Planète Enfants & Développement (PE&D), founded in 1984, is a non-political, non-denominational international solidarity association dedicated to helping vulnerable children find the conditions necessary for their well-being and development, in particular by working with their families. PE&D has been present in Cambodia since 1984.

Our vision is promoting equal opportunities from early childhood while our mission is co-building an environment around the children that protects, educates, and integrates them from birth to promote their development.

As true catalysts for change, we have, among other things, created the community school model in Cambodia, and, in several countries, social assistance programs to lift families out of poverty.

We are a human-sized organization, yet composed of a team of local and international experts, Planète Enfants & Développement works in partnership with communities and stakeholders on the ground to ensure the relevance and impact of projects, promoting autonomy.

In Cambodia, we implement, together with local public and private stakeholders, 3 main projects:

  • IECD - Investing in Early Childhood Development which aims at developing access and quality of services for children under 6 y.o
  • HaLI – Habitat and Livelihood Improvement for urban poor settlements
  • PEGASE – a multi-country project to prevent children from violence and exploitation

The team is composed of 30 people, mainly Khmer nationals

Project Developer

Position Summary

Salary: between 1000 and 1200 USD net salary + benefits, depending on the profile

MISSION

In the coming years PE&D Cambodia wants to increase its impact on children and their environment – families, communities, professionals and policies.

It looks for its project developer in charge of proposing and implementing the strategy of development of pe&d in cambodia. S/he will identify needs, gaps and potential added-value of new PE&D projects in the areas of its expertise. S/he will be involved in the designing of internally selected projects and will assess their financial feasibility, i.e. potential donors. S/he will coordinate the proposals writing.

The position reports to the Country Director. It is based in Phnom Penh. It is a new position.

The position is open from September 01, 2024

Expectations - Duties, Responsibilities
  • Drive a dynamic development strategy
  • Finalize the strategy of PE&D Cambodia
  • Map the stakeholders
  • Propose and follow a road map to develop new projects/components
  • Networking and knowledge management
  • Participate to the meetings, forum, webinars and working groups in PE&D’s areas of expertise
  • Create or reinforce the links with key stakeholders at a public and private level
  • Produce and update data sheets about context, needs and gaps
  • Conduce exploratory surveys if requested by the Country Director
  • Identify donors and financial opportunities
  • Project design and proposal development
  • Propose new projects/new activities/new donors
  • Elaborate project designs for internal decision making
  • Develop concept notes and proposals for new projects
  • Collaborate with the project managers to enrich their project and fund new components
  • Collaborate with MEAL team and PM in the other countries where PE&D works to build on their experience and learnings
Requirements - Skills, Qualifications, Experience
  • Education and professional experience
  • 5-year degree in human sciences
  • Experience(s) in I/NGOs
  • At least 5 years' experience in project management, project coordination and/or MEAL, deep knowledge in ToC, RBM
  • Experience in managing significant budgets
  • Co Funded project management, International experience, international studies would be a plus
  • Qualities/abilities
  • Commitment to social changes
  • Knowledge and experience in several areas covered by PE&D: education, childhood, community participation, social support, economic strengthening, gender equality, housing, vocational training etc.
  • Strategic and positive thinking
  • Creativity, initiative and excellent communication skills
  • Existing - or high ability to develop - a strong network within development partners and government
  • Organizational skills and thoroughness,
  • Excellent interpersonal skills/ability to interact at all levels (ministries, UN agencies, other NGOs)
  • High degree of autonomy, ability to listen, team spirit
  • Dynamism and determination
  • Languages: Very good level of spoken and written English and Khmer is mandatory. French is an asset
