Project Coordinator (1 Position)

Mode Contract: The Project Coordinator will be contracted a period of the study for 12 months the contract signing date.
Objective of assignment
The service as a Project Coordinator is to provide executive management and supervision support to SNEC/CAPRED to accelerate the establishment and development of the first AIP in Cambodia. The Project Coordinator will closely work with international consultants and AIP committee and mainly get involved in preparing and providing comments/recommendations on incentive package, criteria and selection of potential investment projects, master plan of AIP project, and the like. The Project Coordinator has to oversee two Project Assistants in providing support to SNEC/CAPRED and coordinating all stages of the project.
- Work closely with international consultants to develop Standard Operating Procedure (SOP) for Expression of Interest (EOI), Call for Proposal (CFP), and Evaluation Criteria for AIP investment projects;
- Involve in preparing and providing comments on incentive package for AIP investment projects with consolidated comments from AIP committee;
- Propose criteria and selection process of potential AIP investment projects by reviewing best practices from other countries who are in the initial stage or successful in AIP development;
- Provide comments and recommendations on master plan of AIP investment projects that are submitting their applications to AIP committee;
- Conduct a desk review on experiences in establishing Agro-Industrial Park, including the investment modality, site selection, challenges, and recommendations;
- Supervise two Project Assistants to ensure that they understand about the goal of the project and are actively involved in implementing related tasks of the project;
- Review progress report and submit to project management;
- Coordinate/undertake other related tasks assigned by project management.
- Master’s Degree in agricultural science, economics, business administration, or a closely related field;
- At least five years of experience in the field of policy formulation, agricultural value chain, international trade and trade facilitation;
- Knowledge of Cost and Benefit Analysis (CBA) is a plus;
- Proven leadership capacity to implement the related tasks of the project management, especially SEZ or Industrial cluster development;
- Good communication with the government institutions, development partners, think tanks and other stakeholders;
- Experience in project coordination, preparation/coordination workshop, meeting and other training as needed by the project;
- Demonstrated research experiences and skills in data collection, stakeholder interview, data analysis and policy recommendation;
- Proven skills in staff and administrative management, coordination & facilitation and capacity to work effectively as part of a team under pressure and deadline;
- General computer literacy especially Windows, MS Office, Internet and Email;
- Written and spoken proficiency in Khmer and working knowledge of English.
Project Assistant (2 Positions)

Objective of assignment
The objective of the service as a Project Assistant is to support the Project Coordinator to implement project activities with an aim to accelerate the establishment of Agri-food Industrial Park (AIP) in Cambodia. The Project Assistant has to work closely with and support the Project Coordinator to arrange the interview, meeting, workshop, logistics, and progress report.
- Support Project Coordinator to develop Standard Operating Procedure (SOP) for Expression of Interest (EOI), Call for Proposal (CFP), and Evaluation Criteria for AIP investment projects;
- Prepared administrative documents for selection process of AIP investment projects;
- Provide supports to Project Coordinator to develop incentive package for AIP investment;
- Assisted Project Coordinator to provide comments and recommendations on master plan of AIP investment projects;
- Coordinate the logistic arrangement for project implementation like site inspection, meeting, workshop and so on;
- Conduct a desk review, as assigned by the Project Coordinator, on experiences in establishing Agri-food Industrial Park, including the investment modality, site selection, challenges, and recommendations;
- Assist the Project Coordinator to compile and analyze the collected data and information gained from respondents;
- Prepare progress report to Project Coordinator before submitting to project management;
- Coordinate/Undertake other related tasks assigned by project management.
- Minimum Bachelor’s degree in Agriculture, Business Administration, Accounting and Financing, and English/Khmer Literature, or a closely related field;
- At least two-year-administrative experience under public projects/ programs;
- Demonstrated experiences in data collection, stakeholder interview, data analysis and policy recommendation;
- Good communication with the government institutions, development partners, think tanks and other stakeholders;
- Experience in project coordination, preparation/coordination workshop, meeting and others as needed by the project;
