Project Manager

Position Summary

Term: Rolling 12-month contract with a probationary period of 3 months. The contract will be extendable based on satisfactory performance preceding the contract assessment.

Duties & Responsibilities:
  • Project Management & Implementation
  • Provide overall leadership and management of project implementation, ensuring alignment with the Project Design and Monitoring Framework (DMF), work plans, and budgets.
  • Oversee implementation of all core project programs and components, ensuring activities are delivered on time, within scope, and to the required quality standards.
  • Ensure integration of gender, social and environmental safeguards considerations across program activities.
  • Stakeholder and Beneficiary Coordination
  • Liaise closely with the Executing Agency (EA) and Implementing Agencies (IA) to ensure effective coordination and alignment with the wider project structure.
  • Serve as the main focal point for coordination with relevant stakeholders on day-to-day project management matters.
  • Monitoring, Reporting, & Financial Tracking
  • Prepare and submit timely and high-quality project reports to relevant stakeholders, including Asian Development Bank (ADB), the Ministry of Economy and Finance (MEF) in accordance with agreed reporting schedules.
  • Ensure accurate documentation of project progress, challenges, risks, and mitigation measures.Support the preparation of review missions, audits, and evaluations, and follow up on agreed actions and recommendations.
  • Financial and Administrative Oversight
  • Oversee project planning, budgeting, and financial management in coordination with the EA/IA and financial management teams.
  • Ensure compliance with ADB and government procurement, financial management, and safeguard policies.
  • Monitor use of project resources to ensure efficiency, transparency, and accountability.
Expected Profile of Candidates
Qualifications:
  • Bachelor's Degree in or Master’s degree in Project Management, Business Administration, Economics, or a specific technical field relevant to the project sector.
Skills & Knowledge:
General & Technical Skills
  • Minimum of 5 years of experience in managing large-scale development projects, with at least 3 years in a Team Leader or Project Manager role.
  • Proven experience with Asian Development Bank (ADB) procedures, specifically regarding the Project Design and Monitoring Framework (DMF), reporting cycles, and mission support.
  • Demonstrated ability to work effectively with government Executing and Implementing Agencies (EA/IAs) and the Ministry of Economy and Finance (MEF).
  • Strong knowledge of donor-funded financial management, budgeting, and procurement guidelines (compliance with ADB/Government SOPs).
  • Practical experience in implementing and monitoring social, environmental, and gender safeguards within a project context.
