Role Overview:
The Project Manager will oversee the overall implementation of the project, ensuring that all activities align with the project objectives and strategies. This role will involve coordination with stakeholders, research and studies, communications, strategy design and technical inputs on retroffiting and passive cooling solutions, capacity building and M&E.
Duties: Oversees the entire project, ensuring alignment with objectives and coordination with stakeholders. In absence of a project team member, the project manager will take the missing staff’s roles.
- Project Coordination: Lead the planning, execution, and monitoring of project activities, ensuring timely delivery of outputs.
- Stakeholder Engagement: Act as the primary point of contact, on behalf of ED, for and build linkages with constructive communication and engagement between all stakeholders, including government agencies, academics, SMEs, financial institutions, local authorities, CSOs and community members. In collaboration with all partners to co-lead and co-facilitate workshops, conferences, meetings, etc.
- Technical Oversight: In collaboration with lead partner and partners, provide technical guidance and inputs, as well as other contributions, on energy-efficient retrofitting and passive cooling practices and solutions, studies, ensuring alignment with national policies and climate goals.
- Capacity Building: In collaboration with lead partner and partners, support the mobilisation for the training of craftsmen and SMEs on energy-efficient retrofitting techniques.
- Scaling and Replication: Support and contribute to the project’s lead and partner to develop strategies for scaling the project model to other urban areas in Cambodia.
- Reporting and Documentation: (i) Prepare planning for regular progress monitoring and reports, and develop and implement data collection tools and methodologies to monitor project activities and outcomes; (ii) analyse data to assess the effectiveness of retrofitting solutions in improving thermal comfort, reducing energy consumption, and lowering greenhouse gas emissions; (iii) prepare detailed M&E and narrative reports, including progress updates, impact assessments, and recommendations for improvement; (iv) collect feedback from stakeholders, including households, SMEs, and financial institutions, to inform project adjustments; (v) produce reports, case studies, stories of changes, etc., to prove project outcomes and impacts; and (vi) contribute to knowledge management among the whole project, partners and stakeholders.
- Budget Management: Monitor project expenditures and ensure efficient use of resources and high transparency.
- Organisational Operation: Contribute to organsiational management and resources mobilisation including HR management, organisational strategy implementation, fundraising, implemantation of all relevant compliances, including GEDSI, child protection, PSEAH, fraud control, etc.
- A Cambodian national (female, people with disability and people with diverse SOGE are encouraged).
- A degree or a specialisation in Environmental Science, Development Studies, Green Architecture, Civil Engineering, Urban Planning, Energy in Building or a related field.
- Minimum of 7 years of experience in project management, preferably in environmental education, renewable energy, climate resilience, or sustainable development.
- High competency in planning and implementing M&E’s tasks.
- Knowledge of passive cooling and energy efficiency solutions or practices, particularly at residential environment (preferable).
- Experience in strategic thinking, strategy design, and bahavior change communications.
- Experience in KAP survey and other researches and studies.
- Strong understanding of Cambodia’s climate policies, and environment and energy efficiency frameworks.
- Good working background with Cambodian Government institutions, finance and banking sector, and construction sector.
- Excellent communication, stakeholder management and interpersonal skills
- Proven ability to work as a good team member and lead a team.
Community Engagement Officer

Role Overview:
The Community Engagement Officer will be responsible for fostering community participation and ownership of the project. This role will focus on ensuring that communities are engaged, informed and understood about retrofitting and passive cooling solutions and that behavior change campaigns are effectively implemented.
Duties: Focuses on community mobilization, behavior change campaigns, and ensuring community ownership of retrofitting and passive cooling solutions, research and studies and M&E.
- Community Mobilization: Engage with local communities and stakeholders to raise awareness about the benefits of environmental conservation, energy-efficient retrofitting, passive cooling and thermal comfort, as well as environment.
- Behavior Change Campaigns: Design and implement user-centered behavior change campaigns to promote the adoption of environmental friendly and energy-efficient practices.
- Demonstration Activities: Coordinate the establishment of 3 demonstration sites to showcase the effectiveness of retrofitting solutions.
- Feedback Collection: Gather feedback from community members to ensure that retrofitting solutions meet their needs and preferences.
- Capacity Building: Support the training of craftsmen and SMEs by facilitating and organising community workshops and engagement sessions.
- Monitoring and Evaluation: Assist in activities progress tracking, documentation, such as case studies or successful stories development, data collection and monitoring of community-level outcomes, ensuring that the project is meeting its objectives.
- Knowledge Sharing: Document lessons learned and best practices to support the scaling and replication of the project model and develop communication products and materials; and cooperate with Project Manager to lead or organise knowledge sharing and stakeholder engagement activities.
- A Cambodian national (female, people with disability and people with diverse SOGE are encouraged).
- A degree in Social Sciences, Community Development, Environmental Studies, or a related field.
- Minimum of 4 years of experience in behaviour change communication, communication, multi-stakeholders engagement, and education and awareness, preferably in environmental education, energy efficiency, climate change or climate resilience projects.
- Strong interpersonal and communication skills, coordination and engagement skills, with the ability to work effectively with diverse communities in Cambodia
- Experience in designing and implementing behavior change campaigns
- Ability to design, develop and produce communication materials, including digital, printed and video materials
- Proficiency in using relevant communication and design equipment, software or tools.
