Position Summary

The position is for Project Lead

The salary scale will range from 2,000,000Riel – 2,700,000Riel based on the previous background and experience.

The position is based in Phnom Penh. KAPE is a well-established NGO working across Cambodia to develop the capacity of schools and communities to fulfill the right of every child to a good quality education. The position will be placed in the Cambodia Digital Education Expansion (CDEE) project in collaboration with the Ministry of Posts and Telecommunications (MPTC) and Education Broadcasting Cambodia (EBC). The successful candidate will serve as the single focal point responsible for the entire CDEE project, providing overall technical leadership, coordination, implementation, monitoring, and reporting.

Duties & Responsibilities:
  • Technical
  • Lead the full implementation of the EBC-MPTC Learning Management System (LMS) across 13 target secondary schools (7 New Generation Schools and 6 IDEAL schools) as detailed in the CDEE Concept Note.
  • Oversee LMS deployment, ICT infrastructure setup, internet connectivity partnerships (Smart, Metfone, Cellcard), and integration of LMS into school learning schedules.
  • Design and deliver training sessions and materials for teachers, ICT focal persons, and EBC staff on LMS usage, digital pedagogy, and school-specific contexts (NGS mentor roles, ICT facilities).
  • Facilitate promotion and dissemination of EBC digital content beyond the 13 target schools through brochures, online advertisements, and in-person outreach sessions.
  • Establish and manage the CDEE Monitoring & Evaluation (M&E) system to track LMS adoption, teacher/student engagement, training reach, and utilization statistics.
  • Conduct monthly, quarterly, and semi-annual reviews, facilitate bi-monthly online coordination meetings, and recommend adjustments for continuous improvement.
  • Provide overall technical support, coordination, and liaison with KAPE, MPTC (infrastructure & policy), and EBC (LMS maintenance & content).
  • Prepare all administrative, financial, and progress reports for KAPE and donors (EBC/MPTC), including baseline data, deployment status, training outcomes, and stakeholder updates.
  • Design effective LMS school structures and ensure seamless project execution across pre-implementation, rollout, and follow-up phases.
  • Review relevant documents (CDEE Concept Note, NGS/IDEAL guidelines, MoEYS policies, National Digital Education Strategy) and develop an Inception Report with analysis and detailed work plan.
  • Conduct initial ICT infrastructure assessments and coordinate minor modifications to ensure full LMS functionality.
  • Perform any additional tasks required to deliver the complete CDEE project successfully.
Expected Profile of Candidates
Languages:
  • Khmer - Fluent is required
  • English - Fluent is preferred
Qualifications:
  • Bachelor's Degree in information technology, Education Technology, or related field
  • Master's Degree is preferred
Work History:
  • Relevant experience in LMS implementation, digital education projects, teacher training, or ICT support in schools for 2 years as a minimum
Skills & Knowledge:
General & Technical Skills
  • Demonstrated hands-on experience with Learning Management Systems, digital pedagogy, stakeholder coordination (government & NGO), M&E systems, and report writing.
  • Strong technical proficiency in Microsoft Office, basic data analysis, digital communication tools, and project management.
  • Proficiency in English is considered an advantage; Khmer fluency required.
  • Familiarity with Cambodia’s education sector (MoEYS policies, NGS/IDEAL frameworks, and National Digital Education Strategy) is highly desirable.
  • Prior experience working with MPTC/EBC or similar government partners is an advantage.
