Project Baseline Study Consultant

Objective of Study
In June 2025, HAGAR Cambodia is approaching a baseline study implementation. As part of the project management cycle, the baseline study will be conducted to:
- To generate a snapshot of the initial conditions against the outcome indicators before the project begins.
- To measure the status of all outcome and impact indicators and provide additional information within the project context.
- Setting Benchmarks for the project monitoring and evaluation.
- To assess how well the project was designed and how it appropriately fits the local context and capacity of the community, partners, and stakeholders.
- To help tailor the project to the real needs of the target population.
The findings and recommendations from this study will serve as a reference for tailoring the project and will be retained to track changes in comparison with the endline study.
Scope of work
Consultant/s will work in close coordination with Hagar M&E Manager and program team, following the scope of works as listed below:
Consultant:
- Develop an inception report.
- Conduct a desk review on all relevant documents, including policies, logical framework, and project annual reports, including the case studies during the project implementation.
- Carry out data collection and interviews.
- Carry out data analysis and report writing.
- Produce a draft report in English for Hagar Cambodia
- Present preliminary findings/draft report to the Hagar Cambodia team
- Develop final study report in English, including summary report (in both English and Khmer) and dataset for submitting to Hagar Cambodia.
- Prepare and give a presentation during the sharing meeting.
Reporting and Timeline:
The consultant will prepare a written report and submit it to the Hagar Cambodia office. The first draft report in English is due to Hagar Cambodia office no later than 15 Sep 2025, and the Final report in English, including a short summary report (in English and Khmer) and a clean dataset, will be submitted to Hagar Cambodia no later than 25 Sep 2025.
Bidder Eligibility
- Qualifications:
- Master’s degree in social science, development studies, or other related fields.
- At least 5 years’ experience in designing and conducting research or study/evaluation with quantitative and qualitative methods.
- Knowledge and skills in advanced statistical data analysis
- Knowledge and experience with social work, Gender, Human Trafficking, gender-based violence, including domestic violence and sexual abuse.
- Knowledge of child rights, child participation, and child protection.
- Knowledge of the current community development concepts under the alignment with the government’s strategy (NSDG and SDG) and the working approaches with the local authority.
- Excellent in the English language, especially in written reports.
