Project Manager (1 Position)
The position is for Inclusive Livelihood Project
- Get familiar with the Inclusive Livelihood Program whose goal/impact is the realization of social inclusion with participation in and access to all areas of life, and strengthening of the rights of persons with disabilities (psycho-social, social and physical disabilities) and with chronic diseases in an inclusive society throughout Cambodia.
- By negotiating and facilitating improved access to governmental and nongovernmental support programs,
- By intensifying networking and advocacy work to influence National Policy frameworks,
- By improving and professionalizing social work services and social work training standards with a focus on community-based promotion of inclusion.
- Prepare new proposals with the guidance of the Programs Director; planning and reporting (quarterly, six-monthly, annually, and completion) to be submitted to the Siem Reap Provincial Programs Director.
- Prepare project activity, budget plans and conduct regular monitoring visits to the project.
- Build good relationship with the likeminded NGOs, PDRD, PHD, Disable People Associations/Networks, P. Education, CCwC, Provincial Vocational Training Office and local authorities.
- Promote integration of ID Poor 1 and 2 families and other vulnerabilities including mental, physical, social and emotional.
- Strengthen Social schemes and all welfare systems available in Cambodia and facilitate their access. Promote the access to Disability cards, ID Poor cards, NSAF and access to loans.
- Promote integration of cross cutting themes of Gender, Rights Based, Environment, and Child Protection in the project management cycle.
- Strengthen the saving and credit activities of the MHG and upgrade office bearers’ capacity with promotion of PwD to leadership positions.
- Direct and guide project staff to implement project activities through the strengthening the MHG structure for awareness of PwD Rights, access to Education, access to livelihood activities and vocational training in compliance with program objectives, approaches, and guidelines.
- Manage project budget according to Caritas financial policies and procedures.
- Monitor the progress of project implementation to ensure that it is achieved based on timeframe, budgeting, and objectives and provide feedback to project staff.
- Prepare monitoring plan and report to be submitted to Provincial Programs Director
- Develop with National PME relevant monitoring tools, MIS and provide coaching to livelihood project staff, social workers and vocational skills trainers.
- Conduct workshops, forums with schools, local authorities, commune councils, disable people associations on Inclusive Livelihood program.
- Provide on the job training and coaching to project staff to sharpen their capacity and skills. Conduct staff performance appraisal and prepare staff development plan and submit to Human Resources Department.
- Ensure high degree of Accountability, Responsibility and Transparency.
- University degree in Agriculture/Agronomy/Rural Development, Social Sciences or equivalent field.
- Minimum 5 years’ experience in Social Inclusive Livelihood development including vocational trainings with NGO/INGO
- Strong ability in project and financial management and supervisory skills.
- Strong ability in Planning, Monitoring, Reporting.
- Analytical skills and problem-solving skills.
- Ability to achieve work according deadlines
- High commitment to work with the poor and sensitive of people’s perspective.
- Skilled in formation and strengthening of grass roots level people institutions (MHG)
- Supervising and guiding the team - Leadership quality.
- Good communication and interpersonal skills.
- Excellent written and spoken skills in English and Khmer.
- Computer literacy (Word, Excel, Power Point, Internet and Email).
- Willingness to travel frequently to the target villages.
Center Facilitator (1 Position)
The Center Facilitator is responsible for the coordination and management of general building security, safety, maintenance, and the welfare of occupants in the center. They will also oversee the day-to-day activities in the center, including cleaning, waste disposal, and repair of facilities.
- Ensure a clean environment and greenery in the Center by overseeing the day-to-day activities in the center, ranging from cleaning, waste disposal, and repair of facilities as needed. Lead daily activities involving all youths, survivors, clients, and staff.
- Ensure the safety of the Center, including survivors, youth, clients, and staff.
- Promote healthy activities for youth, survivors, clients, and staff.
- Oversee the opening and closing of the center to regulate center entrance/exit.
- Oversee the safety of the center, ensuring emergency exit signs are visible and the building is free of hazards.
- Oversee the maintenance and repair of building facilities in the center, such as electrical installations and plumbing fixtures.
- Manage all office facilities and utilize them as much as possible.
- Coordinate and manage general security, safety, hygiene, maintenance, and welfare of occupants in the center.
- Inform the admin when there are broken lights or any other defects at night for them to fix during the day.
- Ensure safety and report to the line manager in case of inappropriate behavior or unknown people.
- Provide recommendations and advice to the line manager on strategies and steps to take to ensure the smooth running of the building property in the center.
- Coordinate room arrangements during preparations for conferences or other major events.
- Participate in staff meetings to provide insights useful in making appropriate decisions for proper building management.
- Build good teamwork, good communication, and good cooperation among project staff and youth groups.
- Work with the Administrator to record asset and logistic arrangements.
- Process the write-off of material/assets to clear the stock.
- Perform other duties assigned by the line supervisor.
- Bachelor Degree or equivalent field.
- At least 1 year of experience working with center management.
- Proven facilitation and analytical skills.
- Skill in formation and strengthening youth and survivors.
- Willingness to work with survivors, vulnerable children, and youth.
- Organizational skills.
- Teamwork skills.
- Technical know-how on water or electricity fix/repair.
- Good interpersonal and communication skills.
- English and computer skills are assets.
School Development Facilitators (1 Position)
To communicate, build trust and organize community members, Provincial Department of Education (DoE), School director, school teacher, school committee, community group and other school partners to involve them in development and implementation of activities that will create community self-reliance using Caritas model and approach.
- Facilitate, provide technical assistance, resource mobilizing and planning with DoE, School director, school teacher and education partners to promote OOSC have received primary education with improved quality and relevance.
- Work closely with OOSC children and his/her families too.
- Regular monitor project activities in target schools and household who received support from the project.
- Coordinate and facilitate the training on the appropriate education sector, agriculture technical skills, income generation activities, and agri-businesses for small farmer holders.
- Build relationship and learn actively within community partners, local government, with provincial, district department of education youth and sport officers, school principals, teachers and children Mobilize the vulnerable people to take up collective activities for their community.
- Stay overnight in the target villages and conduct regular monitoring and household visit to the project site for collection result chain of project activities.
- Working closely with Team Leader to development operation plan (quarterly, monthly) and writing monthly project activities report submit to Team Leader.
- Prepare and write document modules and lessons of good practitioners.
- Provide good image of school work to the community and partners.
- Promote team spirit to achieve the vision, mission, and goals.
- Communicate with relevant stakeholders (NGOs, UN, Gov’t) for sharing and reflection and build up networks.
- Sharing of good practice to the project team work.
- Participate in the staff meeting.
- Other duties assigned by supervisor.
- University degree in education, agriculture and or rural development or other equivalent.
- At least 2 years experience working in community development in the rural area
