Women Peace Makers (WPM) is a leading local organization working on the intersectional issues of gender and peacebuilding in Cambodia. Founded in 2003, WPM envisions a peaceful and gender just society where everyone, regardless of identity and ability, can reach their full potential and live free from violence. To achieve that, WPM works to support the empowerment of women and youth, transform conflict, and prevent violence by providing creative tools and space for dialogue, deeper understanding and strategic intervention into issues of gender and peace. Today’s WPM is the culmination of over two decades of actions and learnings in the field. We explore inter-sectional issues and intervene in areas where we can positively contribute to positive transformation by developing interventions that incorporate gender and peacebuilding elements, informed by theory and critical analysis of issues that the people we serve wish to change, transform, learn from, or replicate in their communities. We also serve as a knowledge hub, taking our lessons to others that might benefit from them in their own contexts, including communities, local organizations, and government bodies. Known for using innovative conflict transformation approaches, WPM works with all actors and seeks to build relationships, seek out window for transformation, and provide space to foster more listening and understanding. WPM is grounded in its approach and community voices inform all of its continued learning and strategic directions. Currently, WPM works at the local level with grassroots communities and youth networks, at the national level with civil society and key stakeholders, and at the regional level with other NGOs, universities and gender and peacebuilding networks. Position Overview

The Project Manager works closely with the Gender Program Manager and its project team to effectively and efficiently lead, coordinate, ensure quality assurance, and deliver outcomes and results of WPM’s project entitled: “Girls in Stronger Action! Empowering Girls and Young Women to Learn, Share, Create and Lead for Gender Equality in Cambodia” (GISA). Implemented in Stung Treng and Rattanak Kiri provinces, this project aims to contribute to achieving the Sustainable Development Goals (SDGs), especially Goal 5 on gender equality and women’s empowerment. The Project Manager will supervise the project coordinators and field officers, and work closely with partners, stakeholders, and communities to achieve the intended outcomes. The Project Manager will serve as an effective team player to support the work of WPM towards achieving its core mission and in becoming a leading voice in the areas of gender and peace.

Duties & Responsibilities:
  • Project Leadership and Management Responsibilities
  • Support and collaborate with the consultant in implementing Result 3 focusing on promoting gender equality, especially youth leadership through citizen journalism, mentorship, and digital advocacy.
  • Lead and guide adolescent girls and young women (AGYW) in organizing policy dialogues and advocacy initiatives aimed at advancing gender-transformative actions at both sub-national and national levels under Result 4 “Girls-led network organize dialogues to promote gender transformative action”.
  • Oversee the implementation of activities that ensure families, caregivers, and communities actively support young people's participation and practice gender-responsive parenting.
  • Support the project field staff in implementing activities to empower adolescent girls and young women with knowledge and agency for collective actions and evidence-based advocacy.
  • Ensure the effective and timely implementation of all activities of the GISA project, including providing training, facilitation, and coaching to the targets, etc., in line with the strategic objectives, logframe, work plan, and within the project budget approved
  • Ensure that all activities implemented within its scope of responsibility, including project expenditures, are transparent and made following WPM’s policies and in compliance with donor guidelines and requirements.
  • Ensure effective team management, provide support, supervision, and build capacity to the GISA Team as needed to ensure effective GISA project management and implementation
  • Proactively identify monitor, and mitigate operational and programmatic risks, including those related to political sensitivity, cultural norms, gender-based violence, and the possibility of early marriage.
  • Serve as a focal point for WPM’s networks (such as NGO-CEDAW, etc.)
  • Contribute to problem-solving and provide consultation on emerging issues faced by the project and communities.
  • Monitoring, Evaluation, and Reporting Responsibilities
  • Regularly monitor project activities, the project’s M&E system, ensuring that quality data and relevant information are collected for reporting
  • Ensure project reports are produced with quality and submitted on time
  • Track and analyze projects’ performance, expenditures, procurement, and report on any possible or current blockers or risks
  • Lead the documentation of lessons learned, best practices, and success stories for internal learning and external sharing.
  • Properly file and maintain project documentation in an organized system.
  • Track and analyze the changes project scope, project schedule, and project cost, and be able to suggest improvements to all the above
  • Facilitation, Documentation, Communication, and Partnership Responsibilities
  • Co-lead the development of training curriculum, session planning, and training manuals for the project
  • Represent the project in coordination meetings, forums, and advocacy events at local and national levels.
  • Facilitate multi-sectoral collaboration to empower women and promote gender equality
  • Create and maintain comprehensive project documentation and formulate creative and effective ways to present the project results to target audiences
  • Document and follow up on important actions and decisions made during meetings and other project-related gatherings.
  • Maintain good relationships with donors, partners, WPM networks, and target communities/audiences to ensure smooth project and WPM activities.
  • Represent WPM in national and international workshops, conferences, meetings, and networking events.
  • Other duties
  • Provide translation and administrative support as needed to make transactions run smoothly
  • Work with and build team spirit to ensure an effective and positive workplace and culture
  • Keep oneself updated and well-aware of work-related news, concepts, policy, and other information through reading, listening, and meeting with relevant people.
  • Support organizational learning and innovation by sharing insights and contributing to cross-project collaboration.
  • Contribute to WPM’s advocacy and communication efforts related to gender and peace.
  • Uphold WPM’s values and principles in all interactions and activities.
  • Perform other tasks as assigned by the Leadership Team.
Expected Profile of Candidates
Languages:
  • Khmer - Fluent
  • English - Fluent
Qualifications:
  • Bachelor's Degree in a related field, law and gender study is a plus
Work History:
  • At least of experience in managing complex development projects, preferably in the field of gender equality, youth empowerment, or women's rights for 5 years
Skills & Knowledge:
General & Technical Skills
  • Demonstrated ability to manage multisite projects, lead, and mentor multi-cultural teams
  • Experience in delivering training and facilitation at various levels
  • Proven experience in using participatory approaches and applying Gender Transformative Approaches (GTA) in project design, implementation, and monitoring, evaluation and reporting.
  • Experience working with youth, especially adolescent girls and young women
  • Basic budgeting skills and understanding of budget management
  • Good organizational skills, reporting and writing skills, and effective data-gathering skills
  • Good understanding of basic M&E concepts, results-based and rights-based framework
  • Excellent verbal and written communication in English and Khmer
Soft Skills
  • Be passionate about gender, feminism, and women’s issues
  • Strong focus on delivering concrete outcomes and results.
  • Be proactive in anticipating priorities without direct supervision
  • Good interpersonal skills and self-confidence to ensure effective communication and representation of WPM in diverse audiences and settings including adolescent girls, indigenous communities, local authorities, and national partners.
  • Personable, with an excellent attitude and strong people skills
  • Demonstrate a quality as a team player and be able to work independently
  • Ability to multitask and willingness to travel
  • No previous history of child abuse, crime, or sexual harassment
