Project Coordinator (1 Position)

Position Summary

We are currently seeking a Project Coordinator to support our World Diabetes Foundation (WDF) funded project.

This is a national recruitment. This position is based in Phnom Penh, with regular travel to project sites.

COUNTRY PROGRAM OVERVIEW:

The project (funded by the World Diabetes Foundation) to reduce the risk of non-communicable diseases (NCD) in Cambodia through a multi-sectoral approach that leads to (i) improved school food environments, (ii) increased demands for an enabling environment for NCD prevention in schools and communities, and (iii) enhanced governance for NCD reduction and prevention. By improving school food environments, increasing community awareness, and enhancing governance, the approach will foster healthier lifestyles and reduce the risk of NCDs in Cambodia.

FUNCTIONAL RELATIONSHIPS:

The Project Coordinator reports to the Program Director. She/He will collaborate closely with Helen Keller Intl’s finance team to ensure budget alignment with the project’s objectives, monitor burn rates, and provide support for budget development for subsequent years. They will also collaborate closely with project teams; She/He will be responsible for coordinating technical support for the project’s component teams and will serve as the liaison to the country's technical team.

The Project Coordinator will collaborate closely with the Ministry of Education, Youth and Sport, the School Health Department, the Ministry of Health, the National Nutrition Program, the Department of Preventive Medicine, and the Local NGOs' partners.

Expectations - Duties, Responsibilities
  • Oversee the day-to-day implementation, progress, and quality of the Reducing NCD Risk in Cambodia Project, including managing the project cycle, budget forecasting and monitoring, and logistics coordination.
  • Lead project officers in organizing a multi-sectoral stakeholder inception workshop.
  • Facilitate Training of Trainers programs for District Education Officials, School Teachers, and School Directors on MoEYS Directive 18 and NCDs.
  • Collaborate with project officers to conduct Co-Creation Workshops with key school-level stakeholders to raise awareness about unhealthy foods and NCD risks.
  • Work with Project Officers and MOEYS to train school administrators to ensure compliance with MoEYS Directive 18.
  • Partner with school principals to develop playgrounds and sports facilities to promote physical activities.
  • Facilitate the establishment of binding vendor agreements between primary schools, vendors, and local authorities.
  • Assist project officers in connecting vendors with producers of healthy foods and beverages.
  • Collaborate with the youth team to conduct workshops for Youth Nutrition Champions, promoting peer-to-peer education and awareness activities at the community level.
  • Support project officers in educating caregivers and the community on healthy food practices and the importance of physical activity.
  • Work with project officers and the youth team to organize NCD awareness-raising campaigns.
  • Collaborate with PHDs, ODs, and HCs to train Village Health Support Group members and Youth Nutrition Champions (YNCs) on NCDs and counseling skills to reduce NCD risk.
  • Coordinate with CARD to strengthen Provincial Working Groups for Food Security and Nutrition and support Community Councils in addressing NCDs.
  • Lead project officers in conducting NCD risk screenings and NCD Education Fairs at schools.
  • Collaborate with PHDs, ODs, and HCs to conduct NCD risk screenings during pregnancy.
  • Work with CARD to organize dissemination workshops for the SUN CSA on interim school food environment guidelines.
  • Engage with the existing Multisectoral Food Security and Nutrition Forum to strengthen the implementation of MoEYS Directive 18 in schools and address NCD risks in communities.
  • Advocate for revised ANC guidelines to include the oral glucose tolerance test to the ANC check-up package.
  • Perform other duties as assigned by the Program Director.
Requirements - Skills, Qualifications, Experience
  • Bachelor’s degree or equivalent in health, public health, nutrition, governance, or a related field.
  • At least five years of experience in health, public health, and/or nutrition at the community level.
  • Positive experience working with national and/or sub-national governments (MOEYS, School Health Department, the National Nutrition Program, the Preventive Medicine Department, and Commune Councils).
  • Strong facilitation and coordination skills and the ability to lead participatory discussions and training on sensitive topics.
  • Fluency in Khmer and a reasonable command of written and spoken English.
  • Strong interpersonal and communication skills.
  • Willingness to travel by motorbike in rural areas.
  • Collaborative, flexible, and solution-oriented. Ability to maintain balance when under stress.

Project Officer (1 Position)

Position Summary

We are currently seeking a Project Officer to support our Transforming Lives Through Nutrition Project. This position is intended for Cambodian nationals based in Kampong Thom Province. She/he requires regular travel to conduct remote field work.

PROJECT OVERVIEW:

Our project aims to sustainably build agricultural production capacity to better support food security, nutrition, and food systems. We are implementing this project in partnership with agriculture cooperatives, local communities, the private sector, farmer groups, and government representatives to accelerate the well-being of mothers, children, and their communities through evidence-based, lifesaving nutrition and nutrition-sensitive agriculture interventions.

FUNCTIONAL RELATIONSHIPS:

The successful applicant will report to the Nutrition Sensitive Agriculture Lead and work very closely with other Helen Keller International Cambodia program and operations teams.

Expectations - Duties, Responsibilities
  • Working alongside the Nutrition-Sensitive Agriculture Lead to develop weekly, monthly, and annual work plans and reports.
  • Coordinate with the Provincial Department of Agriculture, Forestry, and Fishery, District Agriculture Departments, and the Commune Agriculture Officer (CAO) to provide training to target beneficiaries.
  • Coordinate with CAO staff and village leaders to select model farmers on project sites.
  • Coordinate with CAOs and village leaders to identify households with children under five years.
  • Coordinate with CAOs and Agriculture Cooperatives (ACs) to provide orientation to target beneficiaries.
  • Support the monitoring and evaluation team, selecting model farmers to develop integrated homestead food production on project sites.
  • Support the Nutrition Sensitive Agriculture Lead, organizing and conducting meetings and workshops when required.
  • Provide administrative and logistical support and direct project finances for training, meetings, and workshops (or as required by the manager).
  • Conduct regular field monitoring, supervision, and coaching to target beneficiaries, providing them with feedback accordingly.
  • Collaborate closely with government officials, key local authorities, NGO partners, and Helen Keller Intl team members to efficiently implement the project.
  • Monitor activities and outputs, ensuring the delivery of project results.
  • Provide weekly and monthly progress reports to the Nutrition Sensitive Agriculture Lead in a timely fashion.
  • Develop a weekly and monthly work plan with the Nutrition Sensitive Agriculture Lead and relevant stakeholders in the first week of each month.
  • Attend routine program meetings with the Nutrition-Sensitive Agriculture Lead and other Project Officers to discuss any field issues and revise work plans accordingly.
  • Develop and maintain effective working relationships and communication with other agriculture and food systems team members, government officials, and community members.
  • Liaise with CAOs and ACs as the Nutrition Sensitive Agriculture Lead requested.
  • Submit a weekly and monthly program report to the Nutrition-Sensitive Agriculture Lead.
  • Document program experience, lessons learned, and best practices and share them with relevant management for technical input when needed.

  • Bachelor’s degree or equivalent in agriculture and food systems (or a related field)
  • At least three years of experience in agriculture and nutrition at the community level (with a focus on agriculture and food systems preferred).

Project Officer (1 Position)

Position Summary

We are currently seeking a Project Officer to support our Transforming Lives Through Nutrition. This position is intended for Cambodian nationals based in Takeo Province. She/he requires regular travel to conduct remote field work.

PROJECT OVERVIEW:

Micronutrient deficiency in pregnant women is a major public health problem due to the increased nutrient requirements that occur during pregnancy and lactation. Based on available Cambodian Demographic and Health Survey (CDHS) data from 2014, 78% of women have insufficient urinary iodine concentrations, while 62% have zinc deficiencies and 18% suffer from folate deficiencies. Vitamin D deficiency is also a moderate public health issue in the country, affecting 31% of Cambodian women, while an additional 46% of Cambodian women are anemic. Our project aims to support the practical introduction of MMS while filling the gaps in the existing iron folic acid platform.   

FUNCTIONAL RELATIONSHIPS

A successful applicant will report to the MMS Project Manager and work very closely with other Helen Keller Intl - Cambodia program and operations teams.

Expectations - Duties, Responsibilities
  • Responsible for the day-to-day implementation, progress, and quality of the MMS research and rollout activities, including technical support, follow-up, and MMS logistics.
  • Coordinate with local authorities (provincial, district, commune, and village level administration), provincial health department, operational district, and health centers within the study’s catchment areas.
  • Coordinate field work with 86 health centers, 6 Referral Hospitals, the operational district, and the provincial health staff of Takeo Province.
  • Support the MMS Manager to supervise sub-award activities by completing the field visit report and submitting it in a timely manner.
  • Work closely with data collectors to collect consents from each pregnant woman and collect the list of a number of pregnant women who receive MMS tablets from all health facilities.
  • Work with data collectors to manage MMS stockouts at referral hospitals and HCs.
  • Coordinate with data collectors to conduct focus group discussions and key informant interviews with respondents.
  • Participate in training during the pilot phase, including data collection as required.
Requirements - Skills, Qualifications, Experience
  • Bachelor’s degree or equivalent in health, nutrition, nursing, midwifery (or a related field)
  • At least three years of experience in maternal health and nutrition at the community level.
  • At least 1 year of experience in conducting research (household surveys, focus group discussion, key informant interview) in rural Cambodia.
  • Excellent facilitation and coordination skills with the ability to lead participatory discussions and training on maternal nutrition topics.
  • Fluency in Khmer and with a reasonable command of written and spoken English.
  • Experience working in rural Cambodian communities.
  • Experience working and coordinating with NGOs and government agencies.
  • Excellent interpersonal and communication skills.
  • Willingness to travel by motorbike in rural areas.
