The Health Action Coordinating Committee (HACC) is a national network of civil society organizations working in the health sector in Cambodia. Established in 1995, HACC has played a significant role in coordinating and strengthening collaboration among non-governmental organizations (NGOs) working on HIV and AIDS. Since early 2017, HACC has expanded its mandate to cover general health issues, responding to the evolving health needs of communities across Cambodia. As a unique health-focused NGO network in the country, HACC serves as a key platform for information sharing, coordination, and collective action among NGOs, civil society actors, and contributes to the strengthening of community systems for more effective responses to health challenges in Cambodia.

Position Summary

Project Background and Purpose

HACC is currently seeking a Project Officer to be based in Khsach Kandal Operational District (OD), with occasional travel required to the project site. This role involves supporting the implementation of the Civil Society Leadership in Mobilizing for Better WASH (CLIMB) project, which is funded by the Swedish International Development Cooperation Agency (SIDA) in collaboration with WaterAid Cambodia. The project is being executed within the Khsach Kandal OD of Kandal Province.

The CLIMB project is a partnership program that includes API, CDPO, KHANA, and HACC, with the objective of mobilizing civil society organizations to advocate for enhanced Water, Sanitation, and Hygiene (WASH) services. This initiative calls upon duty-bearers to fulfill their commitments and collaborate to eradicate the water, sanitation, and hygiene crisis.

The primary purpose of this position is to (i) support and coordinate the implementation of the project, (ii) strengthen civil society leadership, facilitate networking among partners and stakeholders and (iii) contribute to advocacy efforts that enhance accountability and access to quality WASH services at both the community and operational district levels.

Location Base: Khsach Kandal OD, Kandal Province, Cambodia

Probationary Period 3 months

Duties & Responsibilities:
  • Project Implementation Coordination:
  • Coordinate in the implementation of the CLIMB activities in Khsach Kandal, Kandal province
  • Facilitate community scorecard, citizen monitoring, and interface meetings.
  • Assist in organizing public forums, dialogues, and feedback mechanisms.
  • Support the formation and strengthening of Community Accountability Facilitation Teams (CAFT).
  • Coordinate with Commune Councils, Health Centers, Schools, and other service providers.
  • Support in organizing and facilitation for the training on ISAF tools, social accountability, and citizen participation while supporting the capacity building of local NGOs, CSOs, volunteers, and community leaders.
  • Provide coaching and mentoring to CAFT members and community monitors
  • Manage and support field exchange or monitoring visits
  • Community and Stakeholder Coordination and Advocacy:
  • Liaise with Provincial/District Administrations, Provincial Health Department, Operational District, Health Centers, NCDD, Line Departments, and partners.
  • Build strong working relationships with local authorities and service providers.
  • Coordinate with NGOs, CBOs, and development partners.
  • Promote citizen awareness on public services, budgets, and rights.
  • Support advocacy initiatives for improved service delivery.
  • Facilitate community participation in planning and budgeting processes.
  • Monitoring, Evaluation, and Reporting:
  • Assist in coordinating data collection for any study or assessment
  • Collect data on ISAF implementation and community feedback.
  • Monitor progress against project indicators and work plans.
  • Prepare monthly, quarterly, and annual activity reports.
  • Document lessons learned, best practices, and success stories.
  • Support the Implementation process of community-led monitoring (CLM)
  • Administration, Logistics and Finance:
  • Support activity planning, budgeting, and logistics.
  • Prepare the request and clearance of project activities.
  • Maintain proper documentation and filing systems.
  • Assist in procurement and financial reporting when required.
Expected Profile of Candidates
Languages:
  • Khmer - Good
  • English - Good
Qualifications:
  • Bachelor's Degree in or master’s degree in public health, Social Sciences, Development Studies, Public Administration or related fields.
Work History:
  • Experience in community development, governance, or social accountability for 2 to 3 years as a minimum
Skills & Knowledge:
General & Technical Skills
  • Experience working with NGOs/CSOs in Cambodia.
  • Familiarity with ISAF mechanism, WASH, Climate Change, Decentralization, or public service delivery is an advantage.
  • Experience working at the community level is highly desirable.
  • Strong facilitation and communication skills.
  • Good report writing skills in Khmer and English.
  • Ability to work independently and in a team.
  • Good coordination and networking skills.
  • Proficiency in MS Office (Word, Excel, PowerPoint).
  • Willingness to travel frequently within the project site

Project Volunteer

Position Summary

Objective

To offers a motivated individual an exciting opportunity to gain practical experience in community development, social accountability, and advocate key stakeholders for WASH initiatives. In addition, it will support the implementation of the CLIMB project and contribute to administrative and financial activities.

Reporting to: Networking Coordinator

Duration 9 months

This internship is designed to provide hands-on experience in project coordination, community engagement, and public health initiatives within the context of a significant civil society project. It offers an excellent opportunity for growth, learning, and contributing to meaningful change in Cambodia’s health sector.

Duties & Responsibilities:
  • Project Implementation Support:
  • Working closely with Networking Coordinator to execute all activities of the project
  • Help organize and facilitate the community activities within the project site
  • Assist in the formation and strengthening of Community Accountability Facilitation Teams (CAFT)
  • Participate in field visits within the project site.
  • Administrative and Logistical Support:
  • Assist in the documentation and filing of project-related records
  • Help with invitation tasks and basic financial reporting as needed
  • Assist in coordinating and communicating with key stakeholders.
  • Assist in organizing any meetings, workshops or training courses to be organized by the project.
Expected Profile of Candidates
Languages:

  • English - Good
Qualifications:
  • Undergraduate Degree in or recent graduate in Public Health, Social Sciences, Development Studies, and or related field.
Skills & Knowledge:
General & Technical Skills
  • No prior professional experience required, but any volunteer or internship experience in community development, manage project budget, social accountability, or public health is a plus.
  • Interest in WASH, community empowerment, or NGO work is desirable.
  • Worked with Commune / Sangkat, Provincial Health Department, Operational District and Health Center as in assets
  • Strong communication
  • Basic proficiency in Microsoft Office (Word, Excel, PowerPoint)
  • Be able manage on accountant tasks for preparing the cash advance and cash clearance for any meeting/ training/ workshops or forum
  • Good writing in Khmer and English
  • Willingness to travel to project sites as required.
