People in Need (PIN) is a Czech non-profit, non-governmental organization that has been implementing relief and development projects in crisis regions around the globe over its twenty-year history. PIN is an international, non-profit organization providing humanitarian and development assistance in over 20 countries worldwide. PIN draws on extensive past experiences and lessons learned across development, emergency and post emergency contexts to design, implement and monitor quality programming.

PIN-Cambodia began operations in the country in 2008 and providing both development assistance and humanitarian aid. PIN has implemented programs in various sectors such as health care, WASH, disaster risk reduction, green energy, urban resilience, vocational training and livelihood development. Programming is run through the head office located in the capital, Phnom Penh. Currently, PIN is actively implementing programs across three thematic areas, including early warning systems for disaster mitigation, supporting a green transition in aqua-fishery sector, and market driven vocational training.

Position Summary

Line Manager: Program Manager

Location: Phnom Penh with frequent trips to other provinces

Duration: 12 months with possibility of extension

Starting date: 01st October 2025

Salary: Gross salary, based on experience and skills (Following Internal Salary Scale)

About the position

The project manager will support the implementation of two projects awarded to People in Need.

  1. The first project, funded by the European Union through the SWITCH-Asia grants programme, is the Accelerating Sustainability in Cambodia’s Agri food System (ASCA). The overall goal is to support the development of a sustainable agri-food system in Cambodia by implementing circular economy principles and resource-efficient practices. This will help reduce greenhouse gas emissions and foster economic growth in rural areas. The specific aim is to accelerate the decarbonization of agricultural value chains in Cambodia by promoting the use of carbon-based fertilizers, Green Agriculture Technologies (GAT) among rural MSMEs, and the valorization of food waste.
  2. The second project, funded by the European Union and Germany’s Federal Ministry for Economic Cooperation and Development (BMZ), is the Cambodian Partnership for Sustainable Agriculture Value Chains and Food Systems (CAPSAFE). The aim is to enhance the sustainability, competitiveness, and inclusivity of the cashew nut and pepper value chains. To achieve this, PIN will partner with service providers specializing in sustainable agriculture to broaden their market reach and introduce innovative green technologies to Agri-MSMEs. This collaboration will drive improved performance across the targeted value chains.

Expectations - Duties, Responsibilities
  • Project Management:
  • In close cooperation with PIN’s team and our partners (private sector, NGO, government), ensure that the ASCA and CAPSAFE projects are implemented with the desired quality, on time and according to planned indicators (as specified in the contract between PIN and the donor and contracts between PIN and our partners)
  • Prepare and maintain realistic workplans (monthly quarterly and annual) through joint consultation with the project team
  • Oversee the implementation of the project by supporting the team to implement the activities as outlined in the project proposal
  • Work in close cooperation with the selected partners, preparing and maintaining realistic development plans for activities
  • Identify any bottlenecks and problems in project implementation and develop appropriate solutions through consultations with the project team and partners.
  • Cooperate closely with the finance department to supervise and plan the spending of the project budget, and prepare financial forecast and plan, and ensure spending is in line with the plans (through using Navision)
  • Supervise and plan projects’ related procurement (incl. requesting for derogations/ exceptions if necessary), and ensure the correct contract templates are utilized and approved (prior to any payments) for any contracts that need to be developed (which includes regular use of ELO)
  • Conduct regular and frequent field visits in the project implementation areas
  • Ensure strong coordination with our partners in the sector and line ministries and the sharing of lessons learned and best practices between our partners
  • Ensure proper implementation of the Complaint Response Mechanism across PINs energy projects.
  • Responsible to write qualitative reports to the donors.
  • Human Resources Management:
  • Ensure HR plans and staff Job Descriptions and contracts are regularly updated as needed, and that recruitment is planned in advance
  • Support the professional growth of PIN and partners’ staff, and help ensure minimum staff turnover
  • Conduct regular staff evaluations, and the provision of constructive feedback to them, and sharing the findings with the line manager and HR manager
  • Ensure all project staff has a clear personal development plan and regularly follow up on this with them
  • Enable a positive, open and flexible working environment for the project staff.
  • M&E and Reporting:
  • In collaboration with M&E officer regularly update and maintain M&E frameworks, and indicator tracking tools for the projects, and ensure that M&E data is being regularly reflected on and used as part of an adaptive management system.
  • Provide support to the local partners and implementing teams in writing project related reports
  • Support the Program Manager in preparing high quality narrative reports to PIN donors on time
  • Support the Finance Manager in preparation and review of financial reports
  • Plan and supervise project related surveys and evaluations measuring the impact of PINs work against its planned objectives.
  • Fundraising:
  • Maintain positive and constructive relations with current PIN donors and partners
  • Identify new opportunities for expansion of PIN’s (primarily agriculture, renewable energy, income and environment protection-related) market development programs based on clearly identified gaps and needs
  • Conduct needs assessment, consultations and other research exercises leading to development of new proposals
  • Work with the Program Manager to prepare project proposals, budgets, workplans and logframes.
  • Visibility and Communication:
  • Prepare visibility and communication plans for all projects and follow them up regularly
  • Prepare press releases, social media and website updates as needed
  • Organize project related events: opening/ handing over ceremonies and ensure medias presence
  • Ensure widespread distribution of PIN research papers, studies, evaluations, manuals, etc.
  • Other:
  • Adhere to PIN internal policies, procedures, regulations and code of conduct
  • Ensure that all resources are used to achieve the most cost-effective outcomes for the project and for the organization
  • Participate in further development and application of PIN’s L&E Program strategy, PIN Cambodia’s Strategic Plan, and PINs international sector strategies
  • Ensure that cross-cutting issues of gender and environment protection are addressed within the project
  • Contribute to good project team spirit and personal relations
  • If any significant aspect of the projects need to be implemented in a different way than as is specified in the contracts, consult the change with the CD in advance
  • Other tasks as assigned by Program Manager (including technical support to other livelihood projects where needed, with assessments and surveys, and with coordinating project visits).
Requirements - Skills, Qualifications, Experience
  • Bachelor’s Degree in International Development, Economy, Agriculture Engineer, and or a close field
  • Minimum 3 years of experience in project management (preferably in INGOs)
  • Knowledge / experience working on green technologies, agricultural projects, etc.
  • Experience collaborating with national and subnational government authorities
  • Ability to work with team members with different backgrounds and to effectively manage staff
  • Ability to work independently and meet deadlines
  • Fluency in English and Khmer, verbal and written
  • Proactiveness and ability to learn quickly
  • High ethical standards and ability to endorse principals of confidentiality, commitment to and understanding of PIN’s aims, values and principles.
