Project External Evaluator
Title of project: Land and Economic Security for IPs (LESIP)
Budget : 3500 USD to 4000 USD.
Project Goal
Promote IP’s livelihood through improvement of IPs’ rights, cashew production and economic development.
a. Project Objective
- Specific Objective 1 : Strengthen IP legal entities for effective use of community land.
- Specific Objective 2 : Improve productivity of cashew for IP communities.
- Specific Objective 3 : Support cashew market for securing the production
b. Target Areas : 30 villages of 2 districts (Ochum & Veurn Sai).
c. Beneficiaries : Direct 100 key farmers, CLT's committee: 100 (15-25 females) and 2500 extended farmers.
Objective of External Evaluator
The external evaluator will conduct the project’s evaluation for the project’s impact through analyzing its relevancy, efficiency and effectiveness.
Expected Result
- The project’s result of success, challenges, and gaps including weakness is identified.
- The long term changes of project’s impact is identified.
- The External Evaluator will provide sound recommendations/strategy for future replicable project development.
- The consultant will collaborate with NTFP's project staff and or NGOs in Ratanakiri to:
- Conduct the project evaluation through meeting with direct and indirect beneficiaries whichcould be extended beyond the indirect 2500 farmers, including the involved stakeholders.
- Organize meeting with NTFP project staff including management team for sharing the resultof evaluation findings and recommendations/strategy.
- Produce the timely evaluation report at the end of Dec 31 2019.
- The External Evaluator must have long extensive experiences about the cashew nut production, market analysis and business promotion, which particularly link with the indigenous communities.
- The External Evaluator has knowledge about the IP's culture, and context including national polices regarding the indigenous people.
- The External Evaluator should have some basic knowledge about indigenous land registration.
- The External Evaluator has to have in-deep analysis skill and knowledge about long term strategy in relation with IP's natural resource management, especially about IP's community development plan.
- The selected External Evaluator will have to develop a detailed ToR, including detailed implementation plan for submitting to NTFP on time.
- The External Evaluator can complete the evaluation task on time in 31st Dec 2019.
