about gender/child right and child development
  • Good knowledge about community development concept
  • Knowledge in English language
  • Experience working with commune, district, children, school directors, SMCs, Children Council, teachers and including other CBOs
  • Hands-on experience in participatory approaches and empowerment to community
