LOCATION Based in Phnom Penh with regular travel to the provinces where iDE operates in Cambodia
PURPOSE
Transforming Lives is a new program funded by Latter Day Saints Charities (LDSC) and implemented by a consortium of partners that includes iDE, Helen Keller International (HKI), and Vitamin Angels (VA). Project activities are anticipated to start in the second quarter of 2024. The project manager will be responsible for managing the day-to-day implementation of the iDE Cambodia component within this consortium with other ad-hoc responsibilities. This project will include nutrition-sensitive interventions in the agriculture and food systems and WASH sector, along with support for participating micro, small, and medium enterprises and complementary social behavior change communications (SBCC) campaigns.
WORKING RELATIONSHIPS
The project manager will report directly to iDE Cambodia’s Country Director and will indirectly report to the iDE Global Senior Director, Nutrition Program. The project manager will also coordinate with other internal stakeholders (e.g, iDE Cambodia agriculture, Innovation Lab, SHE, and WASH leadership), consortium partners, and external stakeholders (e.g., private and public sector partners).
DURATION
The initial duration for this position is one year with a high likelihood of extension based on a combination of performance and project continuation. Successful candidates will be subject to a 3-month probationary period.
COMPENSATION
The salary for this position is subject to negotiation based on experience and capacity with a target range of $2,000 - $3,000 per month gross base salary. Additional benefits are based on iDE policy (please inquire for more details).
- Project Management Responsibilities
- Coordinate with the directors of technical units and their teams in planning, implementing, monitoring, and adjusting the project interventions and activities;
- Facilitate cross-intervention learning and synergistic coordination as well as the leveraging new opportunities that arise during project implementation;
- Ensure high quality, on time project implementation across all participating technical teams;
- Provide strategic direction and support to field teams, partners, and public and private sector in operating project interventions as per plan and adopting the plan as needed;
- Oversee annual work-plan preparation, implementation, and adaptation, facilitating monthly progress assessments and quarterly strategic reviews and adjustments.
- Throughout the project lifecycle, facilitate adaptive management routines, spaces, and processes across technical teams and with relevant stakeholders;
- Help team identify and resolve technical and administrative challenges in a participatory and collaborative manner;
- Support the program Monitoring Evaluation, Research, and Learning (MERL) Manager in planning and implementing project’s MERL activities, including timeline information management and utilization for the purposes of project management, evidence based decision making, and progress reporting.
- Coordinate with the Communication Officer for the project related communications, externally and internally, and knowledge management initiatives; and
- Maintain relationships and coordinate efforts with consortium partners and with the donor, as needed.
- Budget Management and Reporting
- Manage project’s budget, including financial management, oversight, distribution across intervention areas, budget utilization rate, and revision if needed;
- Maintain the project’s cash flow by coordinating with the Finance department;
- Generate required financial reports, both internal and donor-facing;
- Write, edit and finalize the technical and narrative reports per donor requirements by coordinating with various technical units and iDE Global team; and
- Oversee the audit-related processes according to donor requirements and organizational policies and internal control and compliance.
- Other Responsibilities
- Backstop intervention managers and represent interventions in internal and external meetings as needed;
- Attend various external events and workshops, representing the project and iDE; and
- Perform other duties related to the project and iDE’s wider operations as needed.
- Supervisory Responsibility
- During the first year of this project, intervention areas will be led by other technical units within iDE Cambodia, specifically the Agriculture, Innovation Lab, SHE, and WASH teams. The Project Manager will play more of a coordination role than a supervisory role with these technical unit leads. As the project evolves, the Project Manager may begin to directly supervise a wider team.
- The Project Manager will directly supervise one MERL Manager.
- QUALIFICATION AND SKILLS
- Graduated from university with a degree in nutrition, food security, agriculture, international studies, or any other related disciplines - generalists welcome;
- Minimum three years’ experience in project management, budget management, MERL and reporting, ideally within the development sector - private and public sector experience welcome; and
- Essential skills and experiences include:
- Strong coordination experience, including internal and external team coordination;
- Familiar with donor-funded and government-supported development initiatives;
- Knowledge and understanding of agriculture, climate and resilience, WASH, nutrition, waste management, and/or entrepreneurship is an asset;
- Comfortable and capable working with people from diverse backgrounds and cultures; and
- Excellent interpersonal communication skills and strong English and Khmer language skills, both written and spoken.

Monitoring, Evaluation, Research & Learning Manager

The postholder will be responsible for planning, implementing, managing, and evolving the MERL system for Transforming Lives plus other initiatives funded by LDSC. Additionally, the postholder will also be responsible for general MERL support of iDE Cambodia’s progress on our Moonshot strategy and GESI initiatives with a dotted line of report to the Global team.
WORKING RELATIONSHIPS
The MERL Manager will directly report to the Transforming Lives Project Manager and coordinate MERL activities with internal (e.g., MERL focal points for iDE Cambodia’s agriculture, Innovation Lab, SHE, and WASH teams) and external (e.g., M&E focal points for HKI and VA) stakeholders. Additionally, the MERL Manager will liaise iDE Global MERL and GESI teams regarding the Moonshot and GESI strategy implementation, coordinate efforts with all iDE Cambodia project teams as needed.

- Transforming Lives and other LDSC-funded projects MERL management (75%)
- Design, implement, manage, and evolve comprehensive MERL frameworks, plans, processes, and tools for LDSC-funded projects, including Transforming Lives, adhering to the institutional standards and industry best practices;
- Provide strategic guidance to LDSC program team on data analysis, outcome achievement, goal setting, and progress by collecting, analyzing, organizing, visualizing, and sharing qualitative and quantitative data to assess program impact and effectiveness;
- Implement data quality assurance measures to ensure data accuracy for the LDSC program;
- Facilitate the integration of learning and feedback mechanisms in programmes adaptation management, both in program design and implementation phase;
- Contribute to donor reporting, including narrative and financial reporting, as assigned by the Project manager;
- Support knowledge management within the program; and
- Carry out other duties and responsibilities as assigned by the supervisor.
- Moonshot and GESI initiatives (25%)
- Track and report indicators and progress related to the implementation of iDE Cambodia Moonshot and GESI initiatives, including collecting, analyzing, organizing, visualizing, and sharing qualitative and quantitative data from relevant projects;
- Serve as Moonshot and GESI reporting liaison between iDE Cambodia leadership and iDE Global MERL and GESI teams;
- Undertake Moonshot and GESI-relevant assignments as assigned by iDE Cambodia’s Senior Management Team (SMT) (e.g., facilitate learning exchanges between in-country teams and between countries, generate case studies or learning notes, and present progress at in-country team meetings);
- Update the Moonshot and GESI indicators relevant for iDE Cambodia’s Scorecard (i.e., key indicator summary card); and
- Support Global MERL and GESI teams when ad hoc assignments arise.
- QUALIFICATION AND SKILLS
- Graduated from university with a degree in international development, data science, informations technology (IT), or other related fields;
- Minimum 3 years experience in full-cycle project MERL (experience in managing MERL in nutrition, agriculture, entrepreneurship, social and behavior change communication, and/or WASH is an advantage);
- Demonstrated experience with developing, managing, and improving MERL, MEAL, MEL, or M&E systems, especially the development and management of dynamic databases (preferably cloud-based systems - prior experience is an asset, but not essential);
- Demonstrated experience in data analysis and presenting through visualizations to different audiences;
- Experience delivering MERL-related training and capacity development for various stakeholders;
- Demonstrated proactive problem-solving; and
- Excellent oral and written communication,Khmer and English.
