Project Manager (1 Position)
Purpose of this position:
The Project Manager Safe Migration Cambodia leads the overall implementation of the SaMiCa 2 project, ensuring the timely and high-quality delivery of project results in accordance with approved project documents, budget, and donor requirements. The Project Manager will provide strategic direction, manage the project team and oversee all aspects of the project, including planning, implementation, financial management, reporting, and Monitoring, Evaluation, Accountability, and Learning (MEAL). Additionally, the Project Manager will act as the thematic focal point for migration and supporting technical improvements and ensuring the alignment of project activities with government and donor strategies.
Work Quota: 100% [full time]
Line Management and Team:
- The job holder is subordinate to the Country Director.
- The job holder supervises direct 3 Programme Officers and indirect 4 Project Officers and focal communication person with project partners and relevant stakeholders.
- High Quality Project Cycle Management (40%)
- Project Planning: In collaboration with Country Director, Deputy Country Director and other relevant staff develop and plan an appropriate and effective strategy and mechanisms to deliver designated project timely and with high quality through SMART log-frame indicators/targets through annual workplans and periodic and implementation plans.
- Project implementation: Implement the project in careful coordination with- and suitable involvement of relevant stakeholders. Provide project strategic direction and solutions to address the challenges and needs for project implementation of partners (Damnok Toek and NCCT)
- Staff management: Coach, mentor, train and supervise field staff in order to develop their personal and professional skills, knowledge and understanding of projects goals, objectives and project implementation guide. Conduct performance/ appraisal review and staff development plan
- Financial Management: Plan and manage the project budget. Ensure spending is as per regulations and all paperwork is accurate. Support preparation of financial reports and budget forecasting.
- Reporting: Submit timely, high quality narrative reports in English. Prepare other documents (assessment reports, case studies, stories, best practices) as per requirements.
- MEAL: Plan and conduct assessments, monitoring activities and reflection exercises. Use info and insights for projects steering and for high quality log-frame reporting.
- Migration Technical Strengthening and Up to Date (30%)
- Thematic Focal Point: Support CaCH to maintain and further develop a high-quality thematic migration programme that aligns with government and donor strategies and policies. Lead in aspects of “migration” and “gender” throughout Caritas’ Cambodia Programme, ensuring synergies between “migration” projects.
- Projects technical: Strengthening and update project implementation’s strategy, approach and coordination to field staff and partner as appropriate for the context and in line with the Cambodia frameworks.
- Exchange and representation: Represent CaCH at national and sub- national levels in relevant working groups, sector or network coordination. Keep updated about trends related to migration, anti-trafficking and related activities (vocational training, social protection, etc.); in Cambodia and continuously expand the relevant network. Actively contributes to enhancing the profile of CaCH in the sector.
- Capitalization and Knowledge Management (20%):
- Define and conduct project learning, exchanges, dissemination of best practices and lessons learnt within the project and relevant NGOs.
- Develop, contract, and monitor external support (contracts): Video productions, social work consultants(s), social media content / awareness outreach, legal documentation support
- Ensure capitalization of project and programme approaches, through quality documentation of impacts, lessons learnt, case study around migration and gender.
- Support the development of concept notes and proposals related to the Caritas’ thematic area of migration.
- Other duties (10%)
- Translate policies and technical documents from Khmer to English and vice versa if and when required.
- Perform additional duties as required by the [Deputy] Country Director.
- Education and Training:
- University degree, preferably at Masters level in relevant social sciences (labor relations, law, sociology, anthropology, history, human geography or similar area).
- Strong proven knowledge of migration and social development issues in Cambodia and the Mekong region
- Key Skills:
- Demonstrated project cycle management experience and good practices
- Good coordination, facilitation and dialogue skills with government line agencies, stakeholders, NGO partners and CBOs.
- Strong analytical, strategic thinking, advocacy and networking skills
- Ability to work effectively in a team and keeping tight deadlines with limited supervision.
- Good communication skills in both Khmer and English, both spoken and written.
- Occupational / professional experiences:
- At least 10 years’ experience with Cambodia I/LNGO or institutes that work on local/cross border migration, anti-human trafficking, labor rights, and child protection.
- At least 5 years’ experience to manage consortium/complex project in a relevant field.
- Experience of working with government line agencies, NGOs, CBOs and local authorities, know-how to buy-in & capacity building.
