Announcement Description

Established since 1948, ChorogUsan for children (formerly known as ChildFund Korea) has been working in South Korea to protect children's rights and help children suffering from poverty and disease and started global programs to create a world where children are happy since 1997.

ChorogUsan for children focuses on advocacy activities to protect the rights of all children, strengthen welfare programs based on children’s rights under the UN Convention on the Rights of Children, actively respond to social issues, humanitarian aids, and other critical issues for children such as Education, Public Health, WASH, Climate Change, and strive to ensure children’s rights.

ChorogUsan for children in partnership with ChildFund Cambodia and the local NGO KAFDOC, is launching Phase III of the "Easy to Learn" (E2L) project. Funded by KOICA and ChorogUsan, this initiative builds on the success of Phase II to further enhance primary education across 17 schools in Chhloung District, Kratie Province.

Position Summary

Position Context: After builds on successful E2L phase II to further enhance primary education across 17 schools in Chhloung District, Kratie Province, the phase III is launching in which the project focuses on deep collaboration with the Ministry of Education, Youth and Sports (MoEYS) to ensure sustainable improvements in teaching quality and school governance which mainly focus on the following key project pillars: 1). Enhanced Learning & Inclusion, 2). Teacher Support & Monitoring, 3). Accountability & Sustainability and 4). System Strengthening.

Job purpose: The Project Coordinator is responsible for the synchronized execution of project activities to ensure that the technical, financial, and operational components of the project move together seamlessly to meet deadlines and quality standards.

Duties & Responsibilities:
  • Operational Coordination & Implementation
  • Translate the Project Manager’s strategic plan into actionable monthly and quarterly work plans for the Project Officers.
  • Support day-to-day implementation of activities and budget expenditure to ensure they align with the Project Cycle Management (PCM) framework and budget plan.
  • Ensure that technical guidance from the Education Sector Lead and M&E Coordinator is integrated into field activities.
  • Guided by the Project Manager, work closely with the project teams to strengthen understanding project progress, outcomes, and impact, and to contribute to learning and reflection processes.
  • Team Management & Support
  • Directly supervise and mentor the Project Officers, ensuring they provide high-quality technical assistance to partners.
  • Ensure effective coordination between EdTech, Community Engagement, and Teacher Training Officers to avoid duplication and ensure integrated delivery.
  • Work closely with the Project Manager and Project Finance Officer to ensure activity implementation tracks accurately against budget forecasts.
  • Participate in regular team meetings to track progress, troubleshoot bottlenecks, and foster a collaborative environment.
  • Compliance, Quality Control & Reporting
  • Consolidate field reports from Project Officers into high-quality progress reports for the Project Manager and HQAD of ChorogUsan.
  • In collaboration with the Finance team, ensure all field activities comply with the organisation’s (ChorogUsan and ChildFund Cambodia) and KOICA’s financial, procurement and compliance policies.
  • Contribute to quality data monitoring in coordination with the M&E Coordinator to ensure "Analyze data trends" is based on accurate field input.
  • Systematically document project implementation processes, tools, lessons learned, and coordination mechanisms to support organizational readiness for future project scale-up and direct implementation.
  • Partner & Stakeholder Liaison
  • Work closely with the Project Manager in acting as a coordination and communication focal support for key partners, including KAFDOC and relevant education authorities, ensuring timely information flow, effective coordination, and escalation of complex or sensitive issues to the Project Manager of ChildFund Cambodia and HQAD of ChorogUsan.
  • May represent the project in local coordination and networking meetings, ensuring alignment with MoEYS’s local frameworks.
Expected Profile of Candidates
Languages:
  • Khmer - Fluent

Qualifications:
  • Bachelor's Degree in Education, Development Studies, Project Management, or a related field.
Work History:
  • At least of experience in project coordination, preferably within the education sector or with international NGOs (experience with MoEYS systems is a plus) for 3 to 5 years
Skills & Knowledge:
General & Technical Skills
  • Demonstrated excellent communication, coordination, team work and negotiation skills, with experience working effectively with government officials and community leaders.
  • Strong knowledge of child development principles, child rights, and child safeguarding.
  • Familiarity with national standards, policies, frameworks and regulations related to primary education is a significant advantage.
  • Strong understanding of early grade reading/numeracy and digital learning tools.
  • Familiarity with school governance (SSDP/SAOP) and government-led assessment mechanisms.
  • Proven ability to coordinate and work effectively with multi-disciplinary teams (Finance, M&E, and Program teams and cross organizations).
  • Excellent report writing and communication skills in English and Khmer.
  • Proficiency in project planning, budget management, monitoring and reporting.

Ed-Tech Officer

Position Summary

Job purpose: The Ed-Tech Officer is responsible for the effective deployment, maintenance, and pedagogical integration of digital tools within the project, applying educational technology expertise to bridge the gap between hardware/software solutions and effective classroom practice. The role supports the implementing partner, KAFDOC, by providing technical and pedagogical guidance, enabling teachers and schools to effectively use online and digital learning resources to enhance early grade literacy (EGRA) and numeracy (EGMA) outcomes.

Duties & Responsibilities:
  • Technical Implementation & Support
  • Ensure that digital learning content for early grade reading is contextualized, adapted, and aligned with MoEYS standards prior to classroom use.
  • Ensure the basic management and functionality of school-based digital devices to support the regular and uninterrupted conduct of scheduled digital learning sessions in classrooms.
  • Provide emotional support and comfort to children
  • Capacity Building & Mentoring
  • Ensure that teachers and school directors receive structured training on integrating digital tools into daily classroom lessons, in coordination with implementing partners.
  • Ensure the provision of regular, school-based mentoring to strengthen teachers’ digital literacy and blended learning practices.
  • Support the integration of digital classroom monitoring tools into structured coaching visits in collaboration with the District Office of Education (DOE) and Provincial Office of Education (POE).
  • Data & Monitoring Integration
  • Support the digitization and operational readiness of data collection tools (e.g., KoboToolbox, EGRA/EGMA-related applications) in coordination with the M&E Coordinator.
  • Monitor and compile usage analytics from educational software to track student engagement and learning progress.
  • Ensure data accuracy and support the Project Coordinator in extracting digital reports for project monitoring, reporting, and evaluation.
  • Collaboration & Reporting
  • Coordinate with technology vendors and Ed-Tech developers to support equipment procurement, warranty management, and timely repair of digital devices used in project schools.
  • Support implementing partners in managing digital learning spaces securely and sustainably in project schools.
  • Collaborate with Project Officers to ensure that digital tools effectively support the project’s broader literacy and numeracy objectives.
  • Provide technical inputs for case studies, videos, and communication materials highlighting the project’s digital innovations.

Work History:
  • At least of relevant experience in education projects particularly Ed-Tech initiatives, teacher support programs, or school-based interventions for 2 to 3 years
Skills & Knowledge:
General & Technical Skills
  • Sound understanding of early grade literacy and numeracy development, particularly for Grades 1–3 learners.
  • Practical knowledge of how digital learning tools can be integrated into classroom instruction to support learning outcomes.
  • Good knowledge of child development principles, child rights, and child safeguarding.
  • Strong understanding of Reading Package, Math Package and digital learning tools.
  • Familiarity with the Cambodian primary education context, including basic Khmer literacy and numeracy pedagogy, is strongly preferred.
  • Experience working with primary schools, teachers, or education-focused NGOs is required.
  • Experience supporting the rollout, adoption, or classroom use of digital learning tools is highly desirable.
  • Excellent communication and coordination skills, with the ability to work effectively with diverse stakeholders, including teachers, school leaders, Ed-Tech developers, project teams, and government counterparts.
  • Ability to provide basic troubleshooting and user support for mobile learning applications and devices used in schools.
  • Strong training and facilitation skills, with the ability to explain digital tools and concepts clearly to non-technical users, including teachers and school staff.
  • Ability to support teachers in integrating digital learning tools into lesson planning and classroom practice.
  • Fluency in Khmer; working-level English sufficient for reading and writing technical documentation and reporting.
  • Responsible stewardship of all funds and resources managed by the organization.
